تقرير لـ"مركز باستيت": قراءة في تطورات الحرب الروسية الأوكرانية

تعد الحرب الروسية الأوكرانية من أعقد الأزمات الدولية الجيوسياسية الحالية، لما لها من أهمية كبرى في التوازنات الدولية، كما أن لها انعكاسات متعددة على مستوى النظام الدولي. ترتبط الحرب بصراع النفوذ بين الولايات المتحدة وروسيا وأوروبا، كما أعادت الحرب للواجهة اختبار الدور الأمريكي في الأزمات الأوروبية، وهو دور تاريخي ممتد. يضاف إلى ذلك المساحة التي أتاحتها الحرب للصين وروسيا لإعادة تشكيل النظام الدولي وتجديد أدوات النفوذ والمكانة. وعلى المستوى الاقتصادي، طالت تبعات الحرب دولًا في بقاع العالم المختلفة؛ لأنها أدت إلى تشكيل أسواق الطاقة العالمية ضمن صراعات النفوذ بين القوى الكبرى. بناءً عليه، أصبحت الحرب الأوكرانية ومآلاتها محط أنظار العالم لما استدعته من قضايا سياسية وعسكرية واقتصادية ذات تأثيرات واسعة وبعيدة المدى، بجانب ما قد تؤدي إليه من جديد في بنية النظام الدولي.

تتأثر مآلات الحرب الروسية الأوكرانية بدوافع تغيير واستمرارية على المستويات العسكرية والاقتصادية والسياسية ضمن ثلاثة مستويات متداخلة للتحليل: الفرد والدولة والنظام الدولي. فعلى المستوى الفردي، يلعب صانعو القرار في روسيا وأوكرانيا والولايات المتحدة وأوروبا الدور الأكبر في مسار الحرب ضمن سياقات دولية وإقليمية معقدة وتطورات متلاحقة في إطار قواعد اللعبة السياسية التي تُبنى على تصورات ومعتقدات القادة حول المخاطر والمكاسب. وعلى مستوى الدول، تُشكِّل الظروف الاقتصادية والسياسية والقدرات العسكرية والأوضاع الداخلية وتوجهات الرأي العام مواقف الدول من حيث تعزيز خيارات التفاوض أو التصعيد. أما على مستوى النظام الدولي، فإن حسابات توازن القوى لها الدور الأكبر في دفع مسارات الصراع نحو الخيارات المتنوعة، ويختبر هذا المستوى توازنات القوى بين الأطراف المتنوعة على رأس النظام الدولي. وفق ما سبق، فإن وصول الرئيس "دونالد ترامب" إلى السلطة أعاد ضخ معطيات جديدة لفهم الصراع، إذ تتبنى إدارته رؤية مختلفة بحتمية إنهاء الصراع عبر مزيج من الضغوط والحوافز السياسية والاقتصادية والعسكرية لدفع روسيا وأوكرانيا نحو التفاوض وتسوية الصراع. غير أن تعقُّد الحسابات الاستراتيجية لكل من الطرفين يحد من فاعلية هذا النهج ويجعل مآلات الصراع مفتوحة على احتمالات متعددة.

 

وبناءً على مستويات التحليل السابقة، ووفق معطيات الضغوط الأمريكية متعددة المستويات، يمكن فهم مآلات الصراع على النحو التالي:

 

1- المسار العسكري: استمرار التقدم الروسي ومواصلة المقاومة الأوكرانية ضمن حرب استنزاف ممتدة

 

تهدف الحرب الأوكرانية إلى إحداث تغيير جيوسياسي على الأرض عبر استخدام الأسلحة المتنوعة التقليدية وغير التقليدية، وهي تشبه حالة من الكر والفر بين روسيا وأوكرانيا من أجل السيطرة على المناطق المتنازع عليها. وفي هذا السياق، تدعم الدول الأوروبية أوكرانيا في مواجهة الغزو الروسي، مقابل دعم كوريا الشمالية والصين وإيران لروسيا. وعلى الرغم من تصاعد القتال بين الطرفين، إلا أن روسيا تواجه أزمات اقتصادية وسياسية عميقة بسبب تضارب الروايات الداخلية حول الحرب، بجانب الضغوط العسكرية والاقتصادية الأوروبية على موسكو. أما على الجانب الأوكراني، وبرغم الدعم الأوروبي واستمرار المقاومة، إلا أن وقف بعض شحنات الأسلحة الأمريكية لكييف انعكس على قدراتها في مواجهة روسيا. وهو ما حوَّل الموقف إلى حرب استنزاف طويلة المدى بين الطرفين، ما حدا بروسيا إلى السعي لتحقيق نصر عسكري ملموس على الأرض، لدفع مسار الصراع بعيدًا عن استنزاف قدراتها العسكرية والبشرية.

