أصداء لقاء ترامب وممداني: هدوء حذر أم توافق براغماتي؟

عطفاً على التحليلات السابقة بشأن تولي زهران ممداني منصب عمدة نيويورك، وما أثاره من جدل واسع داخل الولايات المتحدة وخارجها، وما تم عرضه بشأن موقف ترامب المُعادي له خلال حملته الانتخابية، وحتى إعلان فوزه، ووصفه إياه بأنه "شيوعي ومجنون"، والتهديد بقطع التمويل الفيدرالي عن مدينة نيويورك إذا لم يتعاون ممداني مع السلطات الفيدرالية بشأن تطبيق قوانين الهجرة، الأمر الذي وصل إلى التهديد باعتقال ممداني ذاته. وكذا تصريحات ممداني المنتقدة لترامب رداً على هجومه عليه، وكل ما جرى إبان الفترة الماضية، وما تناوَلَه كثيرون من سيناريوهات لما سيقوم به ترامب للتعامل مع ممداني بعد فوزه بهذا المنصب، ورد فعل ممداني على تلك الإجراءات إذا ما تم تنفيذها. وقد تنبأت عدّة تحليلات بأن ممداني سيتواصل مع ترامب، وسيعمل على بناء روابط جديدة مع مجتمع الأعمال في نيويورك في سبيل تحقيق أهدافه السياسية والعمل على تنفيذ وعوده الانتخابية.

وبالفعل، حدث اللقاء المرتقب بين ترامب وممداني يوم الجمعة الماضي، والذي كان بمثابة مفاجأة لجميع المراقبين للمشهد الأمريكي، وكان عكس كل التوقعات والسيناريوهات التي وُضعت سلفاً بشأن التعامل بين الرجلين في المستقبل. فهنأ الرئيس الأمريكي ممداني، وأشاد باللقاء ووصفه بأنه "رائع" و"مثمر للغاية". وأكد ترامب، وهو من مواليد نيويورك، على الأولويات المشتركة رغم الخلافات السياسية الحادة، وقال: "هناك شيء واحد مشترك، وهو أننا نريد لمدينتنا التي نحبها أن تنجح بشكل كبير، وهنأته، وتحدثنا عن بعض الأمور المشتركة للغاية، مثل الإسكان وبناء المساكن، وأسعار المواد الغذائية، وسعر النفط الآخذ في الانخفاض بشكل كبير".

وقد أشاد ترامب بممداني وأثنى عليه فقال: "أعتقد أنكم ستحصلون على عمدة رائع حقاً، كلما كان أداؤه أفضل، زادت سعادتي، أقول إنه لا يوجد فرق في الحزب، وأعتقد أنه سيُفاجئ بعض المحافظين، في الواقع، وبعض الليبراليين جداً".

وفي تراجع ملحوظ عن موقفه الهجومي السابق، قلل ترامب من شأن تهديداته السابقة بقطع التمويل الفيدرالي عن المدينة، وعندما سُئل عمّا إذا كانت هناك سياسات من شأنها أن تدفعه إلى قطع التمويل الفيدرالي كما سبق أن صرّح، قال: "أتوقع أن أساعده، لا أن أضرّه". وأكّد أن اجتماعه مع ممداني "فاجأه بالفعل"، وأنهما يتفقان حول قضايا مُعيّنة مثل الجريمة والإسكان، ومع أنّه قال إنّهما "قد يختلفان حول كيفية تحقيق ذلك"، إلا أنّه أشاد بعمدة المدينة المنتخب، وقال ترامب: "أعتقد أن هذا العمدة قادر على القيام بأمور ستكون رائعة حقاً".

ورد ترامب على التصريحات التي أطلقها بعض أعضاء حزبه حول ممداني، حيث وصفت النائبة الجمهورية إليز ستيفانيك ممداني بأنه "جهادي" خلال حملته الانتخابية. كما أعلنت ستيفانيك مؤخرًا ترشحها لمنصب حاكم نيويورك، في انتخابات من المقرر إجراؤها العام المقبل.

