منذ الإعلان عن اتفاق غزة للسلام، انتهجت إسرائيل خطابًا إعلاميًا منظَّمًا استهدف توجيه مجموعة من الرسائل المركّبة إلى الرأي العام العربي والعالمي، بل وإلى الداخل الإسرائيلي نفسه. ارتبط هذا الخطاب برؤية إسرائيلية تسعى لإعادة إنتاج سردية المظلومية التاريخية، من خلال الربط بين أحداث 7 أكتوبر وسردية الهولوكوست، مع الاستمرار في الترويج لقوة إسرائيل العسكرية والاقتصادية، وتبنّى سردية داخلية تسعى للإبقاء على وجود "دولة إسرائيل". كما تم توجيه رسائل انتقامية ضد خصوم إسرائيل في المنطقة، مغلَّفة بعباراتٍ تتبنى لغة البطولة والسعي لتحقيق الأمن والاستقرار الإقليمي.
وانطلاقًا من ذلك، سعت هذه الورقة لتحليل الخطاب الإعلامي الإسرائيلي الموجَّه عبر صفحة "إسرائيل تتكلم بالعربية" في مرحلة ما بعد اتفاق غزة للسلام، من خلال تحديد أبرز الرسائل والمضامين الخطابية التي ركّز عليها هذا الخطاب، واستجلاء التحولات السردية والدعائية التي رافقته.
أولاً: تأكيد قوة إسرائيل العسكرية وقدرتها على الردع
اعتمدت إسرائيل خطابًا عسكريًا يُؤكِّد على قدرتها المطلقة واستعدادها الفائق للتصدي لكلّ خصومها بشكلٍ منفرد. وتم تبرير هذا الخطاب إنسانيًا، بزعم الدفاع عن الحق الشرعي في حماية الذات، والحقّ في الانتقام من خصومها. كما تم تأطير تحرّكات إسرائيل بوصفها خدمةً لحماية المنطقة من الإرهاب، في صورة تُبرز بطولتها ودورها الحامي، وتستدعي بالتالي دعمًا داخليًا ودوليًا.
وقد امتاز الخطاب بنبرةٍ حازمة وانتقامية تخلط لغة العمليات العسكرية بالوعود السياسية. مع استخدام صياغات تأكيدية قصيرة ومباشرة، وأمثال شعبية وبلاغة تحذيرية (مثل: "من يزرع الريح يحصد العاصفة" و"أَعْذَرَ مَن أَنْذَرَ).
وهو الخطاب الذي ارتبط بتأكيد قدرة إسرائيل على استهداف خصومها في المنطقة، وفي مقدمتهم:
- حركة حماس
رغم التوصّل إلى اتفاق السلام، لم يتوقف الخطاب الإسرائيلي عن تكرار التهديد بالقضاء التام على حركة حماس، في رسالة تهدف إلى نفي أي إخفاقٍ عسكري حدث في 7 أكتوبر وتبرير استمرار العمليات العسكرية. وبحسب هذا الخطاب، تُقدَّم حماس كتنظيمٍ إرهابي يهدد أمن المنطقة، فتُعرض إسرائيل كدولةٍ تدافع - نيابةً عن مواطنيها وعن استقرار المنطقة - ما يسلب حماس صفة المقاومة ويحوّلها إلى تهديد داخلي يُبرِّر مطالبات بتجريدها من السلاح وعزلها واستبدالها بسلطةٍ مدنية.
كما يبني الخطاب الإسرائيلي مواجهته لحماس على استراتيجيات تشويه منهجية، تقوم على خطاب هجومي-تفكيكي يستثمر شهاداتِ من يُعَرِّفون بأنهم ناشطون غزيون أو عربًا، وتسريباتٍ ووثائقَ منسوبة للحركة، بهدف إحداث فجوة بين أهل غزة وقادتها، بل وبين الجمهور العربي والحركة ذاتها. وبذلك تُقدَّم إسرائيل ليست كقوةٍ احتلالٍ تحاصر مقاومة، بل كداعمٍ لعملية تغييرٍ داخلي تُصوَّر على أنها تحريرٌ يطالب ببناء شرعيةٍ مدنية بالتعاون مع شركاء دوليين.