 

على أرض الواقع، جاءت الهجمات الأوكرانية الأخيرة - في الفترة ما بين 30 أكتوبر و6 نوفمبر 2025 - على العمق الروسي بمثابة تحول استراتيجي نحو ما يمكن تسميته "الردع الهجومي"، إذ نقلت كييف المعركة إلى داخل روسيا ونفَّذت ضربات عسكرية واسعة على البنية التحتية المدنية والعسكرية الروسية بعدد كبير من المُسيَّرات والصواريخ، واستمر نهج الاستنزاف التراكمي عبر امتداد الضربات لتشمل مواقع صناعية استراتيجية مستهدفة منشآت بتروكيماوية ومستودعات وقود وأنظمة صاروخية. وبالتوازي مع تصعيد الرد الأوكراني، تجددت النقاشات داخل الناتو حول ضرورة دعم أوكرانيا بأسلحة نوعية، في إشارة إلى انتقال الحرب إلى مرحلة جديدة أصبح فيها العمق الروسي نفسه جزءًا من ساحة المعركة.

 

أما على الجانب الآخر، فقد وسَّعت روسيا من ضرباتها على الأراضي المتنازع عليها بشكل كبير، ما أدى إلى تطورات ملموسة في الصراع، كما صعَّدت من ضرباتها على البنية التحتية وخطوط الإمدادات اللوجيستية الأوكرانية. إذ وفق التقارير الدولية - على جبهة بوكروفسك وما حولها - واصلت القوات الروسية تعزيز مواقعها داخل المدينة وفرض ضغط على وحدات أوكرانية في ميرنوهراد. وفي الوقت نفسه، تقدَّمت موسكو على محاور شمالية وغربية، وسيطرت على أجزاء من سيفيرسك، مهددةً خطوط الإمداد الأوكرانية. وقد تدخلت وحدات النخبة الأوكرانية بهجمات مضادة في وسط بوكروفسك، لكنها واجهت صعوبة في تأمين ممر شمالي نحو ميرنوهراد، بينما واصلت روسيا هجماتها المتدرجة للسيطرة على الأرض، ما يمنحها مواقع استراتيجية لتهديد المدن الرئيسية شرق زابوريجيا إذا استمر تقدمها. ومن جانبه، أفاد الرئيس الأوكراني "فولوديمير زيلينسكي" أن روسيا نشرت نحو 170,000 جندي في منطقة دونيتسك الشرقية، حيث تحاول السيطرة على بوكروفسك. وبناءً عليه، تستمر حرب الاستنزاف الطويلة ومعارك الكر والفر بين الجانبين في محاولة لتحقيق نصر عسكري ملموس وتحويل مسار الصراع، ويتوازى مع تلك التطورات العسكرية على الأرض المسار السياسي التفاوضي، إذ لا يمكن فهم مسارات تطور الصراع منفردة.

 

2- المسار التفاوضي: محاولات حثيثة لترامب نحو فرض التسوية

 

شهد المسار السياسي والمفاوضات في الحرب الأوكرانية تطورًا ملحوظًا منذ اندلاع الصراع، إذ بدأت الجهود الدبلوماسية منذ فبراير 2022 لتقديم المساعدات الإنسانية في المواقع المتضررة ضمن محاولات لوقف إطلاق النار في إطار مباحثات متقطعة. تلتها جهود دبلوماسية حثيثة في منتصف 2022 للتفاوض حول وقف إطلاق النار بشكل مؤقت، ولم تنجح أيٌّ من هذه الجهود في إحراز تقدم سياسي ملحوظ في مسار التفاوض. تلتها جهود أكثر تنظيماً ضمت الولايات المتحدة وبعض الدول الأوروبية في 2023 في إطار متعدد الأطراف دون إحراز تقدم ملموس في جهود التفاوض. إلا أن وصول الرئيس الأمريكي دونالد ترامب إلى السلطة في 2024 أعطى دفعة كبيرة للمسار السياسي والتفاوض حول إنهاء الحرب، إذ أظهر ترامب في خطاباته السياسية حول الصراع جدية واضحة لتسويته.

