تقرير لمركز باستيت: مستقبل الصراع في السودان بعد معارك الفاشر
بعد قرابة عام ونصف من حصار المدينة، وقعت مدينة الفاشر تحت سيطرة قوات الدعم السريع في 27 أكتوبر 2025، تزامناً مع تعثُّر مباحثات التوصل إلى وقف دائم للنزاع، والتي انعقدت في واشنطن بوساطة الرباعية الدولية (مصر-الإمارات-السعودية-الولايات المتحدة الأمريكية)، ما دفع أطراف التفاوض في واشنطن إلى دعوة طرفي القتال إلى القبول بهدنة إنسانية لمدة 3 أشهر، مع تأجيل البت في الحلول النهائية للنزاع.
في هذا السياق، تستكشف هذه الورقة مستقبل النزاع في السودان خلال المستقبل القريب، بين مسارين رئيسيين، هما استمرار التصعيد العسكري، أو القبول بمبدأ الهدنة الإنسانية، وذلك بناءً على تحليل التغيير في حسابات طرفي القتال بعد سيطرة قوات الدعم السريع على مدينة الفاشر عاصمة ولاية شمال دارفور، في تطور يُمكن اعتباره أكبر تحول عسكري في إطار النزاع، منذ نجاح الجيش السوداني في استعادة الخرطوم في مطلع عام 2025، كونه يتيح للدعم السريع وحلفائه التحكم في كافة ولايات أقاليم دارفور الخمسة الواقعة في غرب السودان، ما يعني التحكم في كامل الحدود الغربية للسودان، وإحداث تحول نسبي في موازين الصراع بين الجيش والدعم السريع.
الأهمية الاستراتيجية والعسكرية لمدينة الفاشر
فضلاً عن كونها الولاية الوحيدة التي كانت تقع تحت سيطرة الجيش في إقليم دارفور، فإن ولاية شمال دارفور وعاصمتها الفاشر تتمتع بمزايا استراتيجية متنوعة، دفعت طرفي النزاع إلى التمسك بفرض سيطرتهم عليها منذ بدء النزاع، ولعل أبرزها ما يلي:
أولاً- الفاشر هي الرابط الرئيس بين إقليم دارفور والعاصمة السودانية الخرطوم، فهي أقرب ولايات الإقليم إلى العاصمة بمسافة تصل إلى حوالي 800 كم، وأتاح لها هذا الموقع أن تكون من أكثر مناطق الإقليم المستفيدة من فوائض التنمية في المركز، فتتمتع الفاشر ببنية تحتية جيدة نسبياً مقارنة ببقية ولايات الإقليم.
ثانياً- تكتسب المدينة أهمية عسكرية نسبية بين ولايات دارفور، كونها تملك مطاراً دولياً هو الأكثر جاهزية تقريباً في الإقليم، وربما ستتجه قوات الدعم السريع إلى الاعتماد عليه في تنويع محطات استلام اللوجستيات من الخارج، إلى جانب مطار نيالا في جنوب دارفور، والذي تعرَّض لضربات مختلفة من قبل طيران الجيش السوداني، استهدفت شحنات قادمة من الخارج.
ثالثاً- تتضافر البنية التحتية الجيدة (نسبياً) مع الموقع الجغرافي المميز، والذي يتماس مع حدود السودان مع أربعة دول، هي ليبيا وتشاد وجنوب السودان وإفريقيا الوسطى، ما يتيح للدعم السريع اكتساب حرية أكبر في جلب الإمدادات من الخارج، خاصة مع تمتعها بعلاقات جيدة مع أغلب هذه الدول، ومع أغلب القبائل المتواجدة على حدودها.