- النظام الإيراني
خلال المواجهات بين إسرائيل وإيران في يونيو 2025، ومع تصاعد الدعوات الإسرائيلية لإسقاط النظام الإيراني، واصلت إسرائيل ترسيخ هذه الاستراتيجية في خطابها السياسي والإعلامي. فوفقًا للرواية الإسرائيلية، تُعدّ إيران الراعية الإقليمية للإرهاب الذي استهدف إسرائيل وحلفاءها؛ لذا فإن كشف شبكاتها وفضح مسؤوليها يُضعفها دبلوماسيًا وعلى مستوى الرأي العام الدولي، والأهم من ذلك يُجهضها داخليًا ويُسهِم في تأليب رأي الشارع الإيراني ضد النظام الحاكم.
وقد حمل الخطاب الإسرائيلي هنا بعدين: بعدٌ عملي-استراتيجي يستهدف المجتمع الدولي عبر حملة كشف واستدلال لتشديد العقوبات والسياسات المقيدة ضد إيران، كما ظهر في تصريحات وتقارير أمنية تشير إلى إحباط عمليات مدبّرة لصالح طهران في أستراليا واليونان وألمانيا خلال 2024-2025. والبعد الآخر هو بعدٌ عاطفي-إنساني موجَّه إلى الداخل الإيراني، يقوم على إظهار التعاطف مع معاناة الشعب الإيراني جراء تدهور الأوضاع الاقتصادية والإنسانية - بما في ذلك مؤشرات متشدِّدة عن سوء التغذية وارتفاع معدلات الوفيات - لتقديم رسالة ضمنية مفادها أن التخلص من النظام قد يكون مخرجًا من هذه المعاناة.

عمد الخطاب الإسرائيلي إلى التأكيد على خطورة حزب الله بوصفه تهديدًا مباشرًا لبنية الأمن الإقليمي وللاستقرار الداخلي في لبنان، باعتباره ذراعًا عسكرية لإيران يعمل على إعادة بناء قدراته القتالية بدعمٍ منها. ومن ثمّ، شدّد الخطاب على وجوب عزل الحزب ونزع سلاحه وتفكيك منظومته العسكرية عبر ضغوط داخلية وخارجية متزامنة.
واعتمدت إسرائيل في هذا السياق على تقديم نفسها كطرف "معاون" في مواجهة خطر حزب الله، من خلال خطاب عقلاني-عملي يتبنّى منطق الإجراءات الوقائية والتحذيرات الاستباقية. وقد سعت إلى إظهار هذا التعاون عبر نشر تقارير استخباراتية وخرائط توضّح مواقع انتشار السلاح والجبهات الحدودية، إلى جانب صور لزيارات ميدانية وخطابات توجيهية لقيادات الجيش اللبناني.
كما وظّف الخطاب الإسرائيلي بُعدًا عاطفيًا موجهًا للداخل اللبناني، ركّز فيه على أن تفكيك حزب الله شرطٌ أساسي لعودة الاستقرار إلى لبنان ولضمان أمن المنطقة ككلّ.

ثانيًا: إبراز الدعم الأمريكي المطلق لإسرائيل
من أكثر الرسائل التي تكررت في الخطاب الإسرائيلي التأكيد على الدعم الأمريكي المطلق وغير المحدود لإسرائيل في كل خطوة تتخذها أو تخطط لها، سواء على المستوى السياسي أو العسكري أو الدبلوماسي. ويُقدَّم هذا الدعم باعتباره غطاءً شرعيًا واستراتيجيًا يتيح لإسرائيل تحقيق أهدافها الأمنية، مثل استعادة الرهائن، ونزع سلاح حماس، وإعادة الإعمار، وتوسيع دائرة السلام.
