Gaza Peace Agreement from the Israeli Perspective: Deconstructing the Narrative and Public Sentiment

Hadeer Abdel-Maksoud

PhD Researcher – Political Science, Cairo University

Since U.S. President Donald Trump announced his “peace plan” on September 29—encompassing the release of Israeli detainees, a ceasefire, and the disarmament of Hamas—the Israeli narrative on the “Israel Speaks Arabic” page has intensified. It has focused on portraying Israel as the humane, victorious party committed to the agreement, while placing blame on Hamas for any ongoing violence.

Despite this varied and intensive rhetoric—ranging from religious and rhetorical to emotional and political—popular interactions on the same page expressed broad rejection of Israel’s narrative, casting doubt on its intentions and the credibility of its commitment to the agreement, while affirming confidence in and support for the Palestinian resistance as the true force that imposed the agreement.

From this premise, the paper offers an analytical reading of the messages conveyed by Israel’s Facebook page regarding the Gaza Peace Agreement and the end of the war, alongside mapping patterns of popular engagement with those messages.

First: Israel’s Discursive Engagement with the Peace Agreement

1) Casting Israel as the most committed party to implementation

The Israeli narrative sought to entrench the impression that Israel is the most committed and serious actor in implementing the agreement, while depicting Hamas as faithless and responsible for the continuation of war. This framing highlights Israel as a responsible power cooperating with the international community for the sake of peace and humanitarian principles.

This is an overtly official, propagandistic discourse, fused with moral and religious legitimacy. Institutional language and phrases such as “ready to implement,” “immediate implementation,” “full cooperation with Trump,” and “fulfilling obligations” recur, reflecting an appeal to logical persuasion and ethical justification.

Religious texts were also used to confer symbolic legitimacy—a common feature of Israeli rhetoric that analogizes current circumstances to Jewish history—for example, a quotation from the Torah:

“And all the assembly of those who had returned from the captivity made booths and lived in the booths… And there was very great rejoicing.” (Nehemiah 8:17).

2) Promoting Israel’s victory and Hamas’s complete defeat

The Israeli narrative worked to cement the idea that Israel had achieved political and military victory, and that the current agreement crowns its battlefield success. The implication is that Israel is the initiator and author of the war-ending settlement—aligned with principles it set and consistent with President Trump’s vision—while Hamas is cast as the defeated party forced to submit to the victor’s terms.

This is conveyed through an elevated, triumphalist tone—self-assured and emphatic—blending matter-of-fact reporting with religious-mythic symbolism. The rhetoric deploys language of achievement and finality (“the five objectives have been achieved,” “what many did not expect”), alongside biblical allusions such as “David and Goliath,” infusing Israel’s “victory” with heroic, redemptive overtones.

3) Highlighting Israel’s humanitarian character and goodwill in ending the war

Israel presented itself as a “rational,” “compassionate” actor seeking to end the war and open a page of comprehensive regional peace. The narrative centered on the notion that Israel has both the will and the capacity to end the conflict on humanitarian—not merely military—grounds.

To this end, the discourse blended emotional appeals—evoking an end to death and destruction, expressing sympathy for Gaza’s residents and their suffering, and reiterating the familiar Israeli claim that Hamas uses civilians as human shields—with an effort to attract Gazan sympathy and improve Israel’s global image, which has severely deteriorated since October 7, 2023.

Simultaneously, the messaging offered “rational” arguments and practical solutions showcasing goodwill toward Gaza’s population: proposals to help rehabilitate infrastructure, reopen the Rafah crossing, and distribute humanitarian aid.

4) Portraying Hamas as isolated in the face of Arab, Islamic, and international support for Israel

As a psychological tactic, the Israeli narrative emphasized Israel as a responsible partner committed to peaceful solutions, in contrast to Hamas as the obstacle to peace. It promoted the idea that the entire international community—including Arab and Islamic states—stands with Israel against the Palestinian movement.

The discourse leaned on the symbolism of “isolation versus legitimacy,” invoking supportive voices such as the United Nations, the United Kingdom, and India as global avatars of justice and peace. It also cited positions of prominent political figures, foremost among them U.S. President Donald Trump, to bolster Israel’s international credibility.

Conversely, Hamas was portrayed as an isolated terrorist organization—rejectionist, illegitimate, facing a global consensus against it, and lacking genuine Arab or Islamic backing—thus casting it as a burden on Palestinians and Arabs alike.

5) Constant signaling of readiness to resort to military force

This was the most frequently repeated strand in the Israeli messaging, carrying a dual implication: first, that Israel retains a legitimate, ready military option to enforce the agreement or deter violations; and second, that this option will be activated if Hamas fails to comply—thereby shifting responsibility for avoiding escalation to the other party. The message is clear: compliance is mandatory; non-compliance will trigger a shift from politics to force.

Here the rhetoric adopted a firm, warning, quasi-legal tone that merges military command language with political guidance and strategic justification (the duty to bring captives home/resolve the Hamas issue). Spokespersons were senior military and political figures—Defense Minister, Chief of Staff, IDF spokesperson—to project seriousness and readiness. This tone appeared in repeated direct warnings (“anyone remaining inside the yellow line will be targeted without further notice,” “we will not tolerate violations”) and in memorializing language to justify force (“we embarked on an existential war… and we prevailed”).

