تتمحور استراتيجية الأمن القومي الأمريكية لعام 2025 في عهد الرئيس دونالد ترامب حول مبدأ «أمريكا أولًا» مع تركيز مكثف على نصف الكرة الغربي. وقد شهدت العلاقة مع فنزويلا تصعيدًا غير مسبوق في ديسمبر 2025، حيث انتقلت الإدارة من الضغوط الاقتصادية إلى التلويح الجدي بالخيار العسكري، وهو ما تم تنفيذه بالفعل.
 

ملامح استراتيجية الأمن القومي 2025 تجاه فنزويلا
تعتبر الوثيقة الصادرة في ديسمبر 2025 أن فنزويلا تمثل تهديدًا مباشرًا للأمن القومي الأمريكي بناءً على ثلاثة محاور رئيسية:
1- عقيدة «ملحق ترامب» لـ«مبدأ مونرو»:
تهدف إلى استعادة الهيمنة الأمريكية المطلقة في المنطقة ومنع القوى المنافسة (مثل الصين وروسيا وإيران) من السيطرة على أصول استراتيجية أو امتلاك نفوذ عسكري في أمريكا الجنوبية.
 

ولا تقتصر أهمية فنزويلا بالنسبة لواشنطن على كونها حالة منفردة، بل تندرج ضمن ما يُعرف بـ«مثلث الرعب» الذي يضم فنزويلا وكوبا ونيكاراغوا. ووفقًا لعدد من المحللين، لا تنبع أهمية فنزويلا للولايات المتحدة من السعي لإسقاط نظام نيكولاس مادورو فقط، وإنما أيضًا لدورها المحوري في التأثير على استقرار النظام الكوبي. فلا ينظر البيت الأبيض إلى فنزويلا وكوبا باعتبارهما مصدر تهديد أيديولوجي مشترك فحسب، بل كذلك كأدوات استراتيجية ضمن آلية جيوسياسية أوسع تستهدف الحد من النفوذ الصيني في المنطقة.
2- مكافحة «الإرهاب»:
صنفت إدارة ترامب الحكومة الفنزويلية «منظمة إرهابية أجنبية» (FTO) بزعم ارتباطها بتهريب المخدرات، وهو ما يُستخدم لتبرير عمليات عسكرية ضد ناقلات النفط والمنشآت داخل فنزويلا.
3- السيطرة على تدفقات الطاقة:
تسعى الاستراتيجية إلى إضعاف منظمة «أوبك» من خلال محاولة التحكم في النفط الفنزويلي وفتحه للاستثمارات الأمريكية.
ومن بين السيناريوهات التي طرحها مراقبون للشأن الأمريكي حول تعامل إدارة ترامب مع فنزويلا سيناريو «التدخل الهجين»، الذي يركز على عمليات عسكرية محدودة ومتدرجة تهدف إلى زعزعة استقرار النظام من الداخل دون نشر قوات برية واسعة النطاق. وهذا ما حدث فجر السبت 3 يناير الجاري، وانتهى—وفق ما ورد—باعتقال الرئيس نيكولاس مادورو وزوجته ونقلهما إلى الولايات المتحدة للمحاكمة بتهم تجارة المخدرات وحيازة الأسلحة، بحسب تصريحات ترامب في المؤتمر الصحفي الذي عقده في ولاية فلوريدا صباح السبت 3 يناير عقب تنفيذ العملية.
ونلاحظ أن «حرب المخدرات» ليست سوى ذريعة استخدمتها الإدارة الأمريكية لتحقيق هدفها الأول، وهو الإطاحة بنظام الرئيس الفنزويلي نيكولاس مادورو.
 

سيطرة كاملة على ثروة كاراكاس النفطية
يشكل النفط أحد العوامل الرئيسية في الحسابات الأمريكية للتدخل في فنزويلا. إذ تمتلك فنزويلا أحد أكبر الاحتياطيات المؤكدة عالميًا بنسبة 17% من الاحتياطي العالمي، بما يعادل 303.2 مليار برميل (انظر الشكل التالي)، لكن إنتاجها تراجع إلى مستويات هامشية تبلغ مليون برميل يوميًا بفعل العقوبات ونقص الاستثمارات في الصناعات النفطية.
ويمنح هذا الاختلال بين الاحتياطي والإنتاج واشنطن—في حال وجود قيادة فنزويلية موالية لها—قدرة على إعادة إدماج النفط الفنزويلي في السوق العالمية عبر شركات أمريكية، بما يسمح بتعديل توازنات العرض والطلب خارج أطر التنسيق التقليدية، ويحدّ من قدرة المنتجين الآخرين، خاصة في دول الخليج العربي وروسيا، على التحكم الجماعي في السوق.

