مراجعات سياسية وأمنية أم رفع تدريجي للحماية؟
تقرير لمركز باستيت:نظرة الداخل الإسرائيلي لتحولات الإدارة الأمريكية تجاه تل أبيب
حين تمتعض أمريكا فتعْتقل الجاسوس الإسرائيلي "بولارد"، وتحجب ضمانات القروض، وتحجب الفيتو.. في ظل كفّ الولايات المتحدة عن دعمها لمخطط التهجير.. وموقفها الرافض لضم الضفة.. وأخيراً الكشف عن استئذان الأركان الإسرائيلي من قائد "سنتكوم" (القيادة المركزية للجيش الأمريكي) قبل استهداف عنصر من الجهاد الإسلامي؛ فما هي تداعيات "تأميم واشنطن" للقرار العسكري والسياسي في إسرائيل؟ وكيف استقبل الداخل الإسرائيلي بتياراته المتباينة هذا التحول الصادم؟
خطورة المراجعات الأمريكية لمواقفها – وهي أقرب لفعل الشيء ونقيضه – أنها ترتكز لتحولات موازية في عواصم أوروبية كبرى، وفي داخل الرأي العام الأمريكي نفسه، وهو ما يزيح "الاستحقاقية الإسرائيلية" التي روجت لها تل أبيب لعقود (منذ أن طرح شيمون بيريز أفكاره بشأن الشرق الأوسط الكبير)، وبنت عليها علاقات مع عواصم عربية تجاوزت أبوظبي والمنامة ووصلت للرياض قبل 7 أكتوبر (فبرعاية الولايات المتحدة زار وزيران إسرائيليان الرياض قبل أيام من 7 أكتوبر 2023، هما وزير السياحة حاييم كاتس، ثم وزير الاتصالات شلومو قرعي في 26 سبتمبر و4 أكتوبر 2023، بعد زيارة وفد رسمي في فعالية لليونسكو في سبتمبر).. لكن المسيرة تعطلت، ومعها أحلام الصهيونية الدينية المرتكزة على تنفيذ مخططات قديمة لـ"جوش إيمونيم"، وحركة "كاخ"، وحزب "موليديت" بوجوه جديدة على غرار وزراء نتنياهو: بن جفير، وسموتريتش، ومالكا ستروك، بشأن اتخاذ خطوات عملية على الأرض (جرائم إبادة ضد مدنيين). وهو ما بدأت الإدارة الأمريكية تدير ظهرها له بشكل واضح.
ويمكن الإشارة هنا إلى أن الولايات المتحدة التي شاركت في قتال مباشر على ثماني جبهات من غزة إلى العراق إلى اليمن إلى إيران وصولاً إلى جبهة الأمم المتحدة وأفرعها الجنائية الدولية ومحكمة العدل، انتهت بالتفاوض بشكل مباشر وغير مسبوق مع "إيران"، ومع "المقاومة في غزة".. متجاهلة نتنياهو وحكومته، فغازلت الأولى بعد ضربة استعراضية تم الرد عليها بمثلها وكأنها هجمات "بإخطار مسبق". وقالت على لسان ترامب: "حان وقت السلام" بعد 12 يومًا من التناطح الإسرائيلي الإيراني.
ثم حصلت على الأسير في غزة الجندي الأمريكي مزدوج الجنسية عيدان أليكسander وجثمانين يحملان أيضاً الجنسية الأمريكية.. ويقلق إسرائيل كثيراً أن واشنطن أيضاً تركت أقرب الأصدقاء والحلفاء يعترف بدولة فلسطين.. ويمارس ضغوطاً على إسرائيل.. (والأخطر فرضية غير مستبعدة ترى أن خطوات لندن وباريس وبرلين ضد المواقف الإسرائيلية تمت بالتشاور الكامل مع الإدارة الأمريكية وليس رغم أنفها). ثم وجدنا لجمًا للعدوان الإسرائيلي بنقاط عشرين وترحيب بموقف حماس (قبل عدد من النقاط ورحب بها وتجاهل وتحفظ على نقاط أخرى).