6) Presenting the agreement as a comprehensive remaking of the Middle East

To safeguard its security, Israeli messaging framed the agreement not merely as a temporary fix for the hostage file or a military de-escalation, but as an entry point to crafting a “new Middle East” led by Israel with American and international backing. The agreement is presented as a launchpad for reordering regional geopolitics.

Israel thus appears not only as a victorious state but as a power capable of leading a new regional phase—a trusted Western partner able to convert crisis into a regional political project spanning prosperity, expanded peace accords, reconfigured security, and activation of the so-called Abraham Accords.

Second: Arab Popular Reactions to Israel’s Messaging on the Agreement

Despite Israel’s effort to project a positive image, popular reactions did not embrace this narrative; rather, rejection and skepticism predominated, manifesting in the following patterns:

1) Questioning the credibility of Israel’s narrative

Many commenters directly condemned Israel’s messaging, affirming Israel’s loss of credibility and doubting its commitment to the agreement and to halting military operations. Comments commonly depicted Israel as a party that breaks its promises, citing continued bombardment despite the agreement as proof of deception and contradiction—arguing that talk of a “peace agreement” is merely a false cover for ongoing aggression.

Commenters drew on verses from the Qur’an, Hadith, and prophetic biographies to support their stance.

2) Emphatic support for the Palestinian resistance

A large share of popular engagement voiced unwavering support for the Palestinian resistance, depicting it as a “model case” and the principal actor that thwarted Israel’s coercive approach and forced it to negotiate. The agreement, in this view, resulted from the resistance’s will, not from voluntary Israeli concessions—thus conferring political and moral legitimacy on the resistance.

This popular discourse conveyed pride in the resistance and its leaders, employing emotive, religiously-inflected vernacular that highlighted success on both the military and the political-diplomatic fronts—portraying the resistance as savvy and disciplined, adept at “the art of politics” without abandoning core principles.

Religious and political registers intermingled, invoking Qur’anic verses, supplications, and a tone of divine aid, which sacralized the resistance, morally justified alignment with it, and bolstered endurance and sacrifice.

3) Commending Egypt’s role in the peace agreement

Some comments—especially after the October 13 Sharm El-Sheikh Peace Summit—expressed pride in Egypt’s historic and political role vis-à-vis Israel, reaffirming Egypt’s centrality in the Arab–Israeli balance and its continued embodiment of Arabism and genuine resistance to normalization and Israeli hegemony. The interactions reflected a clear spirit of defiance and a popular awareness that Egypt has been—and will remain—a stumbling block to Israel’s regional project.

This was accompanied by extensive use of national symbols (“Long live Egypt,” “Arab Republic of Egypt,” the Egyptian flag), reflecting deep national pride and belonging, as well as religious-historical symbols such as the Holy Family, Jesus Christ, and references to Egypt in the Qur’an (“Enter it in peace, safe [and secure]”), to assert Egypt’s spiritual and historical legitimacy that transcends politics to a sacred, symbolic dimension.

4) Expressing support for Israel and blaming Hamas

Less prominent—but present—were comments linking peace in Gaza to the removal of Hamas from the political and military scene, blaming it for failing to protect the population and provide basic needs essential to civilian safety.

These comments congratulated Israel on the release of hostages as a foundation for peace and the protection of Gaza’s residents, while thanking President Trump. The tone was direct and clear, leaning on ethical persuasion and political pressure, blending factual claims (shortages of food and medicine) with emotional appeals (protecting civilians and hostages), and using conditional phrasing to stress that Hamas’s commitment to Gaza’s interests is the sine qua non for peace.

Conclusion

Notwithstanding Israel’s messaging—replete with the familiar hyperbole of Israeli discourse (“a historic day,” “eternal peace,” “a historic agreement,” “historic peace”) and its attempt to showcase humanitarian concern for Gaza’s residents to elicit global sympathy and burnish its image—the content simultaneously revealed deep-seated fears of Israel’s continued international isolation and escalating global rejection. This was evident in Israel’s effort to present itself as enjoying the backing of select states, including in the Arab and Islamic worlds, and in its call on the United Kingdom to prohibit the public use of the slogan “From the river to the sea—Palestine will be free,” signaling the fragility of Israel’s international legitimacy.

The Israeli messages also exposed a state of weakness and clear defeat, reflected in the repeated insinuations of Israeli military prowess—used as a performative display to mask failure to achieve objectives on the ground, particularly the recovery of hostages through military operations. This contradiction stood out despite two years of intense operations and sustained bombardment of the Gaza Strip, underscoring a structural dilemma in Israel’s strategy—between projecting the image of a powerful state and the inability to translate that image into concrete, measurable achievements.

Concurrently, Israel employed a propagandistic style that insinuated victory and superiority to win acceptance, sway domestic opinion, project control over events, inflame nationalist pride among Israelis, and reinforce confidence in political and military leadership—especially amid a wave of protests inside Israel criticizing Netanyahu’s handling of the hostage file and calling for an end to the war.
