تقريرلمركز باستيت:خطاب اليمين الإسرائيلي: تحريضٌ على العنف وتوسُّعٌ في الاستيطان
منذ توقيع اتفاق غزة أريحا أولاً، تبنَّى وزراء اليمين الإسرائيلي عبر منصات التواصل الاجتماعي خطابًا تحريضيًّا صريحًا، يقوم على إعادة تأطير الحرب على غزة كحربٍ ممتدة تهدف إلى القضاء الكامل على حركة حماس، وتكريس سياسة استيطانية تُرسِّخ فرض الأمر الواقع، وتؤكد ضمَّ الضفة الغربية إلى إسرائيل، مع إقصاءٍ قاطعٍ لأي حديث مستقبلي حول حلِّ الدولتين.
وفي هذا الإطار، تسعى هذه الورقة إلى تحليل الخطاب الذي تبنَّاه كلٌّ من وزير الأمن القومي إيتمار بن غفير ووزير المالية بتسلئيل سموتريتش، كما نُشر على حسابيهما باللغة العبرية في منصة "إكس" (سابقًا تويتر). إذ يُظهر تحليل المضمون أن خطابهما تمحور حول التحريض على استخدام أقصى درجات العنف في مواجهة الفلسطينيين، والدعوة إلى إقرار قانونٍ يقضي بإعدام المعتقلين، وتسريع وتيرة الاستيطان، وتغيير الواقع الديموغرافي بما يُنهي أي أفقٍ لحلِّ الدولتين — في سبيل تحقيق الهدف الصهيوني التاريخي المتمثل في إقامة "إسرائيل الكبرى".
أولاً: التحريض على التوسع في الاستيطان وتغيير الخريطة الديموغرافية
اتجه خطاب اليمين الإسرائيلي بعد حرب غزة إلى تأكيد ضرورة القضاء على أي توجهٍ نحو تأسيس دولةٍ فلسطينية أو الاعتراف الدولي بها، إلى جانب اتخاذ خطواتٍ عملية لضمِّ الضفة الغربية. ويعبِّر هذا الخطاب عن رفضٍ واضحٍ للتوجه العالمي الذي تعاظم خلال الحرب نحو الاعتراف بالدولة الفلسطينية، ليقدِّم وزراء اليمين الإسرائيلي من خلاله ملامح استراتيجيتهم الحالية والمقبلة، وذلك عبر:
1- رفض أي حديث بشأن إقامة دولة فلسطينية
اتخذ وزراء اليمين الإسرائيلي موقفًا متشددًا من إمكانية إقامة دولة فلسطينية ضمن إطار حلِّ الدولتين، مؤكدين رفضهم القاطع لأي نقاش حول هذا الخيار. وقد جاء الخطاب ليُعلن أن قيام دولة فلسطينية لا يمثل مجرد خطر سياسي، بل تهديدًا وجوديًّا لبقاء إسرائيل.
فقد أعاد هذا الخطاب تأطير مفهوم "حلِّ الدولتين" باعتباره تهديدًا مباشرًا للكيان الإسرائيلي، ودعا إلى "إزالة فكرة الدولة الفلسطينية من الطاولة نهائيًّا". وفي مقابل هذا الرفض، طرح مشروعًا بديلًا يقوم على فرض السيادة الإسرائيلية الكاملة على ما يُسمَّى بـ"أرض إسرائيل التاريخية" (يهودا والسامرة)، باعتباره تجسيدًا للهوية التاريخية والدينية لإسرائيل.
ولم يقتصر الموقف على رفض فكرة الدولة الفلسطينية فحسب، بل شمل أيضًا رفض أي محاولة لربط توسع "اتفاقات إبراهيم" بإقامة الدولة الفلسطينية. إذ يُقدَّم هذا الربط في الخطاب باعتباره لا يحقق سلامًا حقيقيًّا مع "جيران" إسرائيل، بل يمثِّل موقفًا من الخذلان، والتنازل عن الهوية والسيادة، والتضحية بالقيم والجذور والتاريخ. ويُوظَّف هذا الخطاب في إطار عاطفي يستحضر مفاهيم "المظلومية" و"الاستحقاق"، ويرفض أي حلول وسط، مع اعتماد نبرة إقصائية صارمة تقوم على ثنائية "نحن أو لا أحد".