وعقب تنفيذ العملية العسكرية الخاطفة في فنزويلا واعتقال مادورو وزوجته، كشف ترامب عن خطة طموحة تهدف إلى إعادة القطاع النفطي الفنزويلي إلى سابق عهده، مستفيدًا من الخبرات الأمريكية والقدرات المالية الهائلة. فأكد أن شركات النفط الأمريكية ستضخ مليارات الدولارات لإعادة تأهيل البنية التحتية النفطية المتهالكة في فنزويلا، موضحًا أن الولايات المتحدة ستلجأ إلى استغلال الاحتياطيات النفطية الضخمة مع العمل على إدارة عملية بيع الإنتاج للدول الأخرى، لتذهب عوائد بيع النفط إلى تحسين أحوال الشعب الفنزويلي.
وفي حديثه لقناة «إيه بي سي نيوز»، أوضح ماركو روبيو، وزير الخارجية الأمريكي، أن الولايات المتحدة ما زالت تفعّل الحظر المفروض على ناقلات النفط الفنزويلية. وزعم أن هذه الخطوة تمنع كاراكاس اقتصاديًا من اتخاذ أي خطوة لا ترغب بها الولايات المتحدة. وأضاف: «الذي نديره هنا هو المسار الذي ستتخذه هذه العملية (في فنزويلا) في المستقبل. فرض الحظر على الناقلات هو الورقة الرابحة التي نملكها في هذا الشأن».
 

عودة لسياسة تغيير الأنظمة بالقوة
فاجأ الرئيس دونالد ترامب العالم بتصريحه عقب اعتقال مادورو بأن أمريكا سوف تتولى «إدارة» فنزويلا لفترة انتقالية حتى يتحقق الاستقرار. وفي المقابل، أصدرت المحكمة العليا في فنزويلا قرارًا بتولي نائبة الرئيس ديلسي رودريغيز السلطة بشكل مؤقت، وحظيت بدعم الجيش وباقي مؤسسات الدولة. وفي جرأة معهودة من ترامب، حذّر رئيسة فنزويلا المؤقتة ديلسي رودريغيز من دفع «ثمن باهظ» ما لم تتعاون مع واشنطن. وقال ترامب في مقابلة هاتفية مع مجلة «ذا أتلانتيك» الأمريكية: «ما لم تقم بالأمر الصائب، ستدفع ثمنًا باهظًا للغاية، ربما حتى أكبر من مادورو».
ورغم الموقف العلني الذي اتخذته نائبة الرئيس الفنزويلية ديلسي رودريغيز المعارض للتدخل الأمريكي والقبض على مادورو وزوجته ومطالبتها بالإفراج عنهما، فإن لهجتها الحادة والتحدّية للإدارة الأمريكية تراجعت عقب تهديدات ترامب اللفظية. وقالت رودريغيز إن فنزويلا «ستولي الأولوية» للتحرك نحو «علاقات دولية متوازنة ومحترمة» مع الولايات المتحدة والمنطقة. وخاطبت الرئيس دونالد ترامب قائلة: «شعوبنا ومنطقتنا تستحق السلام والحوار، لا الحرب. لطالما كانت هذه رسالة الرئيس نيكولاس مادورو، وهي رسالة فنزويلا بأكملها الآن».
وعندما سُئل ترامب في المؤتمر الصحفي سالف الذكر عن إمكانية تولي زعيمة المعارضة الفنزويلية ماريا كورينا ماتشادو السلطة، قال إنها «امرأة لطيفة جدًا، لكن من الصعب عليها أن تتولى القيادة؛ فهي لا تحظى بالاحترام في الداخل، ولا بدعم كل الأطراف، ولا أعتقد أنها ستلعب دورًا في المرحلة الانتقالية».
ومع ذلك، تجاهلت ماتشادو تصريحات ترامب هذه، وصرحت بأن مادورو واجه مصيره وسيلقى جزاءه العادل جراء ما اقترفه من جرائم بحق الشعب، الذي حانت فرصته لجني ثمار النضال من أجل الديمقراطية. وأكدت دعمها للمعارض الفنزويلي إدموندو غونزاليس—الموجود في إسبانيا—رئيسًا شرعيًا للبلاد، والذي رشحه تحالف المعارضة الرئيسي المعروف بـ«التحالف الديمقراطي الموحد» لتمثيله في انتخابات 2024 المشكوك في نتائجها، والتي انتهت بفوز مادورو. وقالت ماتشادو إنه يجب أن يتولى غونزاليس فورًا مهامه الدستورية بصفته رئيسًا للجمهورية وقائدًا أعلى للقوات المسلحة.
 