ونظراً لأن الصهيونية السياسية - وهي التيار الأساسي والمؤسس بزعامة هيرتسل - تقوم على حماية قوى عظمى لدولة اليهود، ونظراً لسقوط الدعاية التي روجت لها إسرائيل بشأن قدرتها على تأمين الأصدقاء في الخليج من الخطر الإيراني، وذراع إسرائيل الطولى التي يمكنها بسط إرادتها وهيمنتها على الجميع في المنطقة؛ فوجئ الإسرائيليون بأن مواجهة حركة مقاومة - محدودة الإمكانيات ومحاصرة لسنوات وعقود - تحتاج تحرك أساطيل أمريكية وحاملات طائرات ووحدات دفاع جوي بأطقم تشغيلها.. ورصيف "إغاثي" ومشاركة في الهجوم على إيران، واليمن، وربما بقاع أخرى نُسبت لإسرائيل.. وكان الحصاد في النهاية مخزياً، فالداخل الإسرائيلي ظل مستهدفاً من غزة ومن اليمن بتكنولوجيا بدائية أحرجت العتاد الأمريكي المتقدم.. وبعد أن طالت المعارك.. حتى بعد تغيير قيادة المستوى العسكري بالكامل وشن عملية "عربات جدعون 1 و2" والسيطرة على محور فيلادلفيا، وبعد وصول مسار الضغط على مصر إلى محطة نهايته دون جدوى، وصمود الشعب الفلسطيني الأسطوري، سقطت أهداف الحرب تباعاً (التهجير وتصفية القضية أو إخراج المحتجزين بالقوة مجاناً وإجبار المقاومة على الاستسلام ورفع الراية البيضاء أو حتى الخروج لمنفى اختياري).. وبدأت الولايات المتحدة تراجع مواقفها بنبرة حديث، وتحركات مثّلت صدمة للمجتمع الإسرائيلي تفاقمت بسبب حديث ترامب الإيجابي عن المقاوم الفتحاوي "مروان البرغوثي".. وكذلك إشادته بعناصر "حماس" موضحاً أنهم في تقديره يريدون سلاماً دائماً، وأنه يعلم ويتفهم حفظهم للأمن في الفترة الحالية في غزة (ملاحقة عملاء الاحتلال واللصوص وعقابهم بشكل علني).. لكن الصدمة الأكبر تم التعبير عنها عند طرح مؤثرين إسرائيليين تساؤلات غير مسبوقة على غرار: هل سيكون ترامب الرئيس الأمريكي الأخير الذي يدعم إسرائيل بشكل كامل؟ وتفاقم الخوف من أن يلحق نتنياهو بزلينسكي.. الذي تم توبيخه علناً وإبلاغه على الهواء مباشرة من الرئيس ونائبه أن شعبيته لا تتجاوز 4%.
التشكك في حجم ونوعية واستمرارية الدعم الأمريكي لإسرائيل عند الأزمات سبق وتنبأ به الأديب الإسرائيلي الشهير أوفير طوشي جافلا منذ نحو 10 سنوات، حين جعل الشقيق الأمريكي (إسرائيلي يقيم في الولايات المتحدة) يتحدث مع شقيقه المقيم في إسرائيل عند وقوع كارثة كبرى بجفاء ويرد على استفسارات عادية: "نحن في الولايات المتحدة لا نرد على أسئلة من هذا النوع".. في رواية حملت اسم "الضيوف"، وكان مفادها أن الهجرة لأمريكا هي الحل في مواجهة كوارث إسرائيل.. وهي مشاعر تتزايد بالفعل اليوم لدى الداخل الإسرائيلي الذي خسر الكثير في سبيل وهم "النصر التام" و"التهجير" و"استيطان غزة".. ثم وجد نفسه في النهاية يُقْتاد إلى صفقة تبادل مثل كل صفقة.. وتوقيع اتفاق سلام وإنهاء الحرب في شرم الشيخ.. دون حضور إسرائيل أو أحد ممثليها.
