وفي هذا السياق، شهد عام 2025 تصاعدًا ملحوظًا في المبادرات الدبلوماسية الغربية والإقليمية الهادفة إلى بلورة إطار مرحلي لنزع السلاح، يقوم على تحديد مهل زمنية لتنفيذ إجراءات ميدانية متدرجة، مع تركيز خاص على منطقة جنوب نهر الليطاني. ويستند هذا الطرح إلى إعادة تفعيل القرار الدولي 1701، الذي ينص صراحة على حصر السلاح بيد الدولة اللبنانية وتعزيز دور الجيش اللبناني وقوات «اليونيفيل» في مراقبة وقف الأعمال العدائية (UNIFIL، 2024).
وتأتي هذه التحركات استكمالًا لمسار دولي وإقليمي أوسع تبلور عقب المواجهات الكبرى بين إسرائيل وحزب الله خلال عامي 2023–2024، حيث جرى التعامل مع ملف السلاح خارج إطار الدولة بوصفه عائقًا رئيسيًا أمام جهود إعادة الإعمار والاستقرار الاقتصادي، فضلًا عن كونه مصدرًا دائمًا لاحتمالات التصعيد الإقليمي. وتشير تقارير بحثية دولية إلى أن استمرار هذا الوضع يُبقي لبنان عرضة لاستخدامه كساحة صراع بالوكالة في التوازنات الإقليمية الأوسع (ECFR، 2025).

في المقابل، ترافقت الدعوات إلى تحديد مهلة زمنية للتنفيذ مع تزاوج واضح بين الضغوط الخارجية–لا سيّما الأميركية والفرنسية والإسرائيلية، وبدعم عربي–وبين مساعٍ رسمية لبنانية تهدف إلى استعادة الحد الأدنى من السيادة المؤسسية في ظل الانهيار المالي الحاد وتآكل شرعية الدولة. إلا أن هذه المساعي تصطدم بضعف بنيوي في مؤسسات الحكم، وانقسام داخلي حول مفهوم السيادة نفسه وحدودها العملية (Hamdan، 2024).
وفي مواجهة هذا المسار، يُبدي حزب الله وحلفاؤه رفضًا صريحًا لأي مقاربة زمنية أو دولية لنزع السلاح، معتبرين أن سلاح "المقاومة" جزء لا يتجزأ من معادلة الردع الإقليمي ومن مواجهة التهديدات الإسرائيلية المستمرة. ويرتبط هذا الموقف ببنية تنظيمية وعسكرية مستقلة عن مؤسسات الدولة، وبشبكة تحالفات إقليمية تمنح الحزب هامش مناورة واسعًا في مواجهة الضغوط الدولية(Daher، 2024).

يأتي إعلان المهلة الزمنية لنزع سلاح حزب الله في سياق أمني-سياسي شديد التعقيد، أعقب تصاعدًا ملحوظًا في وتيرة المواجهات العسكرية بين الحزب وإسرائيل خلال عامي 2023–2024، وما رافق ذلك من مخاطر حقيقية بانزلاق لبنان إلى حرب شاملة تتجاوز قدراته المؤسسية والاقتصادية. وقد أسهم هذا التصعيد في إعادة إحياء القناعة لدى الفاعلين الدوليين بأن استمرار وجود قوة عسكرية فاعلة خارج إطار الدولة يشكّل عاملًا بنيويًا في هشاشة ترتيبات وقف إطلاق النار، ويقوّض فرص بناء استقرار طويل الأمد على الحدود اللبنانية-الإسرائيلية، بما يتعارض مع مقتضيات القرارات الدولية ذات الصلة، ولا سيما قرار مجلس الأمن رقم 1701 (International Crisis Group، 2024).
وفي هذا الإطار، يعكس طرح المهلة محاولة لدمج ملف نزع السلاح ضمن مقاربة أوسع تربط بين الأمن والسيادة من جهة، وإعادة الإعمار والتعافي الاقتصادي من جهة أخرى. إذ باتت جهات دولية مانحة ومؤسسات مالية تعتبر بسط سلطة الدولة اللبنانية الحصرية على السلاح شرطًا مسبقًا لأي انخراط مالي واسع أو دعم هيكلي مستدام، في ظل المخاوف من أن يؤدي استمرار الازدواجية الأمنية إلى إهدار الموارد وإعادة إنتاج أزمات عدم الاستقرار(ECFR، 2025).

ثالثاً: المواقف الرسمية للحكومة اللبنانية
تتسم المواقف الرسمية للحكومة اللبنانية إزاء مهلة نزع السلاح بدرجة عالية من الحذر والازدواجية، إذ تعلن مؤسسات الدولة، ولا سيما رئاسة الجمهورية ومجلس الوزراء، التزامها المبدئي بمبدأ حصرية السلاح بيد الدولة وبالقرارات الدولية ذات الصلة، في مقابل تبنّي مقاربة تفاوضية تدريجية تهدف إلى تفادي الصدام المباشر مع حزب الله والحفاظ على التوازنات الأمنية في الجنوب. وقد ربط رئيس الحكومة ومسؤولون رسميون أي تقدم فعلي في هذا الملف بحصول لبنان على تعهدات دولية ملموسة تشمل حماية الحدود الجنوبية، وتوفير دعم مالي لإعادة الإعمار، وتعزيز قدرات الجيش اللبناني، بما يعكس إدراكًا رسميًا لمحدودية القدرة التنفيذية للدولة في غياب مظلة دولية داعمة (2025).

وعلى المستوى العملي، اقتصرت تحركات الدولة على خطوات ذات طابع رمزي أو جزئي، تمثلت في تعزيز انتشار الجيش اللبناني في بعض المناطق جنوب نهر الليطاني، واستقبال بعثات دولية لتقييم الاحتياجات اللوجستية والأمنية، والمشاركة في آليات مراقبة بالتنسيق مع شركاء دوليين وقوات الأمم المتحدة المؤقتة في لبنان (UNIFIL). في المقابل، ظل تنفيذ إجراءات أكثر حسماً، مثل مصادرة مخازن السلاح أو ملاحقة عناصر مسلحة، محكومًا بما يُعرف بـ"الخطوط الحمراء" السياسية، خاصة في ظل اقتراب استحقاقات انتخابية أو التخوف من تفجّر احتجاجات داخلية قد تهدد الاستقرار الهش (AP News، 2025).
رابعاً: مواقف حزب الله وحلفائه

سادساً: الاحتمالات والسيناريوهات المستقبلية (وخريطة الاحتمالات)