من هنا، يتَّسم خطاب اليمين الإسرائيلي بدمج البعدين الأيديولوجي والوطني الاستعلائي، مستخدمًا نبرة حاسمة وعدمية للحوار تتناسب مع هدف الإلغاء التام لفكرة الدولة الفلسطينية. ويستند الخطاب إلى صياغات مطلقة مثل: "لا يجوز بأي حال من الأحوال"، و"إلى الأبد"، و"سحق فكرة الدولة الفلسطينية"، وهي تعبيرات إقصائية تنفي شرعية الآخر وتُكرِّس لخطاب مطلق مغلق.
كما يوظف الخطاب لغة دينية تعبِّر عن التوجه العقائدي لوزراء اليمين، وتُضفي على الموقف السياسي قداسةً دينيةً تحوِّله إلى واجب إيماني، من خلال تكرار مفردات مثل "صهيون"، و"أرض الميعاد".
ويُختتم هذا الخطاب بتعهُّد واضح ببذل الجهود لإقناع الولايات المتحدة – بوصفها الحليف والمساند –، بتبنِّي الموقف الإسرائيلي، مستندًا في ذلك إلى تصريحات سابقة لترامب حول "ضآلة مساحة إسرائيل" و"صعوبة الدفاع عنها ضمن حدودها الضيقة الحالية"، بما يدعم السردية الإسرائيلية الداعية للتوسع والسيطرة الكاملة.
2- اتخاذ خطوات فعلية للتوسع في الاستيطان
بمجرد انتهاء الحرب، اتخذت إسرائيل خطوات واقعية لتكريس الأمر الواقع فيما يتعلق بضمِّ الضفة الغربية، من خلال التوسع في الاستيطان بما يقطع النسيج الجغرافي والسياسي للضفة والقدس، تزامنًا مع مصادقة الكنيست في القراءة التمهيدية على قانون ضمِّ الضفة الغربية المحتلة.
وقد تجلَّى ذلك في خطاب وزراء اليمين، الذين أعلنوا عن التوسع العمراني لبلدية كرميئيل، بما يتضمن بناء 14,119 وحدة سكنية جديدة على أراضٍ تُعدُّ "تابعة للدولة"، إلى جانب زيادة النشاط في سوق العقارات في النقب والجليل، ورفع المخصصات المالية لتحقيق هذا الهدف، من خلال تخصيص 1.4 مليار شيكل لخطة تسريع قطاع العقارات.
مع ملاحظة أن وزراء اليمين الإسرائيلي لم يُرجِعوا دوافع التحرك الاستيطاني إلى اعتباراتٍ عمرانية أو اقتصادية، بل عبَّر خطابهم بوضوح عن توجه أيديولوجي صِرف يُعدُّ الأساس العقائدي لهذه السياسات، ويتمحور حول تكريس "الطابع اليهودي" للأرض وتغيير الواقع الديموغرافي القائم.
فبحسب وزير المالية بتسلئيل سموتريتش، تتركز هذه التحركات في منطقتي النقب والجليل، بوصفها امتدادًا مباشرًا للاتفاق الائتلافي المبرم بينه وبين نتنياهو عام 2022، الذي نصَّ على التمهيد لفرض السيادة الإسرائيلية على الضفة الغربية. كما تمثِّل هذه السياسات استمرارًا لتوجه الحكومة الإسرائيلية في يوليو 2023 الهادف إلى تغيير البنية التحتية والملكية القانونية والوضع الديموغرافي بطريقة "بطيئة واحترافية"، وفق التعبير المستخدم في الخطاب الرسمي.
وقد عبَّر سموتريتش بوضوح عن هذا الهدف العقائدي من التحركات الاستيطانية، معتبرًا إياها جزءًا من التنفيذ العملي للصهيونية، مستخدمًا مصطلح "صناعة الصهيونية عمليًّا" للدلالة على نقل المشروع الصهيوني من الإطار الفكري إلى التطبيق الميداني.