مع ملاحظة انعكاس هذا على الأرقام الصادمة بالفعل على الأرض، حيث تبين أن الهجرة العكسية غير المسبوقة في إسرائيل تشمل المستوطنين أيضاً، حيث انخفض عدد المستوطنين في 60% من مستوطنات الضفة في الربع الثالث من العام الحالي؛ في نزوح إلى خارج إسرائيل، أو بالعودة إلى داخل الخط الأخضر (حدود 48). وكان مركز دراسات الأمن القومي التابع لجامعة تل أبيب قد اعترف في تعليق حديث له بأن مكانة إسرائيل في الساحة السياسية الأمريكية تتهاوى.. مرتكزاً على استطلاع للرأي أظهر أن 13% فقط من سكان نيويورك من سن 18-34 يدعمون موقف إسرائيل، مقابل 67% يتعاطفون ويدعمون موقف الفلسطينيين.. وهو مؤشر خطير لأصحاب الحق في التصويت.. خاصة وأن الاستطلاع أظهر أن 5% فقط من مؤيدي المرشح الديمقراطي المتصدر استطلاعات الرأي لمنصب عمدة نيويورك "زهران ممداني" يؤيدون إسرائيل، بينما 74% يؤيدون الفلسطينيين. مع نسبة تأييد متقاربة بين داعمي إسرائيل وداعمي الفلسطينيين بين أنصار المرشح المنافس أندرو كوامو.
التحول في مواقف الولايات المتحدة بشأن التهجير وضم الضفة والقتال والتفاوض نيابة عن تل أبيب انعكس كذلك على تعليقات معبرة عن الصدمة من قراء ومدونين إسرائيليين، منها: "يا للعار يبيعوننا بثمن بخس". بينما كتب حاخام مؤثر في جريدة معاريف: "نتنياهو فشل في الانقلاب على الشرطة والقضاء، وفشل في 7 أكتوبر، لكنه نجح في تحويلنا لدولة تحت وصاية العم سام، إنه عميل لأمريكا وليس لقطر" (في إشارة لفضيحة "قطر جيت" والرشى التي تم تقديمها لمنتسبي مكتبه). ووصلت السخرية من انحسار مجال المناورة أمام نتنياهو إلى حدود غير مسبوقة، حيث كتب آخر: "نتنياهو سيصل به الأمر في النهاية لطلب الإذن من الولايات المتحدة قبل أن يخرج غازات من بطنه"!
نتنياهو في المقابل اعترف بأنه يتم إبلاغ القيادة المركزية الأمريكية قبل استهداف كادر للجهاد الإسلامي في غزة – لحقت به إصابات غير مميتة من الهجوم – لكن على سبيل الإخطار، وليس الاستئذان. لكن هذا لم يقنع قطاعاً عريضاً من الإسرائيليين، تساءل بعضهم حين قال نتنياهو رداً على تهديد أمريكا بتعطيل شحنات بعض أنواع الذخيرة: "سنحارب بأظافرنا": "وهل لا يوجد لابنك يائير (جندي الاحتياط المقيم في الولايات المتحدة في زمن الحرب) أظافر؟! لماذا لا يحارب معنا"؟!
مدون آخر كتب في "يديعوت أحرونوت": "هل هذا هو النصر التام الذي وعدنا به نتنياهو؟ لا نستطيع أن نحرك دبوساً من مكانه إلا بعد الاستئذان من الأمريكان"!!
الخوف الإسرائيلي المتنامي من المراجعات الأمريكية يضع نصب عينيه انحسار تأثير اللوبي الإسرائيلي واليهودي بسرعة – باعتراف ترامب – رغم عقود من الترويج لقدراته، ومنحه هالة من القدرات الخارقة.. وكأنه هو الذي يحرك أمريكا.