رابعاً- تعد المدينة مؤثرة في الموازين الديموغرافية في دارفور، فهي المعقل الأخير لأغلب أفراد قبيلة الزغاوة السودانيين داخل البلاد، ومن المحتمل أن يقود وقوعها تحت سيطرة الدعم السريع إلى نزوح أغلبهم إلى مناطق أخرى، ما قد يُحدِث تغييراً في البنية الديموغرافية بالإقليم لصالح تعزيز قاعدة تأييد الدعم السريع القبلية، بعد أن كان أبناء القبيلة من أنشط المكونات القبلية في دارفور التي دعَّمت الجيش في نزاعه ضد الدعم السريع، وانخرط بعض أبناءها في المواجهات ضد الدعم السريع، كما يُشارِك بعض أبناء القبيلة من قادة هذه الحركات في حكومة الجيش، منهم جبريل مناوي وزير المالية، وأركو مناوي حاكم إقليم دارفور المُعترف به من قِبل الجيش. في وقت تتمتع قوات الدعم السريع بدعم غالبية القبائل العربية في الإقليم، إلى جانب عدد من الحركات المُسلحة المحسوبة على قبائل آل فور ذات الأصل الإفريقي مثل الزغاوة.

حسابات الجيش السوداني بعد سقوط الفاشر
عقَّدَت خسارة الجيش للفاشر من حساباته العسكرية والسياسية من عدة نواحٍ، ومثلت نهاية للمكتسبات المعنوية التي عززت وزن الجيش السوداني في أعقاب نجاحه في السيطرة على الخرطوم، وإبعاد الدعم السريع عن كافة المناطق التي سيطرت عليها في وسط وشرق البلاد.
ومن المحتمل أن تقود خسارة المدينة إلى إرباك حسابات الجيش العسكرية، وعوضاً عن مواصلة محاولات إنهاء سيطرة الدعم السريع على إقليم دارفور، فإنه قد يتجه إلى إعادة صياغة تموضعه العسكري بهدف منع قوات الدعم السريع من التقدم باتجاه شرق إقليم دارفور، بعد أن كانت الفاشر بمثابة خط الدفاع الأول عن الولايات الواقعة تحت سيطرة الجيش، وعلى رأسها العاصمة الخرطوم. ويُفسِّر هذا حرص الجيش السوداني على عدم إبداء رد فعل عملياتي سريع، واستعاض عن ذلك قائده عبد الفتاح البرهان بتبرير انسحاب الجيش من الفاشر في كلمة ألقاها بعد ساعات من سقوط المدينة، أكد خلالها أن قرار الانسحاب جاء بناءً على تقديرات القيادة الميدانية.
وإلى جانب العمل على منع تقدُّم قوات الدعم السريع، يؤدي سقوط الفاشر إلى تصاعد التحديات العملياتية التي قد يواجهها الجيش في سبيل قطع الإمدادات الواردة من الخارج لقوات الدعم، نظراً لأن وقوع الفاشر سيتيح للدعم السريع مرونة كبيرة وخيارات متعددة على صعيد خطوط الإمداد والتسليح.
ومن الناحية السياسية، قد يقود سقوط المدينة إلى حدوث توترات فيما بين القوى السياسية الداعمة للجيش، على إثر تباينين رئيسيين، الأول هو ظهور اختلاف في مواقف هذه القوى بين جانب يدعو إلى التعبئة العامة ومواصلة القتال وفرض الحسم العسكري، ويقوده بعض داعمي الجيش من القيادات الإسلامية وقيادات دارفور، في مقابل تيار آخر بدأ يدعو الجيش إلى القبول بهدنة إنسانية حقناً لدماء السودانيين، ويتبناه عدد من أعضاء تحالف الكتلة الديمقراطية الداعم للجيش.
ومن ناحية ثانية، فإن خسارة الفاشر ستُعرِّض قادة الجيش لضغوط من جانب حركات دارفور المتحالفة معه، والتي ستدعوه إلى التصدي لعمليات الدعم السريع ضد قواتها في دارفور، وأي تحرك قد يتم تفسيره تأخيراً من جانب هذه القوى قد يصب في صالح تقاربها مع الدعم السريع لحماية أبنائها، ما قد يعني عملياً تصفية آخر نفوذ للجيش في الإقليم.