وركَّز في خطابه على تعزيز وتكريس الطابع اليهودي للمناطق المستهدفة بالتوسع، لا سيما منطقة الجليل التي منحها أهمية استراتيجية وأمنية خاصّة، نظرًا لموقعها ودلالتها في الفكر الديني الصهيوني. ويُقدَّم هذا المسار في خطاب اليمين بوصفه واجبًا دينيًّا لا خيارًا سياسيًّا، إذ يُعدُّ الضمُّ والسيادة على كامل "أرض الميعاد" تحقيقًا لمبدأ لاهوتي يرتبط بجذور الهوية اليهودية.
خاصة وأن عملية تهويد الجليل تأتي بوصفها امتدادًا لمسارٍ تاريخيٍّ متواصل منذ السنوات الأولى لتأسيس "الدولة"، إذ مثَّلت المنطقة محورًا دائمًا في المخططات الساعية إلى ترسيخ الأغلبية اليهودية. واستمر هذا المشروع قبل حرب السابع من أكتوبر ثم استُؤنف بعدها بوتيرةٍ متسارعة، بهدف إعادة تشكيل الواقع الديموغرافي ووضع حدٍّ لوجود أغلبية عربية في الجليل.
وقد وضع سموتريتش خطواتٍ عمليةً لتنفيذ خطته، تمثَّلت في تشجيع استقدام ما أسماهم "الأزواج الشابة" وتوطين أفراد قوات الاحتياط ضمن مشاريع الاستيطان الجديدة، باعتبارهم فئة استراتيجية تحظى بالأولوية في سياسات التوطين نظرًا لدورها العسكري والأمني المباشر. إذ تتحول هذه الفئة في أوقات الحرب إلى قوة دعمٍ ميداني يعتمد عليها الجيش الإسرائيلي، بما يكسبها مكانة رمزية في الخطاب السياسي بوصفها "المدافع عن أرض الميعاد". كما تتيح القوانين الإسرائيلية ازدواج الجنسية بالنسبة لهؤلاء الجنود وتُسهِّل استدعاء الإسرائيليين المقيمين في الخارج، وهو ما يُسهم في تعزيز الكتلة السكانية اليهودية وتوظيفها في خدمة عملية التغيير الديموغرافي في المناطق المستهدفة، ولا سيما في الجليل والضفة الغربية.
ثانيًا: التحريض على استخدام العنف المُفرِط تجاه خصوم إسرائيل
حمل خطاب وزراء اليمين الإسرائيلي طابعًا أمنيًّا واضحًا، اتَّسم بالتحريض على استخدام العنف المفرط في مواجهة كل ما هو فلسطيني أو داعمٍ لفلسطين، وكذلك ضدَّ من تعتبرهم إسرائيل خصومًا على نحوٍ عام. وقد استند هذا الخطاب إلى استراتيجية ردع متكاملة انطلقت من خطاب بطوليٍّ تحريضيٍّ وعاطفيٍّ، تقوم على العناصر التالية:
1- التعهُّد بالقضاء التام على حركة حماس
ظهر في خطاب وزراء اليمين تلميحٌ مستمر وصريح إلى رفض الالتزام بأي اتفاق سلام مع حماس، مع إظهار نية فعلية لنقضه عبر التحريض على إعادة توقيف جميع المفرَج عنهم بموجب صفقة الأسرى. وقد برَّر الخطاب هذا الموقف بعدة حجج؛ منها: ادعاء إخلال حماس بشروط الاتفاق، والتحذير من خطورة إخراج الأسرى وإمكانية عودتهم لمهاجمة إسرائيل، والحاجة لاتخاذ خطوات أسرع وأقسى لمنع تكرار أحداث 7 أكتوبر وتفادي مفاجآت عسكرية مستقبلية، بما في ذلك رفض السماح ببقاء عناصر مسلَّحة على الحدود الجنوبية أو بإمكانية إعادة تسلُّحها وتجهيزها لمرحلة هجوم لاحقة.
حيث اتجه وزراء اليمين للربط بين القضاء على حماس ومفاهيم أخلاقية وإنسانية مشحونة بالعاطفة؛ فقد عرضوا تحقيق "القضاء على حماس" و"إعادة الأمن" على أنه واجب أخلاقي ومسؤولية وطنية تجاه "شعب إسرائيل" و"مواطنيها". هذا التأطير العاطفي يسعى إلى حشد الدعم الشعبي وشرعنة قبول إجراءات واسعة النطاق لمكافحة الحركة، بغضِّ النظر عن شدَّتها.