وفيما يتعلق بمواقف اليمين المتطرف من هذه التحولات، يمكن الإشارة لحوار مع عضو الكنيست إسحاق كرويزر (رئيس الهيئة البرلمانية لعوتسما يهوديت) كرر فيه تشبثه بضم الضفة وأيضاً غزة حين يكون الأمر متاحاً.. لأن إسرائيل حسب وصفه دولة ذات سيادة. وهنا حذرته مذيعة قناة الكنيست التلفزيونية من أنه يعرض العلاقات مع أمريكا للخطر. كما حاول دريمر، وزير الشؤون الاستراتيجية الأمريكي الأصل الذي ترددت أنباء عن اعتزاله العمل السياسي تماماً قريباً، أن يخفف من تصريحات ترامب بشأن مروان البرغوثي.. زاعماً أنه لا يعرف من يكون!! لكن بن جفير أصر على هوسه قائلاً: علينا أن نجعله يعرفه. وهو ما يتنافي مع المخاوف المتكررة على لسان محللين إسرائيليين من اليمين ومن اليسار على حد سواء، تنبه إلى أن الولايات المتحدة تتعامل بالفعل مع إسرائيل على أنها ولاية أو جمهورية من "جمهوريات الموز".
ويمكن القول إن هذا الزخم وتلك المراجعات الأمريكية تعد في الواقع امتداداً لتحذيرات أطلقها منذ نحو شهرين رئيس الوزراء السابق نفتالي بينت بشأن تردي مكانة إسرائيل في الولايات المتحدة، وكذلك إعلانات مدفوعة الأجر تطلب من ترامب إنقاذ إسرائيل من نتنياهو. ويمكن كذلك ربطها بصيحات الاستهجان التي استُقبل بها اسم نتنياهو حين ذكر مبعوث الرئيس ترامب "ويتكوف" اسمه في أحد ميادين إسرائيل.. واحاطة كوشنر صهر ترامب، وويتكوف بنتنياهو في جلسات حكومية رسمية!
وكل ما سبق لا يجب أن يجعلنا نغفل – ونلفت النظر – إلى أنه في مقابل جرائم مستمرة في الضفة الغربية لتهجير الفلسطينيين من المناطق الرعوية والزراعية.. وإن أمكن من كامل الضفة، باعتداءات قطعان المستوطنين وجيش الاحتلال على المدنيين وممتلكاتهم.. واقتحام متكرر للمخيمات يجب التصدي له.. فإن هناك احتفاءً من اليسار متمثلاً في مشاهير كتاب صحيفة "هآرتس" بتدخل ترامب والولايات المتحدة لحصار نتنياهو وحكومته، فجاءت افتتاحية الصحيفة مشيدة بمواقف ترامب الرافضة للضم ومؤكدة أن ممارسات المستوطنين تنتهك اتفاقيات جنيف، والقانون الدولي، وقرارات مجلس الأمن.. بينما كتب أمير أورن: العالم يتطلع إلى غزة لكن الإنجاز الأكبر لترامب هو دفنه لوهم ضم الضفة.. بينما أشار جدعون ليفي إلى أن "كريات جيت" (حيث مقر سنتكرم والإدارة العسكرية المدنية لغزة) لا ترى "كريات أربع" أي مستوطنة قرب الخليل في الضفة.. ولخصت إيريس لعلئيل موقف السعداء بتدخل الولايات المتحدة الخشن، وكتبت تقول: لو نجح ترامب في تحريك نتنياهو من موقع القوى، سيصبح "بطل إسرائيل".

Policy/Security Reassessments or Gradual Lift of the “Blanket” Protection?

When America bristles, it jails the Israeli spy Jonathan Pollard, withholds loan guarantees, and withholds the veto—now alongside Washington’s refusal to back population transfer, its stance against annexing the West Bank, and—most recently—the revelation that the Israeli General Staff sought clearance from the commander of U.S. Central Command (CENTCOM) before targeting a Palestinian Islamic Jihad operative. What are the implications of Washington’s “nationalization” of Israel’s military and political decision-making? And how has Israel’s diverse domestic spectrum reacted to this jarring shift?