وعندما سُئل ترامب عما إذا كان يتفق مع ستيفانيك في أنه يقف في المكتب البيضاوي مع "جهادي"، أجاب: "لا، لا أتفق معها"، وقال: "إنها تُشارك في حملات انتخابية، وأحيانًا تُقال أشياء في الحملات الانتخابية"، وأضاف: "التقيت برجل عقلاني للغاية. التقيت برجل يريد أن يرى – يريد حقًا أن يرى نيويورك عظيمة من جديد".

ومن جانبه، قال ممداني إنهما عقدا "اجتماعًا مثمرًا" ركز على مخاوف سكان نيويورك بشأن تكلفة المعيشة، وأضاف: "كما قال الرئيس، لقد كان اجتماعاً مثمراً ركز على مدينة نيويورك، مكانٌ نتشارك فيه الإعجاب والمحبة".

وأكد ممداني على "ضرورة توفير سبل العيش بأسعار معقولة لسكان نيويورك، الذين يبلغ عددهم 8 ملايين ونصف المليون نسمة، والذين يُعانون من أجل تحمل تكاليف المعيشة في أغلى مدينة في الولايات المتحدة الأمريكية".

وأشار ممداني إلى القضايا الرئيسية التي واجهها في حملته الانتخابية لرئاسة البلدية: "تحدثنا عن الإيجار، وعن البقالة، وعن الخدمات العامة. وتحدثنا عن الطرق المختلفة التي يُجبر الناس من خلالها على النزوح".

وأضاف: "أُقدر الوقت الذي أمضيته مع الرئيس، وأُقدّر الحوار، وأتطلع إلى العمل معًا لتوفير سبل العيش بأسعار معقولة لسكان نيويورك".

وأشار ترامب إلى أن بعض ناخبيه يدعمون أيضًا زهران ممداني، وهو ما أكده ممداني حيث ذكر أنه تحدث إلى ناخبي نيويورك الذين صوتوا لترامب في عام 2024، ثم صوتوا لحملته الانتخابية بعد عام، مشددًا على أن هؤلاء الناخبين يركزون على القدرة على تحمل التكاليف وإنهاء الصراعات في الشرق الأوسط. فقال ممداني إنه لابد من توجيه أموال الضرائب لتحسين مستوى معيشة المواطنين بدلاً من توجيهها لدعم الحكومة الإسرائيلية التي ترتكب جرائم الإبادة الجماعية في غزة. ورد ترامب موجهاً حديثه للصحفيين عن ممداني: "أعلم أنه يدعم السلام في الشرق الأوسط".

وعندما سأل أحد المراسلين ممداني عما إذا كان لا يزال يعتقد أن ترامب فاشي، بدأ العمدة المنتخب بالإجابة قائلاً: "لقد تحدثت عن ذلك..."، قبل أن يقاطعه ترامب فجأة، "لا بأس"، قاطعه ترامب مبتسمًا "يمكنه ببساطة أن يقول ذلك".

موقف المحافظين اليمينيين واليساريين الديمقراطيين من اللقاء:

كان رد فعل المحافظين عنيفاً على هذا اللقاء، فقد أثار موجة من الاستياء في أوساط أنصار ترامب المحافظين، بعدما تحول ما كان متوقعًا أن يكون مواجهة حادة إلى جلسة ودية وصفها مراقبون بـ"مهرجان الاحترام المتبادل" حسب تعبير وسائل الإعلام.

فلم تخفِ الناشطة اليمينية المتطرفة لورا لومر، المقربة من ترامب، استياءها الشديد تجاه اللقاء، وكتبت عبر إكس: "أمر غريب أن نسمح لشيوعي جهادي بالوقوف خلف مكتب الرئيس في المكتب البيضاوي، مشهد محزن"، وأضافت في منشور آخر: "هل سنطبّع الشيوعية الآن؟".

ومن جانبها، كتبت عضوة مجلس نيويورك إينا فيرنيكوف، قبل اللقاء متوقعة مواجهة: "غدًا سيعطي ترامب درسًا لممداني، يجب أن يشاهد الجمهور ذلك"، لكنها غيّرت لهجتها بعد اللقاء قائلة: "إنه يوم جيد عندما يجتمع قائدان من وجهتي نظر متعارضتين تمامًا لمصلحة المدينة، لكن لا يجب أبدًا أن نضفي الشرعية على ماركسيًا له توجهات جهادية"، وأضافت بخيبة أمل: "كان يجب معاقبة ممداني في البيت الأبيض، بدلًا من الاعتراف به كعمدة نيويورك".