كما كرَّر الخطاب الدعوة إلى استغلال الدعم الأمريكي لصالح إسرائيل كضامن سياسي لبرنامج "تفكيك حماس ونزع سلاح غزة"، مستخدمًا تعابير قوية وصريحة مثل: "إبادة حماس"، "حماس يجب أن تُفكَّك"، "غزة يجب أن تُنزَّه"، و"ضمان ألا تشكِّل مرةً أخرى تهديدًا على مواطني دولة إسرائيل"، مع التأكيد على أن لدى الحكومة "شرعية" دولية —بما في ذلك ما يُنسب إلى إدارة الرئيس ترامب— لتبني سياسات تصعيدية تهدف إلى القضاء الكامل على بنى الحركة العسكرية.
2- استخدام أقصى درجات العنف ضدَّ المعتقلين في السجون الإسرائيلية
يُعدُّ ملف السجون واحدًا من الملفات المركزية التي تناولها وزير الأمن القومي بن غفير، المعروف بتصريحاته الحادة والعنيفة. وقد واصل بن غفير ترويج خطابٍ يدعو صراحةً إلى العنف داخل السجون، داعيًا إلى اتخاذ أقسى درجات التعنيف وحتى التعذيب بحقِّ المعتقلين، بل وإقرار قانون يفرض عقوبة الإعدام على المعتقلين بجرائم تستهدف إسرائيل.
ليس كعقوبة فقط على أفعالٍ يُنسبون إليها، بل أيضًا كوسيلة ردع لمن ينوون أو يَحاولون القيام بأعمالٍ معارضة لإسرائيل. وفي ذات السياق، وظَّف الوزير هذا الخطاب كجزءٍ من رؤية أشمل يسعى من خلالها إلى ما وصفَه بـ"إبادة حماس"، عبر تصفية أي شخص يُنسب إليه الانتماء للحركة أو الدعم لها أو لأي فصيل مقاوم.
واستخدم بن غفير في هذا الإطار ألفاظًا حادةً تُعبِّر عن أقصى درجات الشدة، من قبيل: "إفراغ السجون من قتلةٍ إرهابيين وحشيين"، و"إطلاق سراح جيلٍ جديدٍ من قيادات الإرهاب"، و"مواصلة سيل الدماء اليهودية". كما صاغ خطابًا تهديديًّا توعُّديًا بقوله إن "سجون بن غفير لم تعد مخيّمًا صيفيًّا، بل جحيم".
وهو الخطاب الذي يتماشى بصورةٍ متطابقة مع تسريب مقطعٍ مصوَّر يوثِّق اعتداء جنودٍ إسرائيليين بوحشية على أسيرٍ فلسطيني داخل سجن "سدي تيمان" في صحراء النقب.
3- أولوية الخيار العسكري ورفض الحلول الدبلوماسية
في ظلِّ اعتماد نهج العنف وسياسة الردع، يستبعد وزراء اليمين الإسرائيلي أي إمكانيةٍ للانخراط في تعاملٍ دبلوماسي مع أي طرفٍ تعتبره إسرائيل خصمًا أو معاديًا لها، بل ربطوا العمل الدبلوماسي مباشرةً بالإضرار بأمن الدولة، سواء بالنسبة لاتفاق السلام الأخير، أو تجديد التعبير عن الرفض لمسار أوسلو باعتباره عاملًا أساسيًّا في تقويض الأمن القومي، كما أعلنوا رفضهم توقيع أي اتفاقٍ سياسي مع إيران، ملوِّحين بعملياتٍ استباقية شبيهةٍ بالضربات العسكرية التي شنَّتها إسرائيل على إيران في يونيو 2022.
وقد اعتمد الخطاب على استخدام ألفاظٍ مبالَغٍ فيها تحمل طابعًا تحريضيًّا مموَّهًا بالتعبئة والإقناع؛ من ذلك التأكيد على أولوية خوض حروبٍ استباقية، و"عدم الاستسلام" لما أسماه "مقاييس أخلاقية وقانونية مشوَّهة"، رابطًا بين العمل الدبلوماسي وتهديد وجود إسرائيل.