 

في هذا السياق، ظهرت خطة ترامب للسلام والتي اقترحت تسوية شاملة للصراع الروسي الأوكراني، واشتملت على 28 بندًا للتسوية تهدف إلى إنهاء الحرب، مع التركيز على تحقيق تسوية تُرضي روسيا إلى حد كبير. وتتضمن الخطة أن تتنازل أوكرانيا عن مناطق دونباس الشرقية والقرم، وأن تعلن رسميًا أنها لن تنضم إلى حلف الناتو، بينما يُسمح لها بالانضمام إلى الاتحاد الأوروبي. كما تقترح الخطة تجميد خطوط المواجهة في مناطق خرسون وزابوريجيا، ما يتيح لروسيا الاحتفاظ ببعض المدن وربطها بالقرم. وتشمل البنود الأمنية أن تقدم واشنطن ضمانات حال قيام روسيا بغزو أوكرانيا مجددًا، مع إمكانية فرض عقوبات من جديد، في حين تتضمن الخطة أيضًا حزمة اقتصادية لإعادة إعمار أوكرانيا باستخدام نحو 100 مليار دولار من الأصول الروسية المجمدة، إضافة إلى مساهمة أوروبية مماثلة. كما تقترح الخطة إجراء انتخابات أوكرانية خلال 100 يوم، ووضع أوكرانيا كدولة غير نووية، وإبرام اتفاقيات لعدم الاعتداء بين موسكو وكييف وأوروبا، بالإضافة إلى إنشاء مجلس سلام للإشراف على تنفيذ البنود، وإعادة روسيا إلى مجموعة الدول الثماني بعد استبعادها بسبب ضم القرم في 2014. وتؤكد الإدارة الأمريكية أن الصفقة يجب أن توفر ضمانات أمنية كاملة للمنطقة، مع فرص مالية لإعادة بناء أوكرانيا وإعادة روسيا إلى الاقتصاد العالمي.

 

وفي هذا الإطار، استخدم الرئيس الأمريكي استراتيجية ضغط جدية على الطرفين لقبول الخطة التي لاقت ردود فعل واسعة لانحيازها للمطالب الروسية على حساب أوكرانيا، إذ صرَّح الرئيس "ترامب" بأن الرئيس "زيلينسكي" سيكون مضطرًا للموافقة على خطة السلام المقترحة لإنهاء الحرب، موضحًا أن كييف ليست في موقف قوي لرفض الخطة، كما حدد موعدًا لتلقي الرد الأوكراني. من جانبه قال الرئيس الأوكراني إن بلاده تواجه أحد أصعب اللحظات في تاريخها، وأوضح زيلينسكي أن أوكرانيا أمام خيار مستحيل: إما الحفاظ على كرامتها الوطنية أو المخاطرة بفقدان شريك رئيسي على شكل إدارة أمريكية يبدو أنها مصممة على إنهاء الصراع وفق شروط موسكو. كما ذكر أن الخيارات تشمل الموافقة على مقترح ترامب المكون من 28 نقطة أو مواجهة "شتاء شديد الصعوبة"، في ظل دمار البنية التحتية للطاقة في البلاد وتأثر ملايين المواطنين بلا تدفئة أو كهرباء. وعلى الجانب الروسي، هدد ترامب بعقوبات كبيرة على روسيا في حالة رفضت المقترح وأمهلهم 50 يومًا للرد، وقد أظهرت روسيا استجابة إيجابية للخطة بسبب الضغوط الاقتصادية الكبيرة التي سيلي ذكرها تفصيلاً في المحور التالي.

 

وقد لاقت خطة السلام المقترحة من ترامب ردود أفعال واسعة داخل أوروبا والولايات المتحدة الأمريكية، تنوعت ما بين انتقاد ميل الخطة بشكل واضح للمطالب الروسية على حساب أوكرانيا وتمكينها بشكل واسع من الأراضي الأوكرانية، بجانب تحديد حجم الجيش الأوكراني بحد أقصى 600,000 جندي، وحظر انضمام أوكرانيا للناتو. فيما شكك آخرون في التزام بوتين بإعادة إعمار أوكرانيا أو الموافقة على بنود قد لا يرحب بها الكرملين، مثل توجيه 100 مليار دولار من أصول روسيا المجمدة لإعادة بناء أوكرانيا تحت إشراف أمريكي. كما تقترح الخطة إنشاء "مجلس سلام" بقيادة ترامب للإشراف على تنفيذ الخطة، وهو أمر غير مقبول تمامًا لبوتين لأنه يضع الأول في موقع تقييم أفعاله. من منظور بوتين، فإن أي وجود للقوى الأمريكية أو الناتو في أوكرانيا بعد الحرب غير مقبول، ويعتبر أن أي ضمانات أمنية غربية تمنح كييف نفوذًا سياسيًا أو عسكريًا ضد روسيا غير مقبولة.