وقد اعتمد الخطاب في هذا السياق على لغة تؤكد عمق الروابط والشراكة والامتنان المتبادل بين الجانبين، واستحضر مفردات التفاهم الاستراتيجي والوعود المستقبلية. كما تم توظيف مشاهد متكررة لتبادل الزيارات الرسمية بين القيادات، وحفاوة الاستقبال للوفود الأمريكية، ورفع أعلام البلدين معًا، إلى جانب الخطابات المشتركة في الكنيست، وعبارات الشكر المتبادلة، لتصوير العلاقة كأنها تحالف شخصي بين رموز وقادة، لا مجرد شراكة بين دولتين.
ويُستخدم هذا الخطاب أيضًا في نفي صفة العزلة الدولية عن إسرائيل، عبر التأكيد على متانة علاقتها مع القوة العظمى عالميًا - الولايات المتحدة - بما يغنيها عن دعم أو اعتراف من دول أخرى. وتقدّم إسرائيل نفسها من خلاله كطرفٍ مؤسسي في منظومة التحالفات الكبرى، ودولةٍ ذات شرعية دولية ونفوذ دبلوماسي يمكّنها من تنفيذ سياساتها داخليًا وخارجيًا.
ثالثًا: السعي لمحاصرة المؤسسات الداعمة للحق الفلسطيني
منذ الحرب، تشنّ إسرائيل حملةً شاملة ضدّ أيّ جهةٍ تقدّم دعمًا إنسانيًا أو ماديًا أو تغطيةً إعلامية لقطاع غزة، وهي سياسةٌ استمرّت حتى بعد توقيع اتفاق السلام. وقد شمل هذا الهجوم مؤسساتٍ إنسانية وإعلامية عدّة، أبرزها وكالة الأونروا، وقناة الجزيرة.
فمنذ توقيع اتفاق السلام، كثّف الخطاب الإسرائيلي من هجماته على الأونروا وشبكة الجزيرة، مبرّرًا ذلك بادّعاءاتٍ تتعلّق باختراق المؤسستين من قِبَل عناصر تابعة لحركة حماس أو بتواطئهما معها.
فيما يخصّ الأونروا، استند الخطاب الإسرائيلي إلى سردية المؤامرة الأممية، عبر اتهام الأمم المتحدة ومحكمة العدل الدولية بالتواطؤ ضدّ إسرائيل، مدّعيًا أنّ تل أبيب قدّمت أدلّةً واسعة تُثبت اختراق حماس لمؤسسات الوكالة، بينما "تجاهلت الأمم المتحدة التحقيق الجادّ في تلك الأدلة".
ويُقدَّم هذا الطرح ضمن محاولة إسرائيلية لإعادة تقييم شرعية الأونروا ووقف تمويلها، بما يتيح حصر المساعدات الإنسانية ضمن مؤسسات تُشرف عليها إسرائيل، مثل مؤسسة غزة الإنسانية.
أما فيما يتعلق بالهجوم على قناة الجزيرة وتغطيتها الصحفية لأحداث غزة، فقد اعتمد الخطاب الإسرائيلي على سرديةٍ تزعم أنّ القناة لم تكن مجرّد ناقلٍ للأخبار، بل شريكًا دعائيًا لحركة حماس. وادّعت إسرائيل وجود وثائق تُثبت تنسيقًا منهجيًا بين قيادة الحركة وإدارة القناة.
ويأتي هذا الخطاب في سياقٍ أوسع يستهدف تقويض أيّ نافذةٍ إعلامية لعرض معاناة الشعب الفلسطيني أو كشف الممارسات الإسرائيلية في غزة، بما يعيد احتكار الرواية والتمثيل الإعلامي للصراع.

رابعًا: تأكيد قدرة إسرائيل على التعافي الذاتي
- تبنّي خطاب داخلي لتجاوز الانقسامات وتعزيز الوحدة
اتخذت إسرائيل خطابًا مزدوج البنية؛ ظاهرُهُ يُعبّر عن البطولة والتماسك الداخلي، وباطنُهُ يكشف عن هشاشة الفكرة المؤسسة للدولة الإسرائيلية، وعن مخاوف دفينة من فناء ما تُسميه "شعب إسرائيل" و"دولة إسرائيل".