ولوحظ توظيف خطاب وزراء اليمين لأسلوب التخيُّل القصصي للاقتراب من المتلقِّي وتبرير الخيارات العسكرية، من خلال طرح سيناريوهات افتراضية عن ضربات إيرانية – بما في ذلك فرضية نووية – تُبرز ضرورة محاصرة إيران وتُبرِّر الاستعداد الكامل بخطط وقدرات قتالية. هذه الصورة المروَّجة موجهة للداخل والخارج على حدٍّ سواء، وتُستخدم لتبرير توسيع نطاق الصراع.
لذلك يُشدِّد خطاب وزراء اليمين على ضرورة توسيع جبهات القتال لتشمل غزة ولبنان (حزب الله)، مع التأكيد على منع عودة الحزب إلى قرى الحدود، والإصرار على عدم الانسحاب من المنطقة العازلة في هضبة الجولان، وإنهاء سياسة الاحتواء في الضفة الغربية.
ختامًا، يمكن القول إن خطاب وزراء اليمين الإسرائيلي عبَّر عن توجهٍ أيديولوجيٍّ دينيٍّ مترسِّخ يقوم على مبادئ الصهيونية الدينية، تجلَّى في تعميق نهج الإقصاء والسعي إلى إنهاء القضية الفلسطينية ونفي الحق الفلسطيني. ويعكس هذا الخطاب تصعيدًا فكريًا وسياسيًّا يستدعي التحرك الدولي لإقرار الدولة الفلسطينية والتصدي للتوسع الاستيطاني والمساعي الإسرائيلية لفرض السيطرة الكاملة على الضفة الغربية. والحاجة الملحَّة إلى تفعيل آليات المساءلة القانونية الدولية بحقِّ المتورطين في أعمال التعذيب والانتهاكات ضدَّ المعتقلين الفلسطينيين، وذلك عبر الجهات القضائية الدولية المختصَّة، وفي مقدِّمتها المحكمة الجنائية الدولية، استنادًا إلى التسريبات المصوَّرة التي كُشف عنها مؤخرًا.

After the Peace Agreement
Bastet Center Report: The Israeli Right’s Discourse—Incitement to Violence and Expansion of Settlements
Since the signing of the “Gaza–Jericho First” agreement, Israeli right-wing ministers have adopted an explicitly inflammatory discourse across social platforms—reframing the war on Gaza as a protracted campaign aimed at the total eradication of Hamas, entrenching a settlement policy that imposes facts on the ground, and affirming the annexation of the West Bank to Israel, while categorically excluding any future discussion of a two-state solution.
This paper analyzes the discourse propagated by National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich as posted in Hebrew on their accounts on X (formerly Twitter). Content analysis shows that their messaging centers on incitement to use maximum violence against Palestinians, calls to enact a law imposing the death penalty on detainees, acceleration of settlement construction, and demographic engineering designed to extinguish any horizon for a two-state solution—in pursuit of the historic Zionist goal of establishing “Greater Israel.”
I. Incitement to Settlement Expansion and Demographic Re-Mapping
Following the Gaza war, the Israeli right’s discourse emphasized the need to eliminate any trajectory toward establishing or internationally recognizing a Palestinian state, alongside taking practical steps to annex the West Bank. This discourse rejects the growing global trend during the war toward recognizing Palestinian statehood and outlines the current and future strategy of right-wing ministers through:
1) Rejecting Any Talk of a Palestinian State
Right-wing ministers adopted a hardline stance against the possibility of a Palestinian state within a two-state framework, declaring their categorical refusal to discuss the option. Their messaging casts a Palestinian state not merely as a political risk but as an existential threat to Israel’s survival.
They reframe the “two-state solution” as a direct threat to the Israeli polity, calling to “remove the idea of a Palestinian state from the table once and for all.” In its place, they advocate full Israeli sovereignty over what they term the historic Land of Israel (“Judea and Samaria”), presented as the embodiment of Israel’s historical and religious identity.
Their position also rejects any attempt to link the expansion of the Abraham Accords to the establishment of a Palestinian state. Such linkage is cast not as a genuine peace with Israel’s “neighbors,” but as an act of capitulation—abandoning identity, sovereignty, and heritage. The discourse is couched in emotive frames of “victimhood” and “entitlement,” rejects compromise, and relies on a rigid exclusionary tone built on the binary of “us or no one.”