3- المسار الاقتصادي: دبلوماسية العصا والجزرة

 

لا ينفصل المسار الاقتصادي عن المسارين العسكري والسياسي في مآلات الحرب الأوكرانية، فجميعها جبهات مترابطة تؤثر في بعضها البعض. إذ لا يمكن فهم المسار الاقتصادي بعيدًا عن المسار السياسي ودبلوماسية التفاوض الأمريكية، كما لا يمكن فهم كلاهما بعيدًا عن التطورات العسكرية والمعارك الممتدة وغير المحسومة على الأرض والتي جعلت الموقف يبدو ضبابيًا ويفتح الباب لمزيدٍ من الضغوط الأمريكية.

 

ففي الواقع، تعاني روسيا من العقوبات الغربية منذ بداية الحرب، وقد اتجهت لتنويع شراكاتها بعيدًا عن الدول الأوروبية في محاولة لتخفيف وطأة العقوبات على الاقتصاد الروسي ولاستكمال الحرب ضد أوكرانيا. إلا أنه في ضوء الضغوط الأمريكية المتزايدة لإنهاء الصراع، هدد الرئيس الأمريكي - في إطار خطته للسلام - بفرض "رسوم جمركية ثانوية" بنسبة تصل إلى 100% على الدول والشركات التي تشتري صادرات روسيا إذا لم يتم التوصل إلى اتفاق لإنهاء الحرب خلال 50 يومًا. وتهدف هذه الرسوم إلى زيادة الضغط على موسكو اقتصاديًا من خلال التأثير على شركائها التجاريين، خصوصًا في قطاع الطاقة، وإجبارهم على مراجعة سياساتهم التجارية معها. وقد تُحدِث هذه الرسوم الثانوية صدمة كبيرة في الأسواق العالمية للطاقة، إذ تعتمد دول مثل الصين والهند والبرازيل وتركيا على الوقود الروسي كجزء من خططها في مجال الطاقة. كما أن ارتفاع التكاليف بسبب الرسوم قد يضطر هذه الدول للبحث عن بدائل للنفط والغاز الروسي أو إعادة هيكلة سياساتها الصناعية، ما ينعكس على سلاسل الإمداد والتجارة الدولية. وإلى جانب التهديد بالرسوم، أعلن ترامب عن إرسال أسلحة ومعدات عسكرية بقيمة مليارات الدولارات إلى أوكرانيا، تُشترى من الولايات المتحدة بواسطة حلفاء الناتو. وتشمل هذه المعدات منظومات صواريخ "باتريوت"، التي تعتبر أساسية لدفاع أوكرانيا ضد الهجمات الجوية الروسية، بما في ذلك الصواريخ الباليستية والمُسيّرات المسلحة.

 

في المقابل، تتضمن خطة السلام المقترحة تسهيلات محتملة للاقتصاد الروسي، بما في ذلك إمكانية استخدام الأصول الروسية المجمدة في الخارج، وهو ما قد يخفف من الضغوط الاقتصادية المفروضة على موسكو نتيجة العقوبات الغربية. هذا الجانب يجعل الخطة أداة مفيدة لروسيا لتخفيف الضغوط الأمريكية والأوروبية. لكن في نفس الوقت سيتم توجيه جزء من هذه الأموال إلى إعادة إعمار أوكرانيا، وهو ما قد يمنح كييف موارد مالية إضافية على المدى القصير.