فقد ركّز الخطاب الإسرائيلي على التشديد المستمر لأهمية التكاتف الداخلي وتعزيز اللحمة الوطنية بوصفها مصدر القوة والانتصار، وإعادة تأكيد أن وحدة الشعب هي الضمانة لبقاء إسرائيل ونجاحها.
ومن أبرز المفردات التي تكررت في هذا السياق: الوطن، التكاتف الوطني، تراب الوطن، أرض الوطن، تلاحم الإسرائيليين، التلاحم الداخلي، الروح الجماعية، استمرار الوحدة الوطنية.
كما حرص الخطاب الإسرائيلي على إبراز فكرة الاستمرارية والخلود، عبر تأكيد أن الدولة باقية بفضل شعبها، في تكرار يوحي بالخوف من زوالها. وجاء ذلك في عبارات من قبيل: الانتماء لإسرائيل، يهودي حرّ مرفوع الرأس، شعب إسرائيل حيّ، الروح الإسرائيلية لا تُقهر، إسرائيل موحّدة في الحرب والسلام، نهضة إسرائيل ووحدتها، تعزيز دولتنا، خلود إسرائيل.
- إعادة إنتاج سردية الهولوكوست
استخدم الخطاب الإسرائيلي أحداث السابع من أكتوبر لإعادة إحياء مظلومية اليهود خلال الهولوكوست، عبر الربط بين الحدثين في إطار سردي واحد. فقد قدّم الخطاب الإسرائيلي هجوم السابع من أكتوبر بوصفه مأساة قومية كبرى تستدعي التوثيق والتخليد في الذاكرة الجماعية، وتم تأطيره باعتباره امتدادًا للهولوكوست في معاني المعاناة والبقاء، بما يضفي شرعية على أعمال الانتقام، ويعيد إنتاج صورة إسرائيل بوصفها الضحية المتجددة.
واستمر الخطاب الإسرائيلي في استدعاء الأسلوب الخطابي نفسه المستخدم في تناول الهولوكوست، القائم على المزج بين خطاب الذاكرة وخطاب الانتقام، باستخدام نبرة عاطفية-توثيقية تعتمد على التكرار والإيقاع المأساوي لاستثارة المشاعر الجمعية. وقد هيمنت على هذا الخطاب ألفاظ ذات نبرة انفعالية قوية مثل: تخليد، الذاكرة الجماعية، الوحشية، الفظائع، الإرهاب، المجازر، المواقع المحروقة في غلاف غزة، الذكرى الثانية للهجوم الوحشي لحركة حماس.
ويقوم هذا النمط من الخطاب على خلق حالة جماعية إسرائيلية، بل ويهودية عابرة للحدود، توحي بالاضطهاد والمظلومية بما يستدعي الانتقام، ويصبّ في إطار نبذ الخلافات الداخلية وتحقيق التكاتف اليهودي الشامل. وهو بذلك يواصل الهدف التاريخي للخطاب الإسرائيلي في حشد اليهود عالميًا تحت مظلة المظلومية والحق والوطن.
- ترسيخ سردية الصمود الاقتصادي الإسرائيلي
رغم التقارير الدولية التي أكدت تأثر الاقتصاد الإسرائيلي بشدة جراء الحرب، حرص الخطاب الإسرائيلي على رسم صورة دولة قوية لا تنكسر أمام الأزمات، قادرة على إعادة بناء اقتصادها، وتحويل "المأساة" إلى فرصة للنهوض. فقد سعى إلى ترسيخ صورة إسرائيل باعتبارها دولة تمتلك قدرة ذاتية على التعافي دون الحاجة إلى دعم خارجي.
واعتمد هذا الخطاب على نبرة تعبوية مفعمة بالثقة والعزم، ممزوجة بلغة وطنية تحتفي بروح البناء والتجدد، وتعيد تأطير المحنة بوصفها لحظة ميلاد جديدة. كما لجأ إلى استخدام عبارات شعاراتية تحمل طابعًا وجدانيًا وتحفيزيًا مثل: "لا شيء يستطيع كسر الروح الإسرائيلية"، "نهضة اقتصادية شاملة"، "روح البناء من جديد بعد المأساة"، "الاستقلال الاقتصادي"، "رغم الحرب: الاقتصاد الإسرائيلي يثبت صلابته"، "أداء يفوق العديد من الأسواق العالمية".