ردود فعل الداخل الأمريكي
تباينت ردود فعل أعضاء الحزبين الجمهوري والديمقراطي إزاء هذه العملية؛ فتعرّض الرئيس الأمريكي دونالد ترامب لانتقادات حادة من الديمقراطيين في الكونغرس، ويرى مشرعون ديمقراطيون أن الرئيس تجاوز صلاحياته بشكل واضح، بعدما لم يسعَ إلى الحصول على تفويض من الكونغرس قبل تنفيذ العملية.
كما حذّرت نائبة الرئيس الأمريكي السابق كامالا هاريس من أن تصرفات السلطات الأمريكية ضد فنزويلا وخطف رئيسها نيكولاس مادورو «تهدد بالفوضى في أمريكا»، مضيفة أن العملية العسكرية في فنزويلا غير قانونية. وأضافت أن تصرفات ترامب «لا تجعل أمريكا أكثر أمانًا أو قوة»، وأنه يعرض القوات الأمريكية للخطر، وينفق مليارات الدولارات، ويزعزع استقرار منطقة البحر الكاريبي، ولا يقدم أي مبررات قانونية أو خطة للخروج أو فوائد محلية تعود على البلاد.
كما عبّر زهران ممداني، عمدة نيويورك، عن موقفه منتقدًا ما قامت به الإدارة الأمريكية، وقال إنه اتصل مباشرة بالرئيس دونالد ترامب للتعبير عن معارضته لاعتقال الزعيم الفنزويلي نيكولاس مادورو وزوجته، وهي معارضة مبنية على رفض السعي لتغيير النظام بالقوة وانتهاك القانون الفيدرالي والدولي.
أما النائب دارين سوتو (ديمقراطي عن ولاية فلوريدا)، فقد وصف اعتقال مادورو بأنه «خطوة كبرى» نحو فنزويلا حرة، لكنه أضاف في منشور على «إكس» أن «فشل ترامب في طلب موافقة الكونغرس على هذه الضربات يثير تساؤلات جدية حول قانونية المهمة». وقال النائب سيث مولتون (ديمقراطي عن ولاية ماساتشوستس): «الكونغرس لم يصرّح بهذه الحرب. ولم تشكِّل فنزويلا أي تهديد وشيك للولايات المتحدة».
في المقابل، أشاد جمهوريون بالخطوة ودافعوا عنها؛ إذ قال السيناتور مايك لي (جمهوري عن ولاية يوتا) إن ترامب تصرف «على الأرجح» استنادًا إلى الصلاحيات الممنوحة له بموجب المادة الثانية من الدستور الأمريكي لحماية القوات الأمريكية المنتشرة خارج البلاد.
وفي رد على سؤال من أحد المراسلين في المؤتمر الصحفي الذي عقده في فلوريدا عما إذا كان قد تم إبلاغ الكونغرس بهذه العملية، أكد ترامب أن عنصر المباغتة والسرية كان ضروريًا، وأن تفاصيل العملية كان يمكن أن تُسرَّب إذا عُرضت على الكونغرس مسبقًا.