 

يتضح مما سبق تعقُّد مسارات الصراع المختلفة وتشابكها وتأثيرها المتبادل في بعضها البعض. إذ أضافت خطة السلام الأمريكية المقترحة مزيدًا من الضغوط على الطرفين، مما يؤثر على مسار الصراع وسيناريوهاته المستقبلية. السيناريو الأول: أن يتم التفاوض على بنود الخطة ذاتها وعدم قبولها كاملة، مما يعني أن هناك سيناريو قبول جزئي للخطة من روسيا ومن أوكرانيا، وهو ما يفتح الباب نحو مفاوضات أوسع ومزيد من الضغوط لتحقيق مكاسب أكبر مع استمرار الضغط العسكري على الأرض؛ لأنه يمنح المفاوض قوة أكبر. السيناريو الثاني: والذي يمكن فهمه في ضوء تصريحات الرئيس الأوكراني أنه لا يمكن أن يتخلى عن كرامة أوكرانيا أو التنازل عن الأرض لروسيا، يضعنا أمام سيناريو رفض كامل لخطة السلام الأمريكية المقترحة كونها خطة أحادية لم تشارك الأطراف المعنية في وضعها، وهو ما يعني توسع الصراع العسكري على الأرض وتزايد الضغوط الأمريكية على الطرفين. أما السيناريو الثالث: فهو أن توافق أوكرانيا على الخطة الأمريكية مع ضمانات أمريكية وأوروبية قوية وشراكة أوروبية موسعة. وسوف تحسم الأيام القادمة هذه السيناريوهات في ضوء تضارب المصالح بين أطراف الصراع المختلفة.

Bastet Center Report: A Reading of the Developments of the Russian–Ukrainian War

The Russian–Ukrainian war is one of the most complex current geopolitical crises, given its major importance for international balances of power and its multiple repercussions at the level of the international system. The war is bound up with a struggle for influence among the United States, Russia, and Europe, and it has brought back to the fore a test of the American role in European crises—a long-standing historical role. In addition, the war has opened up space for China and Russia to reshape the international system and renew tools of influence and status.

At the economic level, the repercussions of the war have reached states across different parts of the world, as it has contributed to reshaping global energy markets within broader struggles over influence among the major powers. Consequently, the Ukrainian war and its outcomes have become the focus of worldwide attention, for the political, military, and economic issues it has raised—issues with wide-ranging and long-term effects—alongside the potential changes it may usher in within the structure of the international system.

The outcomes of the Russian–Ukrainian war are affected by drivers of change and continuity at the military, economic, and political levels, within three interlocking levels of analysis: the individual, the state, and the international system. At the individual level, decision-makers in Russia, Ukraine, the United States, and Europe play the largest role in shaping the course of the war within complex regional and international contexts and rapidly evolving developments, in line with the rules of the political game as framed by leaders’ perceptions and beliefs about risks and gains.

At the state level, economic and political conditions, military capabilities, domestic situations, and public opinion trends shape states’ positions in terms of whether they favor negotiation or escalation. At the level of the international system, calculations of the balance of power play the largest role in pushing the trajectories of the conflict toward different options, and at this level the balance of power among actors at the top of the international system is put to the test.

Against this backdrop, the arrival of President Donald Trump in power has injected new variables into the understanding of the conflict, as his administration espouses a different vision that sees it as imperative to end the conflict through a mix of political, economic, and military pressures and incentives, in order to push Russia and Ukraine toward negotiations and a settlement. However, the complexity of the strategic calculations of both sides limits the effectiveness of this approach and keeps the outcomes of the conflict open to multiple possibilities.

In light of the foregoing levels of analysis, and in view of the multi-layered American pressures, the outcomes of the conflict can be understood as follows:

1. The Military Track: Continued Russian Advances and Ongoing Ukrainian Resistance within a Protracted War of Attrition

The war in Ukraine seeks to bring about a geopolitical change on the ground through the use of a wide spectrum of weapons, both conventional and non-conventional. It resembles a state of ebb and flow between Russia and Ukraine over control of contested areas. Within this context, European states support Ukraine in the face of the Russian invasion, in contrast to the support Russia receives from North Korea, China, and Iran.

Despite the intensification of fighting between the two sides, Russia faces deep economic and political crises due to conflicting internal narratives about the war, alongside European military and economic pressures on Moscow. On the Ukrainian side, and despite European support and ongoing resistance, the suspension of some American arms shipments to Kyiv has affected its capabilities in confronting Russia. This has turned the situation into a long-term war of attrition between the two sides, pushing Russia to seek a tangible military victory on the ground to steer the conflict away from prolonged depletion of its military and human resources.

