مقدمة
يشهد اليمن، مع بداية عام 2026، لحظةً مفصلية في تطوّره السياسي والأمني؛ لا يمكن اختزالها في كونها امتدادًا زمنيًا لصراعٍ مسلّح طال أمده، بل بوصفها انعكاسًا لأزمةٍ بنيوية عميقة تطال بنية الدولة والمجتمع، وتتقاطع مع اختلالاتٍ أوسع في النظام الإقليمي المحيط. فبعد أكثر من عقدٍ من النزاع المستمر، لم يعد المشهد اليمني محكومًا بثنائية الحسم العسكري أو التسوية السياسية التقليدية، بل انزلق إلى نمطٍ صراعي مركّب من «اللا حرب واللا سلام»، تتجاور فيه سلطات الأمر الواقع مع تآكل مؤسسات الدولة، واستدامة التداعيات الإنسانية والاقتصادية على نطاقٍ غير مسبوق.
وتتسم اللحظة اليمنية الراهنة بتشابك مستوياتٍ متعددة من الفعل الصراعي؛ إذ لم يعد العامل المحلي—المتمثل في الانقسام السياسي وتعدد الفاعلين المسلحين—كافيًا لتفسير ديناميات الأزمة ومساراتها المستقبلية، في ظل تصاعد الأدوار الإقليمية والدولية، وتحول اليمن تدريجيًا إلى جزءٍ من معادلةٍ أمنية وجيوسياسية أوسع تمتد من البحر الأحمر وخليج عدن إلى القرن الإفريقي. وفي هذا السياق، أضحى الموقع الجغرافي لليمن عنصرًا محوريًا في إعادة تشكيل خرائط النفوذ والتوازنات الاستراتيجية، لا سيما مع تنامي أهمية الممرات البحرية الدولية وتزايد حساسيتها في ظل الاضطرابات والتحولات المتسارعة التي يشهدها النظام الدولي.
وتكتسب هذه التحولات بعدًا إضافيًا مع بروز تطوراتٍ سياسية وأمنية لافتة في القرن الإفريقي، من بينها الجدل المتصاعد حول الاعتراف بإقليم «أرض الصومال»، والدور الإسرائيلي المتنامي في معادلات الأمن البحري في البحر الأحمر. إذ لا يمكن النظر إلى هذه التحركات بوصفها شأنًا إفريقيًا محضًا، بل بوصفها جزءًا من إعادة هندسة المجال الأمني الإقليمي، بما يحمله ذلك من انعكاساتٍ مباشرة وغير مباشرة على اليمن؛ سواء من حيث عسكرة الممرات البحرية، أو إعادة تعريف التهديدات، أو توسيع نطاق الصراعات بالوكالة.
وفي ضوء ذلك، لم يعد اليمن يُختزل في كونه ساحة نزاع داخلي أو أزمة إنسانية ممتدة، بل غدا عقدةً جيوسياسية تتقاطع عندها مصالح قوى إقليمية ودولية متعددة، لكلٍ منها مقاربتها الخاصة لمفهوم الأمن والاستقرار في البحر الأحمر. ويسهم هذا التشابك في تقليص هامش الحلول الوطنية الخالصة، ويعيد إنتاج الأزمة ضمن منطق «إدارة الصراع» بدل معالجته معالجةً جذرية، بما يفتح الباب أمام تساؤلاتٍ جوهرية بشأن مستقبل الدولة اليمنية وحدود سيادتها وإمكانات الاستقرار مع دخول عام 2026.
وانطلاقًا من ذلك، تسعى هذه الدراسة إلى تقديم قراءة تحليلية استشرافية للوضع اليمني، لا تكتفي بتشخيص الواقع القائم، بل تحاول استكشاف المسارات المحتملة للأزمة في ضوء التحولات الإقليمية المتسارعة، مع التركيز على التفاعلات بين اليمن والقرن الإفريقي، والدور الإسرائيلي المستجد في معادلات البحر الأحمر، وما يفرضه ذلك من تحدياتٍ وفرصٍ على مستقبل اليمن السياسي والأمني.