حيرة وسائل الإعلام اليمينية بشأن وصف اللقاء:

بدت الحيرة واضحة على مقدمي برامج فوكس نيوز، إذ علّق المذيع ديفيد أسمان مباشرة على الهواء قائلاً: "كلمة واحدة فقط: "واو"، مضيفًا أن ترامب وممداني "بدوا كأفضل الأصدقاء". أما زميله براين كيلميد فوصف اللقاء بأنه "مهرجان حب ومهرجان احترام"، وقال ساخرًا إن نائب الرئيس جي دي فانس قد يشعر بـ"الغيرة"، مضيفًا: "أعتقد أن الرئيس يريد استخدامه كمرشح لمنصب نائب الرئيس، لقد انسجما بشكل رائع".

وسارعت المتحدثة باسم البيت الأبيض كارولين ليفيت إلى طمأنة الجمهوريين في مقابلة مع شون هانيتي على فوكس نيوز، موضحة أن نجاح اللقاء يعكس استعداد الرئيس "للقاء أي شخص"، وليس تقاربًا مع الشيوعية، وقالت: "نحن نعلم، والرئيس يعلم، والشعب الأمريكي يعلم أن سياسات ترامب والرأسمالية تنجح على المستوى البيعد واللقاء بكل المقاييس، نجاحا كبيرا لرئيس البلدية المنتخب البالغ من العمر 34 عاما، إذ حقق ممداني هدفه الأساس: إيجاد أرضية مشتركة مع ترامب من دون التنازل عن مبادئه.

موقف اليسار:

ورغم احتمال انتقاد اليسار المتشدد لممداني بسبب لقائه مع ترامب، فإنه لم يتراجع عن مواقفه السابقة تجاه ترامب. قال ممداني: "قد تكون هناك خلافات أيديولوجية، لكن ما نتفق عليه هو العمل المطلوب لجعل نيويورك مدينة ميسورة التكلفة".

حسابات الربح والخسارة:

ونرى أن نتائج هذا اللقاء ليست صفرية للطرفين وفقاً لحسابات المكسب والخسارة، وقد حدد المحللون أبرز الرابحين والخاسرين من لقاء ترامب وممداني على النحو التالي:

رابح مهم: ترامب

قد تخفي لهجة ترامب العدائية أحياناً دهاءه السياسي، غير أن هذا اللقاء مثال واضح على مهارته. فقد استطاع أن يحول الاجتماع إلى حدث إعلامي ضخم، وفاجأ الجمهور بتعامله الودي مع خصم أيديولوجي، وقدم نفسه كمن يبحث عن قواسم مشتركة بشأن تكاليف المعيشة. وقد هز ترامب رأسه موافقاً بينما كان ممداني يتحدث عن ناخبي نيويورك الذين دعموا ترامب في 2024 بسبب قضية القدرة على تحمل التكاليف. لكن بالنسبة لرد فعل قاعدة ترامب اليمينية، فستكون رافضة تماماً لهذا اللقاء، فهي ترى أن وديته تجاه ممداني غير مقبولة.