On the ground, the most recent Ukrainian attacks—between 30 October and 6 November 2025—on targets deep inside Russia constituted a strategic shift toward what might be termed “offensive deterrence.” Kyiv effectively moved the battle into Russian territory and carried out wide-ranging military strikes on Russian civilian and military infrastructure using a large number of drones and missiles. The cumulative war-of-attrition approach continued, with strikes extended to strategic industrial sites, including petrochemical facilities, fuel depots, and missile systems.

In parallel with the escalation of the Ukrainian response, discussions within NATO were renewed over the necessity of supplying Ukraine with more advanced weaponry, indicating that the war has entered a new phase in which Russia’s own hinterland has become part of the battlefield.

On the other side, Russia significantly expanded its strikes on the contested territories, leading to tangible developments in the conflict, and it intensified its attacks on Ukrainian infrastructure and logistical supply lines. According to international reports, on the Pokrovsk front and its surroundings, Russian forces continued to consolidate their positions inside the city and increase pressure on Ukrainian units in Myrnohrad. At the same time, Moscow advanced on northern and western axes and took control of parts of Siversk, threatening Ukrainian supply lines.

Elite Ukrainian units launched counterattacks in central Pokrovsk, but encountered difficulty securing a northern corridor towards Myrnohrad, while Russia maintained its incremental offensive to secure control on the ground. This provides it with strategic positions from which to threaten major cities east of Zaporizhzhia if its advances continue. For his part, Ukrainian President Volodymyr Zelensky reported that Russia has deployed about 170,000 troops in the eastern Donetsk region, where it is trying to seize Pokrovsk.

Accordingly, the long war of attrition and the back-and-forth battles between the two sides continue, as each seeks to achieve a tangible military victory and alter the trajectory of the conflict. Running parallel to these military developments is the political and negotiating track, since the evolution of the conflict’s paths cannot be understood in isolation from one another.

2. The Negotiating Track: Trump’s Intensive Attempts to Impose a Settlement

The political and negotiating track in the Ukrainian war has undergone notable developments since the outbreak of the conflict. Diplomatic efforts began in February 2022 to provide humanitarian assistance in devastated areas, within intermittent attempts to secure ceasefires. This was followed in mid-2022 by intensive diplomatic efforts to negotiate temporary ceasefires, none of which achieved significant political progress in the negotiation track.

More structured efforts followed in 2023, involving the United States and some European states in a multilateral framework, again without tangible progress. However, the arrival of U.S. President Donald Trump in office in 2024 gave a strong impetus to the political track and to negotiations over ending the war, as Trump made clear in his speeches on the conflict that he was serious about securing a settlement.

In this context, Trump’s peace plan emerged, proposing a comprehensive settlement of the Russian–Ukrainian conflict, consisting of 28 points aimed at ending the war, with a strong emphasis on achieving a settlement that largely satisfies Russia. The plan stipulates that Ukraine would relinquish the eastern Donbas regions and Crimea, and formally declare that it will not join NATO, while being allowed to join the European Union.

The plan also proposes freezing the front lines in Kherson and Zaporizhzhia, enabling Russia to retain some cities and link them to Crimea. On the security side, Washington would provide guarantees in the event of a renewed Russian invasion of Ukraine, with the possibility of reimposing sanctions. The plan also includes an economic package for the reconstruction of Ukraine, using around 100 billion USD of frozen Russian assets, along with a comparable European contribution.

The plan further calls for Ukrainian elections within 100 days, classifying Ukraine as a non-nuclear state, and concluding non-aggression agreements between Moscow, Kyiv, and Europe, in addition to establishing a Peace Council to oversee implementation of the provisions and readmitting Russia into the Group of Eight after its exclusion following the annexation of Crimea in 2014. The U.S. administration stresses that the deal must provide comprehensive security guarantees for the region, and financial opportunities to rebuild Ukraine and reintegrate Russia into the global economy.

Within this framework, the U.S. president applied serious pressure on both sides to accept the plan, which has elicited broad reactions due to its clear tilt toward Russian demands at the expense of Ukraine. President Trump stated that President Zelensky would be compelled to accept the proposed peace plan to end the war, indicating that Kyiv was not in a strong position to reject it, and he set a deadline for a Ukrainian response.