وبهدف إضفاء المصداقية على هذا الخطاب، تم التركيز على تضمين مصادر وأرقام اقتصادية وبيانات صادرة عن مؤسسات رسمية مثل بورصة تل أبيب، وشركة عرافاه باور، ومؤشرات مالية دولية، بما يمنحه مظهرًا من المهنية والواقعية، ويُعزّز صورته أمام الرأي العام الداخلي والخارجي. كما يُسهم هذا التوجه في جذب الاستثمارات الأجنبية وإعادة الثقة بالاقتصاد الإسرائيلي بوصفه ركيزة من ركائز "الصمود الوطني" بعد الحرب.
ختامًا، رغم الإطار الدعائي الذي تبنّته إسرائيل والذي يوحي بالقدرة والسيطرة، إلا أنه لا يعكس سوى كيان هشّ يعاني من ضعفٍ وخوفٍ داخلي، يتجلّى في المخاوف من الانقسام الداخلي وتآكل الكيان الإسرائيلي، إضافة إلى القلق الخارجي بشأن ما يُسمّى "أمن إسرائيل" في علاقاتها مع دول المنطقة، ومخاوفٍ تتعلّق بالعزلة الدولية، تُعوّض عنها بإبراز العلاقة بالولايات المتحدة. كما تجنّب الخطاب التطرّق إلى قضايا بارزة مثل تصويت الكنيست على قانون الضمّ للضفة الغربية، ما يكشف التوجّس من فتح ملفات تتعارض مع الصورة المقدّمة.

Bastet Center Report: Israeli Discourse After the Agreement—A Drive for Retribution and Reinforcement of Victimhood
Since the announcement of the Gaza peace agreement, Israel has adopted a coordinated media discourse aimed at delivering a set of layered messages to Arab and global public opinion, as well as to the Israeli domestic audience. This discourse is tied to an Israeli vision that seeks to reproduce a historical victimhood narrative by linking the events of October 7 to the Holocaust, while continuing to promote Israel’s military and economic power and advancing a domestic narrative focused on safeguarding the continued existence of the “State of Israel.” It has also directed retributive messages at Israel’s regional adversaries, wrapped in rhetoric that adopts the language of heroism and the pursuit of regional security and stability.
Accordingly, this paper analyzes the Israeli media discourse carried on the “Israel Speaks Arabic” Facebook page in the post-agreement phase, identifying its key messages and rhetorical themes, and tracing the accompanying shifts in narrative and propaganda.
First: Asserting Israel’s Military Power and Deterrent Capability
Israel has relied on a militarized discourse that underscores its absolute capability and high readiness to confront all adversaries unilaterally. This discourse is framed in humanitarian terms, invoking the alleged right to self-defense and the right to take retributive action against its foes. Israeli moves are cast as serving the protection of the region from terrorism, projecting an image of heroism and guardianship that seeks both domestic and international endorsement.
This discourse is marked by a firm, punitive tone that blends the language of military operations with political pledges, employing brief, declarative warnings and proverbial turns of phrase (e.g., “Those who sow the wind shall reap the whirlwind,” and “You have been duly warned”).
It is closely tied to reaffirming Israel’s ability to target its regional adversaries, chiefly:
1) Hamas
Despite the peace agreement, Israeli messaging has continued to threaten the complete eradication of Hamas—aimed at denying any military failure on October 7 and justifying the continuation of military operations. In this framing, Hamas is presented as a terrorist organization threatening regional security, while Israel is portrayed as defending—on behalf of its citizens and regional stability—thereby stripping Hamas of the mantle of “resistance” and redefining it as an internal menace whose disarmament, isolation, and replacement with a civilian authority are warranted.
Israel’s handling of Hamas hinges on systematic discreditation strategies: an offensive-deconstructive rhetoric that leverages testimonies attributed to Gazan or Arab activists, plus alleged leaks and documents linked to the movement, to drive a wedge between Gaza’s residents and their leaders, and between Arab publics and the movement itself. In this way, Israel is recast not as an occupying power besieging a resistance movement, but rather as a sponsor of internal change depicted as a “liberation” toward building civilian legitimacy in cooperation with international partners.