أكبر خاسر: الرسائل والحملات الجمهورية المعادية لممداني

عمل الجمهوريون في الكونغرس على إعداد حملة تربط الحزب الديمقراطي بممداني – اليساري الاشتراكي الديمقراطي – وتقديمهما معاً كتيار متطرف وخطر. فخلال الأشهر الماضية، حاول خصوم ممداني في السياسة والإعلام اليميني تصويره كخطر يهدد القيم السائدة، لكن ترامب – الذي كان قد انضم سابقاً إلى هذه الهجمات – نسف كل هذه الأفكار بلقائه الودي مع ممداني. وعندما استشهد أحد الصحفيين باتهامات النائبة الجمهورية إليس ستيفانيك التي وصفت ممداني بأنه "جهادي"، وسأل ترامب إن كان يشعر أنه يجلس بجوار "جهادي"، أجاب: "لا، لا أشعر بذلك". ثم أضاف ترامب: "لقد التقيت رجلاً عقلانياً للغاية… يريد حقاً أن يرى نيويورك عظيمة من جديد". وقد كان هذا الرد بمثابة ضربة موجعة لحملة ستيفانيك للترشح لمنصب حاكم نيويورك، وأصدرت حملة الحاكمة الحالية كاثي هوكول بياناً قالت فيه إن هذه هي "اللحظة التي نسف فيها ترامب أساس حملة ستيفانيك بالكامل". ورغم احتمال أن يتراجع ترامب لاحقاً ويعود إلى مهاجمة ممداني، فإن آمال الجمهوريين في استخدام إستراتيجية التخويف من ممداني تلقت ضربة مباشرة من الرئيس نفسه. فالتحذيرات التي كان ترامب قد أطلقها سابقاً بشأن احتمال وقف التمويل الفيدرالي عن المدينة أو نشر الحرس الوطني تبدو الآن خارج النقاش، ولو مؤقتاً، رغم صعوبة التنبؤ بالمستقبل نظراً لطبيعة الرئيس المتقلبة.

خاسر مفاجئ: منتقدو ممداني في الإعلام

كان لافتاً مدى سهولة تفنيد الأسئلة الصحافية العدائية. لم يقتصر الأمر على ردود ترامب التي دحض فيها وصف ممداني بـ"الجهادي" أو أكد فيها راحته للعيش تحت إدارته، بل تدخل أيضاً حين سُئل ممداني – بنبرة اتهام – إن كان يرى الرئيس "فاشياً". وقالت مراسلة شبكة "سي إن إن" الأمريكية كايتلان كولينز إن هذا المشهد "يلخص الاجتماع بأكمله تقريباً".

الرابح الأساسي: مدينة نيويورك

نتج عن هذا الاجتماع آثار عملية مهمة بشأن المدينة، حتى الآن إيجابية للغاية، فقد ارتفعت توقعات سكان نيويورك بالتعاون بين ترامب وممداني بقدر كبير. فتصريح ترامب بأنهما "سيعملان معاً" من أجل مصلحة المدينة الأكثر سكاناً في الولايات المتحدة قد يعود بأثر فعلي ملموس، خصوصاً في ظل تهديدات ترامب السابقة بقطع نحو 7 مليارات دولار من التمويل الفيدرالي المخصص لها.

ختاماً:

ومع الخلافات الحادة بين الرجلين خلال الحملة، يبدو أن هناك محاولة للتهدئة، مع إدراك ممداني أن بعض خططه على مستوى المدينة تعتمد على التعاون الفيدرالي، خصوصاً في مجالات الأمن والاقتصاد. كما يسعى لإظهار خبرته السياسية رغم محدودية المناصب التي شغلها سابقاً، من خلال تعيين شخصيات بارزة في إدارته مثل دين فوليهان مستشاره في الحملة الانتخابية، والنائب الأول لعمدة المدينة السابق بيل دي بلاسيو نائباً أول له، وإيل بيسغارد-تشيرش، رئيسة موظفيه في جمعية ولاية نيويورك، والتي عملت معه لوقت طويل، لقيادة هيئة مكتبه، لضمان استقرار المدينة أثناء ولايته الجديدة التي تبدأ في الأول من يناير. ولكن يبقى التحدي الحقيقي أمام ممداني هو كيفية امتصاص واستيعاب هجمات وانتقادات اللوبي الصهيوني والتيار اليميني المحافظ له، وما قد يقومون به من أساليب لعرقلته عن أداء مهامه لخدمة مدينة نيويورك وسكانها والوفاء بوعوده الانتخابية، هذا ما سيتم رصده من قبل المحللين خلال الأيام المقبلة.

Echoes of the Trump–Mamdani Meeting: Cautious Calm or Pragmatic Convergence?

Building on previous analyses regarding Zahran Mamdani’s assumption of the office of Mayor of New York, the wide controversy it has stirred inside and outside the United States, and what has been presented about Trump’s hostile stance toward him during his electoral campaign up to the announcement of his victory—describing him as a “communist and crazy” and threatening to cut off federal funding to New York City if Mamdani did not cooperate with the federal authorities on enforcing immigration laws, to the point of threatening to have Mamdani himself arrested—together with Mamdani’s counter-statements criticizing Trump, and everything that unfolded in recent months, many observers speculated about the scenarios Trump might pursue in dealing with Mamdani after his victory, and how Mamdani would respond if those measures were actually implemented. Several analyses predicted that Mamdani would reach out to Trump and work to build new ties with the New York business community in order to achieve his political goals and deliver on his campaign promises.