For his part, President Zelensky said that his country is facing one of the most difficult moments in its history, explaining that Ukraine is confronted with an impossible choice: either preserve its national dignity or risk losing a key partner in the form of a U.S. administration seemingly determined to end the conflict on Moscow’s terms. He added that the options include accepting Trump’s 28-point proposal or facing “a very harsh winter,” amid the destruction of the country’s energy infrastructure and millions of citizens deprived of heating and electricity.

On the Russian side, Trump threatened heavy sanctions should Moscow reject the proposal and gave it 50 days to respond. Russia has shown a positive attitude toward the plan due to the severe economic pressures it faces, which will be detailed in the next section.

Trump’s proposed peace plan elicited wide-ranging reactions in Europe and the United States. Critics highlighted the plan’s clear bias toward Russian demands at the expense of Ukraine, granting Moscow extensive control over Ukrainian territory while capping the size of the Ukrainian army at 600,000 troops and banning Ukraine from joining NATO. Others doubted President Putin’s willingness to contribute to rebuilding Ukraine or to accept provisions that the Kremlin may not welcome, such as directing 100 billion USD of frozen Russian assets toward reconstruction under U.S. supervision.

The plan also proposes creating a “Peace Council” headed by Trump to oversee implementation—an idea wholly unacceptable to Putin, as it would place Trump in a position to evaluate his conduct. From Putin’s perspective, any postwar presence of U.S. or NATO forces in Ukraine is unacceptable, and he sees any Western security guarantees that give Kyiv political or military leverage over Russia as equally unacceptable.

3. The Economic Track: “Carrot and Stick” Diplomacy

The economic track cannot be separated from the military and political tracks in determining the outcomes of the Ukrainian war; all three are interconnected fronts that shape and influence one another. The economic dimension cannot be understood apart from the political track and U.S. negotiation diplomacy, nor can either be understood without reference to the evolving and inconclusive battles on the ground, which have rendered the situation opaque and opened the door to further U.S. pressure.

In practice, Russia has been suffering from Western sanctions since the beginning of the war and has sought to diversify its partnerships away from European states in an attempt to ease the pressure on its economy and sustain its war effort against Ukraine. Yet in light of the escalating U.S. pressure to end the conflict, the American president, within the peace plan framework, threatened to impose “secondary tariffs” of up to 100% on countries and companies buying Russian exports if no agreement to end the war is reached within 50 days.

These tariffs aim to increase economic pressure on Moscow by impacting its trading partners, particularly in the energy sector, and forcing them to reconsider their trade policies with Russia. Such secondary tariffs could cause a major shock to global energy markets, as countries such as China, India, Brazil, and Turkey rely on Russian fuel as part of their energy strategies. Rising costs due to the tariffs could compel these countries to seek alternatives to Russian oil and gas or to restructure their industrial policies, with ripple effects across supply chains and international trade.

Alongside the tariff threats, Trump announced the dispatch of billions of dollars’ worth of weapons and military equipment to Ukraine, to be purchased from the United States by NATO allies. This equipment includes Patriot missile systems, which are vital for Ukraine’s defense against Russian air attacks, including ballistic missiles and armed drones.

In parallel, the proposed peace plan includes possible economic relief for Russia, including the potential use of frozen Russian assets abroad, which could ease some of the economic pressure imposed on Moscow by Western sanctions. This component makes the plan a useful tool for Russia in mitigating U.S. and European pressure. At the same time, however, part of these funds would be directed toward rebuilding Ukraine, potentially providing Kyiv with additional financial resources in the short term.

The foregoing reveals the complexity and interconnection of the conflict’s multiple tracks and their mutual influence. The proposed U.S. peace plan has added further pressure on both sides, thereby affecting the course of the conflict and its future scenarios.

The first scenario is that the plan itself becomes the subject of negotiation and is not accepted in full, implying partial acceptance by Russia and Ukraine. This would open the door to broader talks and further pressure to extract greater gains, while military pressure on the ground continues, as this enhances the bargaining position of whichever party holds the initiative.

The second scenario—understandable in light of President Zelensky’s statements that he cannot abandon Ukraine’s dignity or cede territory to Russia—would be outright rejection of the proposed U.S. peace plan, as it is a unilateral initiative that the parties concerned did not help draft. This would imply an expansion of the military conflict on the ground and increased U.S. pressure on both sides.

The third scenario is that Ukraine accepts the U.S. plan backed by strong American and European guarantees and an expanded European partnership. The coming days will determine which of these scenarios prevails, in light of the conflicting interests among the various parties to the conflict.