وبالتالي، يجد الجيش نفسه أمام خيارين؛ الأول هو القبول بهدنة دولية تحقن الدماء وتُخفف التوترات، لكنها في المقابل قد تُكرس من سيطرة الدعم السريع على إقليم دارفور. بينما الخيار الثاني هو مواصلة القتال والحشد لكن في وضعية ميدانية أعقد، ودون أفق منظور للحسم العسكري أو السياسي.

حسابات الدعم السريع
مع أنها قد سيطرت على العاصمة السياسية الخرطوم في الأسابيع الأولى قبل نجاح الجيش في إبعادها عنها، فإن السيطرة على الفاشر تمثل أكبر انتصار عسكري ذي مردود سياسي محتمل للدعم السريع منذ بدء النزاع، فللمرة الأولى تنجح في السيطرة على رقعة جغرافية ممتدة ومتكاملة، ما يمنحها عدداً من الامتيازات العسكرية والسياسية.
وربما تتجه قوات الدعم إلى الاستفادة من هذه التطورات على الجبهة العسكرية، خاصة وأنها تزامنت مع استعادة سيطرتها على منطقة بارا بشمال كردفان، وتعد هذه المنطقة محطة انطلاق محتملة نحو الخرطوم، وبالفعل، أشارت تصريحات نائب قائد الدعم السريع عبد الرحيم دقلو إلى أن خطوة التقدُّم نحو العاصمة حاضرة في حساباته، إذ أكَّد أن السيطرة على الفاشر سيتبعها السيطرة على الخرطوم.
لكن الحسابات الأكثر واقعية تُشير إلى أن خطوة التقدم نحو الخرطوم ربما تكون غير عملية في الوقت الراهن لعدة أسباب، أولها أن السيطرة على الخرطوم لن تكون مسألة يسيرة بسبب طابعها المعماري، والذي يتسم بتعدد الجسور والبنايات، فقد استغرق الجيش السوداني أكثر من عام لإعلان استعادة سيطرته الكاملة على العاصمة، ولن تكون مهمة الدعم السريع أكثر سهولة، في وقت ستكون أولويتها هو تثبيت وضعها العسكري في دارفور؛ وثانيها، أن أي مواجهات جديدة واسعة مع الجيش قد تتيح له استعادة توازنه، والتفريط في فوائد لحظة الانتشاء التي تمر بها قوات الدعم السريع، والتي ستسعى إلى ترجمتها في مكاسب تفاوضية وسياسية تُكرس سيطرتها على الإقليم.
كما أن المزيد من التوسع في المناطق السكنية قد يصحبه تصاعُد في الانتقادات الدولية لسلوك عناصر الدعم السريع الميداني حيال المدنيين، وتواجه الأخيرة بالفعل ضغوطاً كبيرة جراء تواتر تقارير دولية من جانب أطراف مختلفة تتهم عناصرها بارتكاب انتهاكات واسعة بحق سكان الفاشر، وتتمثل خطورة هذه الانتقادات في أنها قد تؤدي إلى تعريض قادة الدعم السريع إلى حزمة من العقوبات الدولية، والتي قد تقف حائلاً أمام نجاحهم في المستقبل في جني أي مكاسب تفاوضية سياسية، تتعلق بمستقبل نظام الحُكم في السودان، حال وصل الأمر إلى هذه النقطة.
ولا يتوقف أفق الضغوط الدولية الحقوقية عند حدود ذلك، فربما تسعى الأطراف الدولية إلى التدخل الفعلي في دارفور، لحماية الأوضاع الإنسانية من التدهور في السودان، وهو احتمال من الصعب استبعاده تماماً، بعد أن أوصت بعثة تقصي الحقائق التابعة للأمم المتحدة في سبتمبر 2024 بإنشاء قوة حفظ سلام، لحماية المدنيين في السودان، وكانت البعثة قد تم إنشاؤها بمقترح أمريكي بريطاني نرويجي ألماني.