Accordingly, the right’s rhetoric fuses ideological and hyper-national elements, employing uncompromising, dialogue-averse language consistent with the goal of obliterating the Palestinian state idea. It leans on absolutist formulations such as “under no circumstances,” “forever,” and “crushing the idea of a Palestinian state,” expressions that negate the other’s legitimacy and normalize an absolutist, closed discourse.
Religious language is also instrumentalized to sacralize the political stance—turning it into a matter of faith—through repeated use of terms like “Zion” and “Promised Land.”
The rhetoric culminates in a pledge to persuade the United States—as ally and backer—to adopt Israel’s position, invoking past Trump statements about “Israel’s small size” and the difficulty of defending it within current “narrow borders,” thus reinforcing the expansionist narrative.
2) Taking Concrete Steps to Expand Settlements
Once the war ended, Israel moved to consolidate facts on the ground regarding West Bank annexation by ramping up settlement construction that fragments the territorial and political fabric of the West Bank and Jerusalem—while the Knesset, at preliminary reading, advanced a law to annex the occupied West Bank.
Right-wing ministers announced, for example, an urban expansion plan for the Karmiel municipality, including 14,119 new housing units on land designated as “state-owned,” alongside increased real-estate activity in the Negev and Galilee, and higher fiscal allocations to this end—1.4 billion shekels for a plan to accelerate the property sector.
Crucially, their justifications are not framed as urban or economic planning; rather, their language is explicitly ideological, grounding these policies in the aim of cementing the land’s “Jewish character” and reshaping demographics.
According to Finance Minister Bezalel Smotrich, the focal areas—the Negev and the Galilee—reflect the 2022 coalition agreement with Netanyahu that laid groundwork for extending Israeli sovereignty to the West Bank. The policies also continue the July 2023 government approach to altering infrastructure, legal ownership, and demographics in a “slow and professional” manner, per official phrasing.
Smotrich describes the settlement drive as “practical Zionism,” i.e., shifting the Zionist project from theory to on-the-ground implementation. He stresses reinforcing the Jewish character of target areas, especially the Galilee, which he assigns strategic and security significance due to its location and meaning in religious-Zionist thought. In right-wing discourse, this path is presented as a religious duty rather than a policy choice, with annexation and sovereignty over the entirety of the “Promised Land” framed as a theological imperative central to Jewish identity.
“Judaization of the Galilee” is cast as a continuum dating back to the state’s early years—long a focal point for plans to secure a Jewish majority. The project continued before October 7 and resumed at a quicker pace afterward, seeking to reconstitute demographic realities and end the Arab majority in the Galilee.
Smotrich laid out operational steps, including incentives to attract so-called “young couples” and to settle reservists in new projects, treating them as a strategic cohort prioritized for settlement due to their direct military and security role. In wartime, this group becomes a field support force for the IDF, conferring symbolic status as “defenders of the Promised Land.” Israeli law facilitates dual citizenship for such soldiers and eases the recall of Israelis abroad, thereby bolstering the Jewish population and deploying it for demographic re-engineering—especially in the Galilee and the West Bank.
II. Incitement to Use Excessive Violence Against Israel’s Adversaries
The right-wing ministers’ messaging assumes a distinctly security-centric tenor—inciting maximal force against anything Palestinian or supportive of Palestine, and against perceived adversaries more broadly. The deterrent strategy is couched in heroic, emotive, and inflammatory language built on the following elements:
1) A Pledge to Annihilate Hamas
The ministers repeatedly and explicitly signal non-compliance with any peace agreement with Hamas, urging the re-arrest of all prisoners released under the prisoner-exchange deal. They justify this by alleging Hamas violations, warning that released detainees could re-engage in attacks, and insisting on faster, harsher measures to prevent a repeat of October 7 and to avert future surprises—including refusing to allow armed elements to remain along the southern border or to rearm for a subsequent offensive.
Their rhetoric links destroying Hamas to emotionally charged moral and humanitarian notions—portraying “eliminating Hamas” and “restoring security” as an ethical duty and national responsibility toward “the people of Israel” and its citizens. This framing seeks to mobilize public backing and normalize acceptance of far-reaching measures regardless of severity.