ردود فعل متباينة للمجتمع الدولي
توالت ردود الأفعال الإقليمية والدولية على العملية العسكرية الأمريكية تجاه فنزويلا. وفي أول رد فعل دولي، أعربت وزارة الخارجية الروسية عن قلقها البالغ وأدانت العمل العدواني المسلح الأمريكي ضد فنزويلا، مؤكدة ضرورة بقاء أمريكا اللاتينية «منطقة سلام»، وضرورة ضمان حق فنزويلا في تقرير مصيرها دون أي تدخل خارجي، وخاصة دون تدخل عسكري. وذكر بيان الوزارة أن موسكو مستعدة لدعم الحوار بين أطراف النزاع بشأن فنزويلا.
كما صرحت وزارة الخارجية الألمانية بأنها تتابع الوضع في فنزويلا بقلق بالغ، وأن فريقًا معنيًا بالأزمة سيجتمع لاحقًا لمزيد من المناقشات.
وعن موقف الاتحاد الأوروبي، قالت مسؤولة السياسة الخارجية بالاتحاد الأوروبي، كايا كالاس: «نتابع الوضع في فنزويلا عن كثب، ويتعين احترام القانون الدولي ومبادئ الأمم المتحدة»، مشيرة إلى أن الاتحاد الأوروبي أكد مرارًا أن الرئيس الفنزويلي نيكولاس مادورو يفتقر إلى الشرعية. وتابعت: «ندعو إلى ضبط النفس، وسلامة مواطني الاتحاد الأوروبي في فنزويلا هي أولويتنا القصوى».
ومن جانب آخر، أعرب رئيس كولومبيا غوستافو بيترو عن رفض حكومته «العدوان على سيادة فنزويلا وأمريكا اللاتينية»، مؤكدًا أن النزاعات الداخلية بين الشعوب يجب أن تُحل بالطرق السلمية. وتم نشر قوات الأمن على الحدود تحسبًا لتدفق جماعي محتمل للاجئين في ظل التطورات الأمنية. كما أدان الرئيس الكوبي ميغيل دياز ما أسماه «الهجوم الإجرامي» الذي شنته الولايات المتحدة على فنزويلا.
وندّدت إيران بالهجوم العسكري الأمريكي الذي استهدف حليفتها فنزويلا، ووصفته بأنه «انتهاك صارخ لسيادتها الوطنية وسلامة أراضيها». ودعت وزارة الخارجية الإيرانية مجلس الأمن الدولي إلى «التحرك فورًا لوقف العدوان غير المشروع» ومحاسبة المسؤولين عنه.
وفيما طالبت الصين الولايات المتحدة بالإفراج فورًا عن الرئيس الفنزويلي نيكولاس مادورو، قالت وزارة الخارجية الصينية في بيان إنها «تدعو الولايات المتحدة إلى ضمان السلامة الشخصية للرئيس نيكولاس مادورو وزوجته والإفراج عنهما فورًا والتوقف عن الإطاحة بحكومة فنزويلا»، ووصفت العملية الأمريكية بأنها «انتهاك واضح للقانون الدولي». وحثت بكين واشنطن على العمل على حل الأزمة في فنزويلا عبر الحوار والتفاوض، محذرة من تهديد السلام في أمريكا اللاتينية والبحر الكاريبي.
ومع توالي ردود الأفعال الدولية المتباينة، عُقدت جلسة طارئة لمجلس الأمن الدولي يوم الإثنين 5 يناير الجاري لمناقشة التطورات الأخيرة في فنزويلا، وانعكس خلالها هذا التباين في مواقف الدول الأعضاء. ودعا الأمين العام للأمم المتحدة أنطونيو غوتيريش إلى احترام «الاستقلال السياسي» للدول، على خلفية إعلان واشنطن أنها «ستدير» شؤون البلاد بعد العملية العسكرية.
ودافع المندوب الأمريكي لدى الأمم المتحدة، في كلمته أمام الجلسة، عن العملية التي قامت بها الإدارة الأمريكية في كراكاس، مؤكدًا أن بلاده «لا تحتل أي دولة». وقال إن مادورو «إرهابي وتاجر مخدرات ومسؤول عن قمع شعبه ومعاداة الولايات المتحدة»، وأضاف أن «واشنطن تملك أدلة دامغة وقوية ضده».
من جهته، أدان مندوب فنزويلا لدى الأمم المتحدة العملية العسكرية التي أسفرت عن اعتقال مادورو وزوجته ومقتل العديد من العناصر، وأوضح أن بلاده كانت ضحية للهجمات الأمريكية بسبب مواردها الطبيعية. وأضاف: «نحن نواجه منطقًا يعود إلى أسوأ ممارسات الاستعمار الجديد»، مشيرًا إلى أن قبول ذلك سيفتح الباب أمام الدول التي تملك القوة العسكرية لتحديد المصيرين الاقتصادي والسياسي للدول الأخرى. وطالب الولايات المتحدة باحترام حصانة مادورو وزوجته والإفراج الفوري عنهما وإعادتهما إلى فنزويلا، مؤكدًا أن النظام الدستوري في البلاد تم الحفاظ عليه، وأن الدولة ومؤسساتها تمارس سيطرتها على أراضيها رغم الهجمات الأمريكية.