أولًا: الإطار المنهجي
تعتمد هذه الدراسة منهجًا تحليليًا–استشرافيًا يجمع بين الوصف التحليلي للواقع الراهن في اليمن، واستشراف الاتجاهات المحتملة لمسار الصراع، دون الانزلاق إلى افتراضاتٍ تنبؤية حتمية. ويستند هذا المنهج إلى مقارباتٍ معتمدة في دراسات الاستشراف وبناء السيناريوهات في العلوم السياسية والعلاقات الدولية.
ويُطبَّق هذا المنهج من خلال مجموعة من الأدوات البحثية المتكاملة، أبرزها:
• أولًا: تحليل الاتجاهات (Trend Analysis): عبر تتبع تطور أنماط الصراع، والتحولات في مواقف الفاعلين المحليين والإقليميين، والتغيرات في البيئة الجيوسياسية للبحر الأحمر والقرن الإفريقي، بما يسمح بتحديد المسارات العامة للصراع اليمني.
• ثانيًا: تحليل الفاعلين (Actor Analysis): عبر دراسة مصالح واستراتيجيات الأطراف الرئيسة المنخرطة في الصراع، بما في ذلك جماعة الحوثيين، والحكومة اليمنية المعترف بها دوليًا، والمجلس الانتقالي الجنوبي، إلى جانب الفاعلين الإقليميين والدوليين ذوي الصلة، بهدف فهم تفاعلات القوة وحدود التأثير المتبادل بينهم.

• وأخيرًا: بناء السيناريوهات: بوصفه أداة استشرافية، من خلال تطوير مجموعة من السيناريوهات المحتملة لمستقبل اليمن استنادًا إلى تفاعل المتغيرات السياسية والأمنية والإقليمية، مع تقييمٍ نسبي لاحتمالات تحقق كل سيناريو.
ثانيًا: الوضع الراهن في اليمن
1) النزاع المستمر والتحولات الأمنية
يواصل اليمن، منذ نهاية عام 2025، الانخراط في نزاعٍ مركّب متعدد المستويات، تتداخل فيه الصراعات الداخلية مع الأجندات الإقليمية والدولية. ففي حين تواصل الحكومة اليمنية المعترف بها دوليًا—بدعم مباشر من المملكة العربية السعودية—مواجهتها لجماعة الحوثيين التي لا تزال تفرض سيطرتها على مساحات واسعة من شمال البلاد، بما في ذلك العاصمة صنعاء، برز في الوقت ذاته مسارٌ صراعي داخلي آخر يتمثل في التوتر المتصاعد بين الحكومة الشرعية والمجلس الانتقالي الجنوبي، خاصةً في مناطق الجنوب والشرق.
وفي هذا السياق، شهد شرق اليمن—ولا سيما محافظتا حضرموت والمهرة—تصعيدًا ملحوظًا في المواجهات بين قوات المجلس الانتقالي الجنوبي والقوات الحكومية. فقد تمكن المجلس الانتقالي، في أواخر عام 2025، من بسط نفوذه على أجزاء واسعة من تلك المحافظات، قبل أن تتمكن القوات الحكومية من استعادة السيطرة عليها في أواخر ديسمبر 2025 ومطلع يناير 2026، بدعم من قوات «درع الوطن» وإسنادٍ جوي من التحالف العربي بقيادة المملكة العربية السعودية.
وبموازاة ذلك، كشفت التطورات الميدانية عن تعمّق الانقسامات داخل معسكر التحالف العربي نفسه، ولا سيما بين السعودية والإمارات؛ إذ شهد جنوب اليمن توتراتٍ عسكرية تمثلت في ضرباتٍ أو ضغوطٍ عسكرية استهدفت فصائل مدعومة إماراتيًا، بما يعكس تباين الرؤى الاستراتيجية بين الطرفين حيال مستقبل الجنوب اليمني وترتيبات ما بعد الصراع. وتؤشر هذه الانقسامات إلى هشاشة البنية الأمنية للتحالف، وإلى أن النزاع لم يعد محصورًا في ثنائية الحكومة–الحوثيين، بل بات أكثر تشظيًا وتعقيدًا.