2) The Iranian Regime
During Israeli-Iranian confrontations in June 2025—and amid growing Israeli calls to topple the Iranian regime—Israel entrenched this approach in its political and media rhetoric. In the Israeli narrative, Iran is the regional patron of terrorism targeting Israel and its allies; exposing its networks and officials weakens it diplomatically and in international public opinion, and—crucially—undermines it domestically by stirring Iranian street sentiment against the ruling regime.
The discourse here has two dimensions: a practical-strategic track aimed at the international community—through “exposure” campaigns and evidentiary appeals—to tighten sanctions and restrictive policies on Iran, as seen in official statements and security reports on foiled operations allegedly orchestrated for Tehran in Australia, Greece, and Germany in 2024–2025; and an emotional-humanitarian track aimed at the Iranian public, highlighting hardship due to economic and humanitarian deterioration—including stark indicators of malnutrition and rising mortality—to imply that removing the regime could be a way out of these woes.

3) Hezbollah
Israeli messaging has emphasized Hezbollah as an immediate threat to regional security architecture and to Lebanon’s internal stability, depicting it as Iran’s military arm rebuilding its combat capabilities with Iranian backing. The discourse therefore stresses the need to isolate the party, disarm it, and dismantle its military apparatus through synchronized internal and external pressures.
In this context, Israel presents itself as an “assistive” actor against Hezbollah’s danger via a rational-pragmatic discourse that adopts preventive measures and advance warnings. It has sought to display such “cooperation” by publishing intelligence reports and maps of weapons deployments and border fronts, alongside images of field visits and directive speeches to Lebanese Army leadership.
The discourse also employs an emotional appeal to the Lebanese domestic audience, insisting that dismantling Hezbollah is a prerequisite for the country’s return to stability and for security across the region.

Second: Highlighting Unqualified U.S. Support for Israel
One of the most repeated themes in Israeli messaging is the insistence on absolute, unconditional U.S. support for Israel in every step it takes or plans—political, military, and diplomatic. This support is presented as a legal and strategic umbrella enabling Israel to achieve its security objectives, such as recovering hostages, disarming Hamas, rebuilding, and expanding the circle of peace.
The discourse here leans on language that underscores deep bonds, partnership, and mutual gratitude, invoking terms of strategic understanding and future pledges. It also relies on recurring imagery of official visits, ceremonial receptions for U.S. delegations, the flags of both states displayed side by side, joint speeches in the Knesset, and mutual thanks—casting the relationship as a personal alliance among leaders rather than merely a partnership between two states.
This framing likewise serves to refute claims of Israel’s international isolation by emphasizing its robust ties to the world’s premier power—the United States—obviating, in Israel’s telling, the need for other states’ support or recognition. Israel thus presents itself as an institutional actor within major alliance systems, endowed with international legitimacy and diplomatic clout that enable it to execute policies at home and abroad.
Third: Seeking to Constrain Institutions that Support Palestinian Rights
Since the war began, Israel has waged a sweeping campaign against any entity providing humanitarian or material support to Gaza or media coverage sympathetic to it—a policy that has continued after the peace agreement. Targets have included humanitarian and media institutions such as UNRWA and Al Jazeera.
Since the agreement, Israeli rhetoric has intensified its attacks on UNRWA and the Al Jazeera network, justifying this with claims that both institutions are infiltrated by Hamas elements or collude with the movement.
Regarding UNRWA, the discourse leans on a “UN conspiracy” narrative, accusing the United Nations and the International Court of Justice of collusion against Israel and claiming that Israel submitted extensive evidence proving Hamas’s penetration of UNRWA, while “the UN ignored serious investigation” of that evidence.
This line is part of an Israeli attempt to reassess UNRWA’s legitimacy and halt its funding—so that humanitarian aid can be channeled through institutions under Israeli oversight, such as the “Gaza Humanitarian Foundation.”