ختامًا
نرى أن هذه العملية العسكرية ليست إلا تطبيقًا عمليًا لاستراتيجية الأمن القومي الأمريكية التي أطلقتها إدارة ترامب في ديسمبر الماضي، خاصة فيما يتعلق بإحياء مبدأ مونرو ولكن في صورته «الخشنة»، عبر استخدام القوة العسكرية لتغيير النظام في فنزويلا والاستيلاء على موارد النفط وإدارتها، والتلويح باستخدام القوة ضد أي دولة—لا سيما في أمريكا اللاتينية—لا تتعاون مع الولايات المتحدة أو تهدد مصالحها.


وأثار ذلك مخاوف لدى المجتمع الدولي بشأن احتمال تكرار ما حدث في فنزويلا في مناطق أخرى من العالم، وبشأن فتح الباب أمام اتخاذ السلوك الأمريكي في هذا الصدد سابقة يُبنى عليها، وبخاصة مع تصريحات دونالد ترامب المتكررة حول إمكان استخدام القوة العسكرية ضد دول أخرى، وأن فنزويلا «لن تكون الأخيرة»، فضلًا عن تصريحاته المتعلقة بأهمية جزيرة غرينلاند التابعة للدنمارك للأمن القومي الأمريكي.
وقد أعادت الضربات الأمريكية على فنزويلا واعتقال رئيسها نيكولاس مادورو إحياء المخاوف الأوروبية من احتمال سعي الولايات المتحدة إلى الاستيلاء على جزيرة «غرينلاند» التابعة للدنمارك، والتي تتمتع بالحكم الذاتي، بعدما أبدى أعضاء في حركة «ماجا» التابعة لترامب حماسة علنية للتطلع إلى الإقليم الدنماركي عقب العملية العسكرية في أمريكا الجنوبية، بحسب صحيفة «ذا غارديان» البريطانية.


فبعد ساعات فقط من العملية العسكرية الأمريكية في فنزويلا، نشرت كاتي ميلر، المدونة اليمينية وزوجة ستيفن ميلر نائب كبير موظفي البيت الأبيض للسياسات، صورة لخريطة «غرينلاند» مغطاة بالعلم الأمريكي على منصة «إكس»، مرفقة بكلمة واحدة: «قريبًا». وأثار التهديد بضم الإقليم الغني بالمعادن—وهو جزء من حلف شمال الأطلسي (الناتو)—موجة غضب فورية في الدنمارك. وعيّن ترامب حاكم لويزيانا جيف لاندري مبعوثًا خاصًا إلى غرينلاند، وهو ما قابله لاندري بالشكر لرئيس أمريكا على تعيينه في ديسمبر 2025، معتبرًا أنه شرفٌ لخدمة ترامب في منصب تطوعي «لجعل غرينلاند جزءًا من الولايات المتحدة».
وفيما يتعلق باعتقال مادورو وإسقاط نظامه، نجد أن ما تم كان مناقضًا لما ذكره ترامب في استراتيجية الأمن القومي بشأن اعتزام الولايات المتحدة عدم التدخل في الشؤون الداخلية للدول وتغيير الأنظمة بالقوة؛ وهو ما يدل على انتقائية ترامب في التعامل مع القضايا المختلفة.
وفي النهاية، نؤكد أن ما يقوم به ترامب من سياسات حتى الآن يمثل تطبيقًا حرفيًا لمعتقداته القومية التي تؤمن بعظمة أمريكا، وتتبنى تشديدًا تجاه الهجرة غير المنضبطة، وتنتهج سياسة مركنتيلية توسعية تولي العامل الاقتصادي أهمية كبيرة في رسم السياسة الخارجية، مع استخدام القوة العسكرية أحيانًا لضمان تطبيقها بفعالية، وهو ما أكدت عليه وثيقة استراتيجية الأمن القومي الأمريكية.


وبالتالي سيظل السجال السياسي مستمرًا في الولايات المتحدة بين إدارة ترامب والنخبة السياسية في الحزب الديمقراطي، وكذلك التيارات الأخرى داخل الحزب الجمهوري غير الداعمة لأفكار حركة «ماجا» التي يتزعمها ترامب، والتي تحاول التأثير على الحزب الجمهوري من القواعد المحلية حتى القمة. ولذلك نتوقع استمرار هذا الصراع الفكري والحزبي، والذي قد يبلغ ذروته مع انتخابات التجديد النصفي للكونغرس في نوفمبر المقبل.