Indeed, the long-anticipated meeting between Trump and Mamdani took place last Friday. It came as a surprise to all observers of the American scene and ran counter to virtually all prior expectations and scenarios concerning how the two men would deal with one another going forward. The U.S. President congratulated Mamdani, praised the meeting, and described it as “great” and “highly productive.” Trump, himself a New York native, emphasized the shared priorities despite sharp political disagreements, saying: “There is one thing we have in common, which is that we want our city, which we love, to be a tremendous success. I congratulated him, and we talked about some very common issues, like housing and building homes, food prices, and the price of oil, which is dropping sharply.”

Trump went on to praise Mamdani, saying: “I think you’re going to have a really great mayor. The better he does, the happier I am. I say there is no difference in party here, and I think he’s going to surprise some conservatives, actually, and some very liberal people too.”

In a marked retreat from his previous combative posture, Trump downplayed his earlier threats to cut federal funding for the city. When asked whether there were any policies that might drive him to cut federal funds as he had previously stated, he answered: “I expect to help him, not hurt him.” He stressed that his meeting with Mamdani “actually surprised him,” and that they agree on certain issues such as crime and housing, adding that although “we may disagree on how to get there,” he nonetheless praised the mayor-elect, saying: “I think this mayor is capable of doing things that will be truly great.”

Trump also responded to remarks made by some members of his party about Mamdani, such as Republican Representative Elise Stefanik, who had labeled Mamdani a “jihadist” during his campaign. Stefanik has recently announced her candidacy for Governor of New York in elections scheduled for next year.

When Trump was asked whether he agreed with Stefanik that he was standing in the Oval Office with a “jihadist,” he replied: “No, I don’t agree with her,” adding: “She is running campaigns, and sometimes things are said in campaigns.” He continued: “I met a very rational man. I met a man who wants to see—who really wants to see New York great again.”

For his part, Mamdani said that the two had held a “productive meeting” focused on New Yorkers’ concerns about the cost of living. He added: “As the President said, it was a productive meeting focused on New York City, a place we share admiration and love for.”

Mamdani emphasized “the necessity of ensuring an affordable livelihood for New York’s 8.5 million residents, who are struggling to bear the cost of living in the most expensive city in the United States.”

He pointed to the core issues that defined his mayoral campaign: “We talked about rent, about groceries, about public services. We talked about the different ways in which people are being forced out of their homes.”

He added: “I appreciate the time I spent with the President. I appreciate the dialogue, and I look forward to working together to make life affordable for New Yorkers.”

Trump noted that some of his own voters also support Zahran Mamdani, a point Mamdani confirmed, stating that he had spoken with New York voters who cast their ballots for Trump in 2024 and then, a year later, voted for his own mayoral campaign, stressing that those voters are focused on affordability and on ending conflicts in the Middle East. Mamdani argued that tax dollars must be directed toward improving citizens’ living standards instead of being channeled to support the Israeli government, which is committing acts of genocide in Gaza. Trump, addressing reporters about Mamdani, said: “I know he supports peace in the Middle East.”

When a reporter asked Mamdani whether he still believed Trump to be a fascist, the mayor-elect began to answer: “I have spoken about that…,” before Trump suddenly interrupted him, saying: “It’s fine,” and, smiling, interjected: “He can just say it.”

The stance of right-wing conservatives and Democratic leftists toward the meeting

Conservatives reacted fiercely to the meeting, which sparked a wave of resentment among Trump’s conservative base after what had been expected to be a sharp confrontation turned into a cordial session that observers described as a “mutual admiration fest,” to quote the media’s characterization.

The far-right activist Laura Loomer, a close ally of Trump, did not hide her deep displeasure with the meeting, writing on X: “It’s strange that we are allowing a communist jihadist to stand behind the President’s desk in the Oval Office. A sad scene.” In another post she added: “Are we going to normalize communism now?”