2) المجلس الانتقالي الجنوبي: دخول حضرموت، مشروع الانفصال، والإعلان الدستوري
• في أوائل ديسمبر 2025، شنّ المجلس الانتقالي الجنوبي—وهو فصيل انفصالي مدعوم تقليديًا من الإمارات العربية المتحدة—عملية موسعة للسيطرة على حضرموت والمهرة. ومثّلت هذه الخطوة توسعًا كبيرًا في نطاق نشاطه العسكري خارج إطار السيطرة الجنوبية التقليدية، وأثارت خلافًا واضحًا مع الحكومة الشرعية المدعومة من السعودية.
• وفي 2 يناير 2026، أطلق زعيم المجلس الانتقالي، عيدروس الزُبيدي، ما وصفه بـ«الإعلان الدستوري لدولة الجنوب العربي»، متضمنًا مرحلة انتقالية مدتها عامان تنتهي باستفتاء تقرير المصير للجنوب. ونصّ الإعلان على دولة مستقلة ذات سيادة على حدود جمهورية اليمن الديمقراطية الشعبية السابقة، في خطوة رأى كثيرون أنها تجاوز للشرعية اليمنية وإعادة إنتاج لمشروع انفصالي خارج إطار الدولة اليمنية. وقد مثّل هذا الإعلان أعلى مستوى من التصعيد في حملة الانتقالي نحو الانفصال، وقوبل بردود فعل داخلية وإقليمية واسعة.
3) مؤتمر الحوار الجنوبي–الجنوبي في الرياض
في سياق التصعيد العسكري الذي شهده جنوب اليمن، تقدّم رئيس مجلس القيادة الرئاسي اليمني، رشاد العليمي، بطلبٍ إلى المملكة العربية السعودية لاستضافة مؤتمر جامع لمكوّنات الجنوب اليمني في العاصمة الرياض، بهدف بحث سبل معالجة القضية الجنوبية ضمن إطارٍ توافقي يحدّ من النزعات الانفرادية في تمثيل الجنوب سياسيًا، ولا سيما تلك التي يتبناها المجلس الانتقالي الجنوبي.
ويمثل مؤتمر «جنوب–الجنوب» مبادرةً سياسية سعودية تسعى إلى إعادة هيكلة مسار النقاش حول مستقبل الجنوب اليمني عبر توسيع قاعدة المشاركة السياسية، بما يسمح بإدماج مختلف القوى الجنوبية ذات التوجهات المتباينة. وتعكس هذه المبادرة توجهًا سعوديًا نحو تحجيم الحلول الأحادية والدفع باتجاه مقاربة تفاوضية أكثر شمولًا، بوصفها مدخلًا ضروريًا لاحتواء التوترات الأمنية ومنع تحول الخلافات الجنوبية–الجنوبية إلى صراعٍ مفتوح.
وتشير تقارير إعلامية محلية وإقليمية إلى ترحيبٍ خليجي وعربي بالمبادرة السعودية، بوصفها خطوة نحو ضبط إيقاع التفاعلات السياسية في الجنوب، في مقابل تحفظاتٍ وانتقادات لمواقف المجلس الانتقالي الجنوبي التي تستبعد فاعلين جنوبيين آخرين من أي مسارٍ حواري، وهو ما يُنظر إليه إقليميًا بوصفه عاملًا مهددًا لاستقرار المناطق المحررة.

4) ردود الأفعال على إعلان الزُبيدي
أ) رد فعل الحكومة اليمنية الشرعية
قوبل الإعلان الصادر عن رئيس المجلس الانتقالي الجنوبي، عيدروس الزُبيدي، برفضٍ حاد من قبل الحكومة اليمنية المعترف بها دوليًا وداعميها؛ إذ اعتُبر خطوة غير مشروعة تمثل تقويضًا مباشرًا للشرعية الوطنية والنظام الدستوري القائم. وقد نقلت وسائل إعلام يمنية تصريحاتٍ رسمية وصفت الإعلان بأنه «تمرد على الشرعية»، مؤكدةً افتقاره إلى أي قيمة قانونية أو دستورية، بما يعكس مستوى التدهور الذي بلغته العلاقة بين الحكومة الشرعية والمجلس الانتقالي الجنوبي.