علاوة على ذلك، قد تتسبب هذه الممارسات في إضعاف تحالفات الدعم السريع السياسية بالداخل السوداني، فقد أدانت بعض القوى السياسية التي يعتبرها الجيش قريبة من الأخير هذه الانتهاكات، وتُمثِّل هذه القوى أهمية في حسابات قادة الدعم السريع كونها تعضد من شرعيته السياسية أمام المجتمع الدولي.
وبناءً على ذلك؛ فإن خيار مواصلة المواجهات العسكرية يحمل تكاليف كبيرة بالنسبة للدعم السريع أيضاً، مقارنة بخيار وقف إطلاق النار والقبول بهدنة إنسانية ولو مؤقتاً، مثلما هو الطرح الحالي الأمريكي؛ وفي حالة تعثر جهود إقامة الهدنة، فإن قوات الدعم من المرجح أن تتجه إلى مهاجمة معاقل الجيش السوداني في مناطق كردفان وفي غرب الولاية الشمالية، بهدف تثبيت سيطرتها العسكرية على دارفور، مع استمرار استهداف الولايات الأخرى بالمسيرات.
مستقبل النزاع في السودان
مما سبق يتضح أن النزاع في السودان أمام مفترق طرق، الأول هو استمرار المواجهات العسكرية دون أفق واضح لدى حسابات طرفي القتال، والثاني هو الوصول إلى هدنة إنسانية تتيح للمدنيين التقاط الأنفاس بعد عامين ونصف من القتال والنزوح والتدمير.
وتدفع أطراف الرباعية الدولية باتجاه الخيار الثاني، بعد أن تعثرت جهودها في إقناع طرفي النزاع السوداني بحل الجوانب الخلافية فيما بينهم، والتي تتعلق بترتيبات العمليات السياسية والعسكرية التي قد تترتب على وقف النزاع، وخصوصاً النقاط المتعلقة بمصير قوات الدعم السريع، ونطاق المُشاركة في العملية السياسية، وتكوين الحكومة الانتقالية. إذ ترفض قوات الدعم قبول مطالب الجيش بحلها ودمجها فوراً في صفوفه وتحت قيادته، وتدعو في المقابل إلى إجراء عملية تغيير واسع في هيكل الجيش، كما تتبنى قوات الدعم مطالب القوى السياسية الداعية لإبعاد الإسلاميين عن العملية السياسية، وتتفق في هذه النقطة مع توجهات دول الرباعية الدولية.
ويبدو أن صعوبة تحقيق اختراق بين الجانبين هو ما دفع دول الرباعية إلى تفضيل العمل على حث الطرفين على القبول بوقف إطلاق النار، دون التطرق إلى تفاصيل الخلافات السياسية، وذلك نظراً للتداعيات الإنسانية الكبيرة التي ينتجها النزاع، ومن أبرز هذه الأطراف القاهرة، والتي دعت إلى هدنة إنسانية فورية في أعقاب سيطرة الدعم السريع على الفاشر، حقناً لدماء السودانيين، وغني عن الذكر أن سيناريو التصعيد العسكري قد يقود إلى تداعيات أمنية إقليمية واسعة بالقرب من الحدود المصرية. ومن جانبها، أعربت دول السعودية والإمارات وقطر عن تأييدها لهذا الاتجاه، والذي يلتقي أيضاً مع توجهات الإدارة الأمريكية التي ترغب في البرهنة على نجاحها في تعضيد فرص إقامة السلام في مناطق مختلفة من العالم.
وبينما ستتضح خلال الفترة المقبلة أي مسار سيسلكه السودان، من المهم الإشارة إلى أنه رغم التصعيد العسكري الأخير، هناك فرصة جيدة للوصول إلى هدنة إنسانية، قبل أن تنزلق الأمور إلى منحى أكثر سوءاً، ومن الممكن أن تلعب القوى السياسية غير الداعمة للحرب داخل المعسكرين دوراً في هذا الإطار.