For her part, New York City Council Member Inna Vernikov wrote before the meeting, anticipating a clash: “Tomorrow Trump will give Mamdani a lesson. The public must watch this.” After the meeting, however, she changed her tone, saying: “It’s a good day when two leaders from completely opposite viewpoints meet for the good of the city. But we should never legitimize a Marxist with jihadist leanings.” She added, in evident disappointment: “Mamdani should have been punished at the White House, not recognized as the Mayor of New York.”

Right-wing media’s confusion in describing the meeting

The confusion was evident among Fox News hosts. Anchor David Asman commented live on air: “One word: wow,” adding that Trump and Mamdani “looked like best friends.” His colleague Brian Kilmeade described the meeting as a “love fest and respect fest,” joking that Vice President J. D. Vance might feel “jealous,” and adding: “I think the President wants to use him as a vice-presidential running mate. They got along great.”

White House spokesperson Karoline Leavitt was quick to reassure Republicans in an interview with Sean Hannity on Fox News, explaining that the success of the meeting reflects the President’s willingness “to meet with anyone,” and does not signal any rapprochement with communism. She said: “We know, the President knows, and the American people know that Trump’s policies and capitalism work at the broad level, and that the meeting, by all measures, was a major success for the 34-year-old mayor-elect. Mamdani achieved his primary goal: finding common ground with Trump without abandoning his principles.”

The position of the Left

Despite the likelihood that the hard Left might criticize Mamdani for meeting with Trump, he did not retreat from his previous positions toward the President. Mamdani said: “There may be ideological differences, but what we agree on is the work that needs to be done to make New York an affordable city.”

The cost–benefit calculus

We consider that the outcome of this meeting is not zero-sum for either side when evaluated through a cost–benefit lens. Analysts have identified the main winners and losers from the Trump–Mamdani meeting as follows:

Major winner: Trump

Trump’s occasionally aggressive rhetoric often conceals his political cunning, and this meeting is a clear example of his skill. He managed to turn the encounter into a major media event, surprised the public with his cordial treatment of an ideological adversary, and portrayed himself as someone seeking common ground on cost-of-living issues. Trump nodded in agreement as Mamdani spoke about New York voters who supported Trump in 2024 because of the affordability issue.

However, as far as the reaction of Trump’s right-wing base is concerned, it will be entirely negative toward this meeting, as many see his warmth toward Mamdani as unacceptable.

Biggest loser: Anti-Mamdani Republican messaging and campaigns

Republicans in Congress have been working to build a campaign tying the Democratic Party to Mamdani—the democratic socialist leftist—and presenting them together as an extreme and dangerous current. Over recent months, Mamdani’s opponents in politics and right-wing media have tried to portray him as a threat to prevailing values. Yet Trump—who had previously joined in those attacks—blew up all these narratives through his friendly meeting with Mamdani.

When a journalist cited the accusations made by Republican Representative Elise Stefanik, who had called Mamdani a “jihadist,” and asked Trump if he felt he was sitting next to a “jihadist,” Trump replied: “No, I don’t feel that way.” He then added: “I met a very rational man… who really wants to see New York great again.”

This response was a painful blow to Stefanik’s campaign for Governor of New York. The campaign of incumbent Governor Kathy Hochul issued a statement saying this was “the moment Trump blew up the entire foundation of Stefanik’s campaign.”

Although Trump might later walk back his words and resume attacking Mamdani, Republican hopes of using a fear-mongering strategy centered on Mamdani have taken a direct hit from the President himself. The warnings Trump had previously issued about potentially cutting federal funding to the city or deploying the National Guard now appear, at least temporarily, off the table—although the future remains hard to predict given the President’s volatile nature.

Surprising loser: Media critics of Mamdani

It was striking how easily hostile media questions were defused. It was not only Trump’s answers—where he rejected the “jihadist” label and said he would be comfortable living under Mamdani’s administration—but also his intervention when Mamdani was asked, in an accusatory tone, whether he considers the President a “fascist.”

CNN correspondent Kaitlan Collins noted that this scene “almost summarizes the entire meeting.”

Primary winner: New York City

The meeting produced significant practical implications for the city, thus far highly positive. New Yorkers’ expectations of cooperation between Trump and Mamdani have risen considerably.