ولم يقتصر رد فعل الحكومة على الإدانة السياسية والإعلامية، بل امتد إلى إجراءاتٍ قضائية وإدارية تصعيدية. ففي هذا السياق، أُعلن عن قرار رئيس مجلس القيادة الرئاسي بإزالة عيدروس الزُبيدي من عضوية المجلس، مع إحالته إلى النيابة العامة بتهمة «الخيانة العظمى». ويعكس هذا التطور تشددًا غير مسبوق في موقف الشرعية تجاه المجلس الانتقالي، وانتقال العلاقة بين الطرفين من حالة التوتر السياسي إلى مواجهةٍ مؤسسية وقانونية مفتوحة.
وفي تطورٍ لاحق، أُشير إلى أن عيدروس الزُبيدي لم يلتحق برحلة متجهة إلى الرياض لحضور محادثاتٍ سياسية، وغادر إلى وجهة غير معلنة—بحسب ما نُقل—الأمر الذي أثار جدلًا حول دوافعه السياسية والإجراءات القانونية المترتبة على قرارات الشرعية.
ب) رد فعل التحالف العربي
على مستوى التحالف العربي، برزت المملكة العربية السعودية بوصفها الفاعل الرئيسي في إدارة تداعيات التصعيد؛ إذ أكدت التزامها بمواصلة دعم الحكومة اليمنية الشرعية وقدرتها على احتواء أي انفلات أمني يهدد استقرار المناطق المحررة. وبموازاة ذلك، أطلقت الرياض مبادرةً سياسية تمثلت في الدعوة إلى حوارٍ شامل في العاصمة السعودية، في محاولة لإعادة توجيه الأزمة نحو مسارٍ تفاوضي يحد من مخاطر التصعيد العسكري.

ثالثًا: الاعتراف الإسرائيلي بإقليم «أرض الصومال» وأبعاده الاستراتيجية
في أواخر عام 2025، أثار إعلانٌ إسرائيلي بشأن الاعتراف بإقليم «أرض الصومال» بوصفه كيانًا سياسيًا مستقلًا موجةً واسعة من التفاعلات الإقليمية والدولية. ويُعد الإقليم كيانًا انفصاليًا بحكم الأمر الواقع، يسيطر على شمال غرب الصومال منذ عام 1991، ويتمتع بمؤسسات حكمٍ شبه مستقلة، إلا أنه لم يحظَ باعترافٍ دولي رسمي من قبل الأمم المتحدة أو القوى الكبرى. وقد اعتُبرت الخطوة الإسرائيلية—وفق توصيفاتٍ إعلامية وتحليلية غربية—سابقةً لافتة من شأنها إعادة فتح ملف الانفصال في القرن الإفريقي، بما يحمله من تداعياتٍ على منظومة الأمن الإقليمي في البحر الأحمر وشرق أفريقيا.

تشير التحليلات الاستراتيجية إلى أن التحرك الإسرائيلي تجاه «أرض الصومال» يتجاوز إطار التطبيع الثنائي أو الامتداد التقليدي لما يُعرف بـ«اتفاقيات أبراهام»، ليعكس حساباتٍ جيوسياسية أعمق مرتبطة بأمن البحر الأحمر ومضيق باب المندب باعتبارهما من أهم الممرات الحيوية للتجارة العالمية والطاقة. وتبرز هذه الحسابات في سياق تصاعد التوترات الإقليمية المرتبطة بالحرب في غزة، والهجمات التي طالت الملاحة الدولية في البحر الأحمر، وما تبعها من توسعٍ في نطاق التنافس العسكري والاستخباراتي في المنطقة.