The danger in these American “revisions”—often doing one thing and its opposite—is that they are anchored in parallel turns in major European capitals and within U.S. public opinion itself. This dislodges the “Israeli credibility” that Tel Aviv marketed for decades (since Shimon Peres floated his Greater Middle East ideas), and upon which it built ties with Arab capitals that extended beyond Abu Dhabi and Manama to Riyadh before October 7. (Under U.S. auspices, two Israeli ministers visited Riyadh in the days before October 7, 2023—Tourism Minister Haim Katz on September 26 and Communications Minister Shlomo Karhi on October 4—following an official delegation’s UNESCO event in September.) The process stalled, as did the dreams of religious Zionism rooted in old plans by Gush Emunim, Kach, and the Moledet party—now re-fronted by Netanyahu’s ministers Itamar Ben-Gvir, Bezalel Smotrich, and Orit Strock—to take “practical steps on the ground” (crimes against civilians). The U.S. administration has begun, quite plainly, to turn its back on that.
Note as well that the United States—engaged directly on eight fronts from Gaza to Iraq, Yemen, and Iran, all the way to the UN and its judicial arms—ended up negotiating directly and unprecedentedly with “Iran” and with “the resistance in Gaza,” bypassing Netanyahu and his government. It courted the former after a choreographed strike and counter-strike, almost like “pre-notified” blows, and said through Trump: “The time for peace has come,” twelve days after the Israeli–Iranian sparring.
Washington then secured the release in Gaza of the American–Israeli soldier Aidan Alexander and two American citizens’ remains. Israel is also deeply unsettled that Washington allowed close allies to recognize the State of Palestine and to pressure Israel—indeed, a not-implausible hypothesis is that London, Paris, and Berlin acted in full consultation with the U.S. administration, not despite it. We then saw Israel’s offensive reined in via a 20-point framework and a welcoming tone toward Hamas (accepting some points, welcoming others, and ignoring or reserving judgment on the rest).
Because political Zionism—the founding current led by Herzl—rests on a great power’s protection of the Jewish state, and because Israel’s self-promotion about shielding Gulf friends from Iran or projecting an all-powerful regional arm has collapsed, Israelis were jolted to discover that confronting a resistance movement—limited in resources and besieged for years—required the movement of U.S. fleets and carriers, U.S. air-defense units with their crews, a humanitarian “pier,” and U.S. participation in strikes against Iran, Yemen, and perhaps other locales attributed to Israel. The yield was dismal: Israel’s home front remained under fire from Gaza and Yemen using rudimentary technology that embarrassed advanced U.S. hardware. As the fighting dragged on—even after replacing the military leadership, launching “Gideon Carts 1 & 2,” seizing the Philadelphi Corridor, exhausting the pressure track on Egypt, and facing the Palestinians’ epic steadfastness—the war aims fell one after another: population transfer, liquidation of the cause, freeing captives “for free” by force, compelling the resistance to surrender or flee into exile. The United States began revising its positions with new rhetoric and moves that shocked Israeli society—amplified by Trump’s positive references to Fatah figure Marwan Barghouti and even praise for certain Hamas elements, saying he believed they wanted a lasting peace and that he understood their current role in “maintaining order” in Gaza (publicly punishing collaborators and looters).
The greater shock surfaced as Israeli influencers posed unprecedented questions: Will Trump be the last U.S. president to support Israel fully? Anxiety mounted that Netanyahu might meet the fate of Zelensky, publicly chided by America’s president and vice president and told on live air that his popularity was under 4%.
Skepticism about the extent, quality, and durability of U.S. support in crises was foreshadowed a decade ago by the noted Israeli writer Ofir Touche Gafla. In his novel The Guests, an American-Israeli brother speaks coldly to his sibling in Israel during a major disaster, replying to simple queries: “In the United States, we don’t answer questions like that”—the upshot being that emigration to America is the “solution” to Israel’s catastrophes. Such sentiments are indeed rising in Israel today after paying dearly for the illusions of “total victory,” “transfer,” and “settling Gaza,” only to be led, ultimately, to yet another exchange deal and to signing a peace agreement ending the war in Sharm El-Sheikh—without Israel’s presence.