Between Accepting a Humanitarian Truce and Continuing Military Escalation:
The Future of the Sudanese Conflict After the Battles of El-Fasher

After nearly a year and a half of siege, the city of El-Fasher fell under the control of the Rapid Support Forces (RSF) on October 27, 2025, coinciding with the stalemate of negotiations aimed at achieving a permanent ceasefire. These talks were held in Washington, D.C., under the mediation of the International Quartet (Egypt, the United Arab Emirates, Saudi Arabia, and the United States). As a result of the deadlock, the mediators urged both parties to accept a three-month humanitarian truce, deferring the resolution of final political and military arrangements.
Within this context, this paper explores the future trajectory of the Sudanese conflict in the near term, oscillating between two main scenarios: the continuation of military escalation or the acceptance of a humanitarian ceasefire. The analysis builds on a reassessment of both sides’ strategic calculations following the RSF’s capture of El-Fasher, the capital of North Darfur State — a development that arguably marks the most significant military shift in the conflict since the Sudanese Armed Forces (SAF) regained control of Khartoum in early 2025. This new reality grants the RSF and its allies control over all five Darfur states in western Sudan, effectively securing the entire western border of the country and triggering a relative transformation in the balance of power between the RSF and the national army.
The Strategic and Military Importance of El-Fasher
Beyond being the only state capital in Darfur previously under army control, North Darfur and its capital El-Fasher possess a set of strategic attributes that have driven both warring parties to contest its control since the outbreak of hostilities. These include:
A vital logistical link between Darfur and Khartoum
El-Fasher serves as the principal connection between the Darfur region and the Sudanese capital, located approximately 800 kilometers away. This proximity has allowed the city to benefit more than other Darfur states from central development projects, granting it relatively advanced infrastructure by regional standards.
A key military hub
The city hosts one of Darfur’s few fully operational international airports, considered the most serviceable in the region. The RSF is expected to depend on this facility to diversify its external logistical routes, alongside Nyala Airport in South Darfur — which has suffered multiple strikes by Sudanese Air Force raids targeting inbound shipments.
A geostrategic position enabling external supply lines
El-Fasher’s solid infrastructure combines with its unique geographical position, bordering Libya, Chad, South Sudan, and the Central African Republic. This grants the RSF broader freedom to import external supplies, particularly as it maintains close relations with most neighboring states and border tribes across these frontiers.
Demographic and political influence
The city holds demographic significance as the last stronghold of the Zaghawa tribe inside Sudan. Its fall is likely to trigger displacement that may alter Darfur’s demographic balance in favor of the RSF’s tribal base of support. Historically, Zaghawa communities have been among the most active tribal elements aligned with the army, participating militarily against the RSF and politically through figures such as Jibril Minawi, Minister of Finance, and Arko Minawi, Governor of the Darfur Region recognized by the army.
Meanwhile, the RSF enjoys broad backing from Arab tribes and several armed movements linked to non-Arab communities, particularly among the Fur and Zaghawa-origin groups, further deepening the region’s complex ethnic alignments.
The Sudanese Army’s Calculations After the Fall of El-Fasher
The army’s loss of El-Fasher has complicated its military and political calculations on multiple fronts, marking the end of the morale gains it enjoyed after retaking Khartoum and pushing the RSF out of central and eastern Sudan.
Operationally, this loss is likely to disrupt the army’s field strategy. Rather than continuing attempts to eliminate the RSF from Darfur, the army may now focus on repositioning its forces to prevent further RSF advances eastward. El-Fasher had served as a frontline buffer protecting army-controlled states, including the capital.
This explains the SAF’s cautious response and lack of immediate counteroffensive, as its commander, Abdel Fattah al-Burhan, publicly justified the withdrawal from El-Fasher as a field-based tactical decision made by local command.
The city’s fall also complicates the army’s logistics, as the RSF now has greater flexibility in securing arms and supplies from abroad through multiple routes, reducing the army’s ability to disrupt external flows.
Politically, the defeat may exacerbate internal divisions within pro-army factions. Some Islamist and Darfuri elements advocate total mobilization and decisive confrontation, while others within the Democratic Bloc—a coalition aligned with the army—are calling for a humanitarian ceasefire to spare civilian lives.