ومن المنظور الإسرائيلي، يُنظر إلى إقامة علاقاتٍ رسمية أو شبه رسمية مع كيانٍ جغرافي مطل على خليج عدن بوصفه فرصة لتعزيز القدرات الاستخباراتية واللوجستية، ولا سيما فيما يتعلق بمراقبة التحركات العسكرية لجماعة الحوثيين في اليمن، وكذلك موازنة النفوذ الإقليمي لقوى منافسة في القرن الإفريقي. وتنسجم هذه المقاربة مع ما تطرحه مراكز أبحاث إسرائيلية وغربية حول أهمية توسيع نطاق الانتشار غير المباشر في البحر الأحمر ضمن استراتيجيات الردع والاحتواء الإقليمي.
ب) المعارضة الإقليمية والدولية للقرار

After more than a decade of continuous conflict, the Yemeni scene is no longer governed by the binary of military victory or a traditional political settlement; instead, it has slipped into a complex “no war, no peace” pattern, where de facto authorities coexist with the erosion of state institutions and the persistence of unprecedented humanitarian and economic repercussions.
The current Yemeni moment is characterized by the entanglement of multiple levels of conflict dynamics. The local factor—represented by political fragmentation and the proliferation of armed actors—is no longer sufficient to explain the crisis’s dynamics and future trajectories, amid the growing roles of regional and international players and Yemen’s gradual transformation into part of a broader security and geopolitical equation stretching from the Red Sea and the Gulf of Aden to the Horn of Africa. In this context, Yemen’s geographic position has become a pivotal element in reshaping maps of influence and strategic balances, particularly with the rising importance of international maritime routes and their increasing sensitivity amid the disruptions and rapid transformations witnessed in the international system.
These shifts take on an additional dimension in light of notable political and security developments in the Horn of Africa, including the escalating debate over recognition of “Somaliland” and the growing Israeli role in maritime security dynamics in the Red Sea. Such moves cannot be viewed as purely African affairs, but rather as part of a broader reengineering of the regional security domain—with direct and indirect implications for Yemen, whether through the militarization of maritime passages, the redefinition of threats, or the expansion of proxy conflicts.
Accordingly, Yemen can no longer be confined to being a domestic conflict arena or a prolonged humanitarian crisis; it has become a geopolitical node where the interests of multiple regional and international powers converge, each with its own approach to the concept of security and stability in the Red Sea. This interlocking reduces the space for purely national solutions and reproduces the crisis through a logic of “conflict management” rather than fundamental resolution—raising core questions about the future of the Yemeni state, the limits of its sovereignty, and the prospects for stability as 2026 begins.

• First: Trend Analysis: by tracing the evolution of conflict patterns, shifts in the positions of local and regional actors, and changes in the geopolitical environment of the Red Sea and the Horn of Africa, enabling the identification of the broad trajectories of the Yemeni conflict.
• Second: Actor Analysis: by examining the interests and strategies of key parties involved in the conflict, including the Houthi movement, the internationally recognized Yemeni government, and the Southern Transitional Council, as well as relevant regional and international actors, in order to understand power interactions and the limits of mutual influence among them.
• Third: Political and Security Discourse Analysis: to understand how concepts of security, stability, and sovereignty are being redefined in official and media discourses related to Yemen and the Red Sea, thereby revealing unspoken dimensions of the conflict and the role of narratives in reproducing it.
• Finally: Scenario-Building: as a foresight tool, through developing a set of potential scenarios for Yemen’s future based on the interaction of political, security, and regional variables, with a relative assessment of the likelihood of each scenario.
Second: The Current Situation in Yemen
1) Ongoing Conflict and Security Shifts
Since late 2025, Yemen has remained embroiled in a complex, multi-level conflict in which internal struggles intersect with regional and international agendas. While the internationally recognized Yemeni government—backed directly by the Kingdom of Saudi Arabia—continues its confrontation with the Houthi movement, which still controls wide areas of northern Yemen including the capital Sana’a, another internal conflict track has simultaneously emerged in the form of escalating tensions between the legitimate government and the Southern Transitional Council (STC), particularly in the south and east.