 


Bastet Center Report: Reading the Implications of the U.S. Military Operation Against Venezuela in Light of the U.S. National Security Strategy and the Activation of the Monroe Doctrine

The 2025 U.S. National Security Strategy under President Donald Trump centers on the principle of “America First,” with an intensified focus on the Western Hemisphere. U.S.–Venezuela relations witnessed an unprecedented escalation in December 2025, as the administration moved from economic pressure to serious signaling of the military option—an option that was subsequently implemented.

 

Key Features of the 2025 National Security Strategy Toward Venezuela
The document issued in December 2025 considers Venezuela a direct threat to U.S. national security on the basis of three main pillars:
1) The “Trump Addendum” Doctrine to the “Monroe Doctrine”
This doctrine seeks to restore absolute U.S. hegemony in the region and prevent competing powers (such as China, Russia, and Iran) from controlling strategic assets or acquiring military influence in South America.
Venezuela’s importance to Washington is not limited to being a standalone case; rather, it falls within what is known as the “Triangle of Terror,” which includes Venezuela, Cuba, and Nicaragua. According to a number of analysts, Venezuela’s significance for the United States does not stem solely from the desire to remove Nicolás Maduro’s regime, but also from its pivotal role in influencing the stability of the Cuban system. The White House views Venezuela and Cuba not only as a shared ideological threat source, but also as strategic tools within a broader geopolitical mechanism aimed at curbing Chinese influence in the region.
2) Countering “Terrorism”
The Trump administration designated the Venezuelan government a “Foreign Terrorist Organization” (FTO), alleging links to drug trafficking—an argument used to justify military operations against oil tankers and facilities inside Venezuela.
3) Controlling Energy Flows
The strategy aims to weaken OPEC by seeking to control Venezuelan oil and open it to U.S. investment.
Among the scenarios proposed by observers of U.S. affairs regarding the Trump administration’s approach to Venezuela is the “hybrid intervention” scenario, which focuses on limited, incremental military operations intended to destabilize the regime from within without deploying large-scale ground forces. This is what occurred at dawn on Saturday, 3 January of this year, and reportedly ended with the arrest of President Nicolás Maduro and his wife and their transfer to the United States for trial on charges of drug trafficking and weapons possession, according to Trump’s statements at the press conference he held in Florida on Saturday morning, 3 January, following the operation’s execution.
We observe that the “war on drugs” is merely a pretext used by the U.S. administration to achieve its first objective: toppling President Nicolás Maduro’s regime.

Full Control Over Caracas’ Oil Wealth
Oil constitutes one of the principal factors in U.S. calculations regarding intervention in Venezuela. Venezuela holds one of the world’s largest proven reserves—17% of global reserves—equivalent to 303.2 billion barrels (see the following figure). However, its production has declined to marginal levels of about one million barrels per day due to sanctions and a lack of investment in the oil industry.
This imbalance between reserves and production would grant Washington—if a U.S.-aligned Venezuelan leadership were in place—the ability to reintegrate Venezuelan oil into global markets through U.S. companies. This would allow supply-and-demand balances to be adjusted outside traditional coordination frameworks and would limit the collective market-control capacity of other producers, especially the Gulf states and Russia.

Following the swift military operation in Venezuela and the arrest of Maduro and his wife, Trump revealed an ambitious plan aimed at restoring Venezuela’s oil sector to its former status, leveraging U.S. expertise and enormous financial capacities. He stated that U.S. oil companies would inject billions of dollars to rehabilitate Venezuela’s deteriorated oil infrastructure, explaining that the United States would move to exploit the vast reserves while managing the process of selling output to other countries, with oil-sale revenues directed toward improving the living conditions of the Venezuelan people.
 

In his remarks to ABC News, U.S. Secretary of State Marco Rubio explained that the United States continues to enforce the ban imposed on Venezuelan oil tankers. He claimed that this step economically prevents Caracas from taking any action the United States does not want. He added: “What we are managing here is the course this operation (in Venezuela) will take in the future. The tanker ban is the winning card we have on this issue.”
 