This is mirrored in stark on-the-ground figures: unprecedented reverse migration now includes settlers; the settler population has fallen in 60% of West Bank settlements in the third quarter of the current year—either emigrating abroad or retreating inside the Green Line (the 1948 boundaries). Tel Aviv University’s Institute for National Security Studies (INSS) recently conceded that Israel’s standing in U.S. politics is plummeting, citing polling that only 13% of New Yorkers aged 18–34 support Israel’s position, versus 67% who sympathize with the Palestinians—a perilous indicator among eligible voters. Only 5% of supporters of the leading Democratic candidate for NYC mayor, Zohran Mamdani, back Israel, while 74% back the Palestinians; support is more evenly split among backers of rival Andrew Cuomo.
The U.S. shift on transfer, annexation, and fighting/negotiating in Israel’s stead also resonated in Israeli commentary, often in tones of shock: “What a disgrace—they’re selling us for a pittance.” A prominent rabbi wrote in Maariv: “Netanyahu failed to overthrow the police and judiciary, failed on October 7, but succeeded in turning us into a ward of Uncle Sam. He’s an agent of America, not of Qatar” (a jab at the “Qatar-gate” bribery scandal in his office). Mockery of Netanyahu’s shrinking maneuvering room reached novel extremes: “In the end he’ll have to ask America’s permission before passing gas.”
Netanyahu, for his part, admitted that CENTCOM is informed before targeting an Islamic Jihad cadre in Gaza—the operative sustained non-fatal injuries—but insisted it is notification, not prior authorization. This failed to persuade many Israelis. When Washington threatened to delay shipments of certain munitions and Netanyahu retorted, “We will fight with our fingernails,” some asked: “And does your son Yair—an IDF reservist conveniently residing in the U.S. during wartime—have fingernails? Why isn’t he fighting with us?”
Another columnist wrote in Yedioth Ahronoth: “Is this the ‘total victory’ Netanyahu promised? We can’t move a pin without permission from the Americans!”
Israel’s growing fear of U.S. reassessments centers on the rapid waning—by Trump’s own admission—of the Israeli/Jewish lobby’s clout after decades of mythologizing its “omnipotence.”
As for the far right’s stance, MK Yitzhak Kroizer (parliamentary leader of Otzma Yehudit) doubled down on annexing the West Bank—and Gaza if feasible—because Israel, he said, is a sovereign state. A Knesset TV anchor warned him he was endangering ties with America. Ron Dermer, the U.S.-born strategic affairs minister—reportedly considering leaving politics—tried to downplay Trump’s remarks about Marwan Barghouti, claiming Trump “doesn’t know who he is.” Ben-Gvir persisted in his obsession: “We’ll make him know him.” This sits uneasily with recurrent warnings from Israeli analysts, right and left alike, that the U.S. already treats Israel like a state—or a “banana republic.”
All this momentum and these U.S. revisions extend warnings voiced about two months ago by former Prime Minister Naftali Bennett regarding Israel’s deteriorating standing in the United States, as well as paid ads urging Trump to “save Israel from Netanyahu.” They also dovetail with the boos that greeted Netanyahu’s name when Trump’s envoy Witkoff mentioned it in an Israeli square—and with Jared Kushner and Witkoff reportedly boxing Netanyahu in during official cabinet sessions.
None of the above should obscure—let us stress—that even as ongoing crimes in the West Bank aim to displace Palestinians from pastoral and agricultural zones, and, if possible, from the entire West Bank—through settler–army attacks on civilians and property and repeated raids on camps—there is also a left-wing chorus, led by Haaretz’s marquee writers, applauding U.S./Trump pressure to corral Netanyahu’s government. The paper’s editorial praised Trump’s stance against annexation and affirmed that settler practices violate the Geneva Conventions, international law, and UN Security Council resolutions. Amir Oren wrote: the world’s eyes are on Gaza, but Trump’s greatest achievement is burying the fantasy of West Bank annexation. Gideon Levy noted that “Kiryat Gat” (home to COGAT and Gaza’s civil administration) somehow does not “see” Kiryat Arba (a settlement near Hebron). Iris Leal distilled the jubilant view of those welcoming Washington’s heavy hand: if Trump can move Netanyahu from a position of strength, he will become “Israel’s hero.”