Moreover, the army’s Darfur-aligned allies are expected to pressure its leadership to protect their forces from RSF offensives. Any delay or perceived inaction could push these groups to reconcile with the RSF for self-preservation, effectively ending the army’s remaining influence in the region.
Consequently, the army faces two constrained options:
Accepting an internationally mediated truce that halts bloodshed but consolidates RSF control over Darfur; or
Continuing military mobilization under deteriorating battlefield conditions, with no foreseeable prospect of decisive victory.
The RSF’s Strategic Calculations
While the RSF had temporarily captured Khartoum early in the war before being expelled, the fall of El-Fasher represents its most significant military victory with potential political dividends since the conflict began. For the first time, it commands a contiguous territorial base, yielding both strategic depth and bargaining power.
The RSF is likely to capitalize on this momentum, especially after retaking Bara in North Kordofan—a potential staging point for renewed offensives toward Khartoum. RSF Deputy Commander Abdul Rahim Dagalo even declared that “the capture of El-Fasher will be followed by the capture of Khartoum.”
However, a more realistic assessment suggests that advancing toward the capital is improbable for now. The urban complexity of Khartoum—with its bridges and dense urban layout—makes large-scale assault operations extremely difficult. The RSF’s immediate priority will instead focus on consolidating its control over Darfur, securing supply lines, and translating its military gains into political leverage.
Moreover, renewed clashes in densely populated areas would attract stronger international condemnation, particularly amid reports of RSF-perpetrated atrocities in El-Fasher, including executions and forced displacements. Such allegations could expose RSF leaders to targeted sanctions and weaken their political legitimacy in future peace talks.
The international dimension adds further pressure: the UN Fact-Finding Mission on Sudan, established in September 2024 by the United States, the United Kingdom, Norway, and Germany, had already recommended the deployment of a peacekeeping force to protect civilians. Persistent violations may thus justify external intervention in Darfur under humanitarian pretexts.
Domestically, reports of abuses have strained the RSF’s relations with civilian political allies, some of which have publicly condemned its actions. These groups are central to the RSF’s efforts to sustain political legitimacy and international engagement.
In this light, continued military escalation carries considerable political and diplomatic costs for the RSF compared with the short-term advantages of agreeing to a temporary humanitarian ceasefire, as advocated by the United States. Should ceasefire efforts fail, however, the RSF is expected to intensify attacks on army strongholds in Kordofan and the northern states, while maintaining drone strikes across other provinces to consolidate its control of Darfur.
The Future of the Conflict in Sudan
Taken together, these developments place Sudan at a critical juncture. The first scenario envisions the continuation of hostilities with no clear end in sight; the second, the adoption of a humanitarian ceasefire that allows civilians brief respite after years of war, displacement, and devastation.
The Quartet states increasingly support the latter scenario, recognizing the failure of political talks to resolve core disputes—particularly over the status of the RSF, the extent of political inclusion, and the composition of a transitional government. The RSF refuses immediate dissolution or integration under army command and instead calls for broad restructuring of the SAF while endorsing civilian demands to exclude Islamist actors—positions aligned with the Quartet’s preferences.
This deadlock has led Quartet mediators to focus narrowly on achieving a ceasefire, postponing political details due to the escalating humanitarian crisis.
Egypt, in particular, has called for an immediate humanitarian truce following the RSF’s seizure of El-Fasher, citing the need to protect Sudanese lives and prevent regional destabilization—especially along its southern border.
Similarly, Saudi Arabia, the UAE, and Qatar have voiced support for this approach, aligning with Washington’s diplomatic strategy to demonstrate effective peace facilitation across conflict zones.
While the path forward remains uncertain, there are still realistic prospects for achieving a humanitarian truce before the situation deteriorates further. Civilian and political actors opposed to the war within both camps may yet play a pivotal role in steering Sudan toward de-escalation and humanitarian relief.