A Return to the Policy of Regime Change by Force
President Donald Trump surprised the world by declaring after Maduro’s arrest that America would assume “management” of Venezuela for a transitional period until stability is achieved. In response, Venezuela’s Supreme Court issued a decision assigning interim authority to Vice President Delcy Rodríguez, backed by the military and other state institutions. In a characteristically bold move, Trump warned interim Venezuelan leader Delcy Rodríguez of paying a “heavy price” unless she cooperated with Washington. Trump said in a phone interview with The Atlantic magazine: “If she doesn’t do the right thing, she’ll pay a very heavy price—maybe even bigger than Maduro.”
Despite Delcy Rodríguez’s public stance opposing U.S. intervention and the arrest of Maduro and his wife and her demand for their release, her sharp, defiant tone toward the U.S. administration softened after Trump’s verbal threats. Rodríguez said Venezuela would “prioritize” moving toward “balanced and respectful international relations” with the United States and the region. Addressing President Donald Trump, she said: “Our peoples and our region deserve peace and dialogue, not war. This has always been President Nicolás Maduro’s message, and it is Venezuela’s message now as a whole.”
When Trump was asked at the aforementioned Florida press conference about the possibility of Venezuelan opposition leader María Corina Machado taking power, he said she is “a very nice woman,” but it would be difficult for her to lead; she is not respected domestically, does not have the support of all parties, and he does not believe she will play a role in the transitional phase.
Nevertheless, Machado dismissed Trump’s remarks and stated that Maduro had met his fate and would receive a fair reckoning for the crimes committed against the people, whose opportunity had come to reap the fruits of struggle for democracy. She affirmed her support for Venezuelan opposition figure Edmundo González—currently in Spain—as the country’s legitimate president. The principal opposition coalition, known as the “Unified Democratic Alliance,” nominated him to represent it in the disputed 2024 elections, which ended with Maduro’s victory. Machado said González should immediately assume his constitutional duties as president of the republic and commander-in-chief of the armed forces.

Domestic U.S. Reactions
Reactions among members of both the Republican and Democratic parties varied. President Donald Trump faced sharp criticism from Democrats in Congress, with Democratic lawmakers arguing that the president clearly exceeded his authority by not seeking congressional authorization before executing the operation.
 

Former U.S. Vice President Kamala Harris warned that U.S. actions against Venezuela and the kidnapping of its president Nicolás Maduro “threaten chaos in America,” adding that the military operation in Venezuela was illegal. She stated that Trump’s actions “do not make America safer or stronger,” that he puts U.S. forces at risk, spends billions of dollars, destabilizes the Caribbean region, and provides no legal justification, exit plan, or domestic benefits for the country.
Zohran Mamdani, Mayor of New York, also criticized the U.S. administration’s actions, saying he called President Donald Trump directly to express opposition to the arrest of Venezuelan leader Nicolás Maduro and his wife—an opposition rooted in rejecting regime change by force and violations of federal and international law.
Representative Darren Soto (Democrat, Florida) described Maduro’s arrest as “a major step” toward a free Venezuela, but added in a post on X that “Trump’s failure to seek Congress’s approval for these strikes raises serious questions about the legality of the mission.” Representative Seth Moulton (Democrat, Massachusetts) said: “Congress did not authorize this war. And Venezuela posed no imminent threat to the United States.”
By contrast, Republicans praised and defended the move. Senator Mike Lee (Republican, Utah) said Trump acted “likely” under the powers granted to him by Article II of the U.S. Constitution to protect U.S. forces deployed overseas.
In response to a reporter’s question at the Florida press conference about whether Congress had been informed of the operation, Trump stated that surprise and secrecy were necessary, and that details could have been leaked if presented to Congress in advance.

Mixed International Reactions
Regional and international reactions to the U.S. military operation against Venezuela followed in quick succession. In the first international response, Russia’s Ministry of Foreign Affairs expressed grave concern and condemned the U.S. armed aggressive act against Venezuela, stressing the need for Latin America to remain a “zone of peace” and the necessity of ensuring Venezuela’s right to self-determination without any external interference—especially military intervention. The ministry’s statement said Moscow is ready to support dialogue among the parties to the Venezuela dispute.
Germany’s Ministry of Foreign Affairs stated it is following developments in Venezuela with deep concern and that a crisis-focused team would meet later for further discussions.
 

Regarding the European Union’s position, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said: “We are closely monitoring the situation in Venezuela, and international law and UN principles must be respected,” noting that the EU has repeatedly stated that Venezuelan President Nicolás Maduro lacks legitimacy. She added: “We call for restraint, and the safety of EU citizens in Venezuela is our top priority.”
 

Colombian President Gustavo Petro expressed his government’s rejection of “the aggression against the sovereignty of Venezuela and Latin America,” emphasizing that internal disputes among peoples must be resolved peacefully. Security forces were deployed on the border in anticipation of a potential mass influx of refugees amid the security developments. Cuban President Miguel Díaz-Canel condemned what he called the “criminal attack” launched by the United States against Venezuela.
Iran denounced the U.S. military attack targeting its ally Venezuela, describing it as a “flagrant violation of its national sovereignty and territorial integrity.” Iran’s Ministry of Foreign Affairs called on the UN Security Council to “act immediately to stop the unlawful aggression” and hold those responsible accountable.
 

China demanded that the United States immediately release Venezuelan President Nicolás Maduro. In a statement, China’s Ministry of Foreign Affairs said it “calls on the United States to ensure the personal safety of President Nicolás Maduro and his wife, to release them immediately, and to stop overthrowing Venezuela’s government,” describing the U.S. operation as “a clear violation of international law.” Beijing urged Washington to resolve the crisis in Venezuela through dialogue and negotiation, warning against threatening peace in Latin America and the Caribbean.
 

As divergent reactions continued, an emergency session of the UN Security Council was held on Monday, 5 January, to discuss recent developments in Venezuela, reflecting the divergence among member states. UN Secretary-General António Guterres called for respect for states’ “political independence,” following Washington’s announcement that it would “manage” the country’s affairs after the military operation.
 

The U.S. representative to the United Nations defended the operation in Caracas, asserting that the United States “does not occupy any country.” He said Maduro is “a terrorist and a drug trafficker responsible for suppressing his people and being hostile to the United States,” adding that “Washington has conclusive and strong evidence against him.”
 

For his part, Venezuela’s representative to the United Nations condemned the military operation that resulted in the arrest of Maduro and his wife and the killing of many individuals. He stated that his country has been a victim of U.S. attacks because of its natural resources. He added: “We are facing a logic that returns to the worst practices of neo-colonialism,” warning that accepting this would open the door for states with military power to determine the economic and political destinies of other states. He demanded that the United States respect the immunity of Maduro and his wife, release them immediately, and return them to Venezuela, affirming that the country’s constitutional order has been preserved and that the state and its institutions exercise control over their territory despite the U.S. attacks.

Conclusion
We see this military operation as a practical application of the U.S. National Security Strategy launched by the Trump administration last December—particularly regarding the revival of the Monroe Doctrine in its “hard” form—through the use of military force to change Venezuela’s regime, seize and manage oil resources, and threaten the use of force against any state—especially in Latin America—that does not cooperate with the United States or that threatens its interests.
 

This has raised international concerns about the possibility of repeating what happened in Venezuela in other parts of the world, and about opening the door to making U.S. behavior in this regard a precedent to be built upon—especially given Donald Trump’s repeated statements about the possibility of using military force against other countries and that Venezuela “will not be the last,” in addition to his statements about the importance of Greenland, which belongs to Denmark, to U.S. national security.
The U.S. strikes on Venezuela and the arrest of its president Nicolás Maduro revived European fears that the United States may seek to seize Greenland, a self-governing Danish territory, after members of Trump’s MAGA movement publicly expressed enthusiasm for turning attention to the Danish territory following the military operation in South America, according to The Guardian.
 

Just hours after the U.S. military operation in Venezuela, Katie Miller, a right-wing blogger and the wife of Stephen Miller, the White House Deputy Chief of Staff for Policy, posted an image of a map of Greenland covered with the U.S. flag on X, accompanied by a single word: “Soon.” The threat to annex the mineral-rich territory—part of NATO—sparked immediate anger in Denmark. Trump appointed Louisiana Governor Jeff Landry as special envoy to Greenland. Landry thanked the U.S. president for the appointment in December 2025, calling it an honor to serve Trump in a volunteer position “to make Greenland part of the United States.”
With respect to Maduro’s arrest and the toppling of his regime, we find that what occurred contradicts what Trump stated in the National Security Strategy regarding the United States’ intention not to interfere in other countries’ internal affairs and not to change regimes by force—an indication of Trump’s selectivity in handling different issues.
 

Finally, we emphasize that Trump’s policies to date represent a literal application of his nationalist convictions that believe in America’s greatness, adopt a hard line on irregular migration, and pursue an expansionist mercantilist policy that places substantial weight on the economic factor in shaping foreign policy—sometimes using military force to ensure effective implementation—precisely as underscored by the U.S. National Security Strategy document.
Accordingly, political debate in the United States will remain ongoing between the Trump administration and the Democratic Party’s political elite, as well as other currents within the Republican Party that do not support the ideas of the MAGA movement led by Trump, which seeks to influence the Republican Party from local grassroots up to the top. Therefore, we expect this intellectual and partisan struggle to continue and potentially reach its peak with the midterm congressional elections next November.
