تقرير لمركز باستيت.. أوروبا وتهديد استراتيجية الأمن القومي الأمريكي 2025

أصدر البيت الأبيض يوم الجمعة 5 ديسمبر الجاري استراتيجية الأمن القومي لعام 2025، والتي تحمل الكثير من التحولات في الرؤية الأمريكية للعالم، وذلك عبر وثيقة تكونت من 33 صفحة.

 

تناولت الاستراتيجية العديد من المحاور، أبرزها الحفاظ على قوة الردع الأمريكية، من خلال تحديث القدرات الدفاعية، لتكون قادرة على مواجهة التهديدات، سواء كانت تقليدية أم غير تقليدية كالهجمات السيبرانية، كذلك أمن الطاقة والصناعات الحيوية، بما يضمن تقليل الاعتماد على الخارج في القطاعات الاستراتيجية مثل: المعادن الأرضية النادرة، والصناعات الدوائية، والطاقة.

 

أعادت هذه الاستراتيجية إحياء مبدأ "جيمس مونرو" لعام 1823 (نسبة إلى الرئيس الأمريكي الأسبق جيمس مونرو) بهدف تقليص النفوذ الخارجي، مع منح أولوية للجزء الغربي من الكرة الأرضية، المتمثل في أمريكا الجنوبية والمكسيك، لحماية الولايات المتحدة من ازدياد نفوذ بعض القوى الخارجية، والهجرة غير الشرعية، وتهريب المخدرات، والجريمة العابرة للحدود.

 

على عكس العقود السابقة التي اعتبرت روسيا تهديدًا أمنيًا مباشرًا، لا تضع الاستراتيجية الجديدة روسيا في مقدمة التهديدات الرئيسية بشكل واضح، بل تشير الوثيقة إلى رغبة واشنطن في إعادة استقرار العلاقات الأمريكية – الروسية، وتقدم هذه الرغبة على أنها جزء من السعي لإدارة النزاعات الكبرى، بدلاً من التصعيد المستمر.

 

تضمنت الوثيقة أيضًا توجيه انتقادات لاذعة إلى الليبرالية الأوروبية، وتقييد الأحزاب القومية، مع الإشارة إلى أن القارة الأوروبية اليوم تواجه خطر "الاندثار الكبير"، ما يهدد الهوية الأوروبية خلال السنوات المقبلة.

 

ما سبق أثار مخاوف أوروبا، التي تقاطعت مصالحها بشكل ملموس مع الولايات المتحدة لأول مرة منذ نهاية الحرب العالمية الثانية.

 

أوروبا من حليف استراتيجي إلى تهديد محتمل.

 

وجهت الوثيقة نبرة نقدية إلى أوروبا، فاقت في حدتها تلك المستخدمة في توصيف التهديدات الصينية أو الروسية، فأوروبا باتت اليوم ساحة صراع أيديولوجي وثقافي وديمغرافي، يؤثر على الأمن القومي الأمريكي بشكل مباشر.

 

تطرقت الاستراتيجية أيضًا إلى ما وصفته بتراجع القوى الأوروبية، وعدم قدرتها على تحمل أعباء الأمن الجماعي، حيث إنها أصبحت تعتمد بشكل أساسي على المظلة الأمريكية، في صيانة أمنها القومي، سواء من خلال حلف شمال الأطلسي، أم من خلال الدعم العسكري غير المباشر من الولايات المتحدة. هذا الاعتماد المزمن أضعف من جاهزية أوروبا الدفاعية، وقلص من قدرتها على الردع الذاتي، ما يحولها من شريك متكافئ إلى عبء استراتيجي طويل الأمد.

 

في السياق ذاته، تنتقد الوثيقة البنية السياسية والاقتصادية للاتحاد الأوروبي، معتبرة أن النموذج الليبرالي الأوروبي يعاني من الجمود البيروقراطي، وتراجع الإنتاجية، وغياب الإرادة السياسية في اتخاذ قرارات حاسمة، تتعلق بالأمن والهجرة، والإنفاق الدفاعي.

 

وتربط الاستراتيجية بين هذه الإشكاليات وبين ما تعتبره فقدانًا تدريجيًا للتماسك الاجتماعي داخل المجتمعات الأوروبية.

 

وتولي الوثيقة اهتمامًا خاصًا بمسألة الهجرة والتغيير الديمغرافي، حيث تصور هذه الظواهر باعتبارها عوامل ضغط داخلي تهدد الاستقرار السياسي والهوية الثقافية في عدد من الدول الأوروبية (1).

 

هذا يطرح تساؤلات حول تداعيات النهج الأمريكي الجديد على القوى الأوروبية.

 

مستقبل الناتو

 

تأسس حلف الناتو عام 1949، في سياق الحرب الباردة، لمواجهة الخطر السوفيتي، حيث اجتمعت الرؤية الأوروبية والأمريكية آنذاك على هذا الهدف، وهو النهج الذي لم يندثر تجاه روسيا. وكثيرًا ما وصفت استراتيجيات الأمن القومي الأمريكية السابقة روسيا على أنها تهديد أمني مباشر ومركزي، خاصة منذ أن ضمت شبه جزيرة القرم عام 2014، حيث جرى التعامل معها باعتبارها قوة تسعى إلى تقويض النظام الدولي القائم على القواعد، واستخدام القوة العسكرية والحرب الهجينة لإعادة رسم خرائط النفوذ في أوروبا الشرقية.

 

وقد بلغ هذا التوصيف ذروته في استراتيجية عام 2022، التي اعتبرت روسيا الخطر العسكري الأكبر على الأمن الأوروبي، ما استدعى تعزيز الوجود الأمريكي في القارة، وتوسيع قدرات الردع لحلف شمال الأطلسي، وتقديم دعم عسكري واسع لأوكرانيا.

 

بيد أن الطرق اليوم أصبحت تتقاطع بين الحلفاء التقليديين. استراتيجية الأمن القومي لعام 2025 تمثل قطيعة نسبية مع هذا النهج، إذ لم تعد روسيا تطرح بوصفها التهديد الأول أو الوجودي للأمن القومي الأمريكي، بل كقوة إقليمية يمكن احتواء سلوكها عبر إدارة الصراع وتقليص نطاق المواجهة.

 

ويعكس هذا التحول إدراكًا أمريكيًا متزايدًا لكلفة الانخراط العسكري طويل الأمد في أوروبا، مقابل أولوية حماية الداخل الأمريكي، وإعادة توجيه الموارد نحو الأمن الاقتصادي والمجال الحيوي المباشر (2).

 

مع وصف الاستراتيجية لقارة أمريكا الجنوبية كمنطقة نفوذ ذات أولوية، إضافة إلى مبدأ "أمريكا أولا"، يتوقع أن تقوم واشنطن خلال الفترة القادمة بتعبئة قدراتها العسكرية بشكل أكبر نحو هذه المنطقة، ما قد يدفع إلى سحب جزء من قوات الناتو المتمركزة في أوروبا لخدمة ذلك الغرض، وهو الأمر الذي ألمحت إليه الاستراتيجية، حيث تدعو الحلفاء وخاصة الأوروبيين في إطار الناتو لتحمل مسؤوليات أكبر في الأمن الجماعي، ما يتضمن زيادة الإنفاق الدفاعي.

 

أشارت الاستراتيجية كذلك إلى عدم السعي لتوسع الناتو شرقًا باتجاه روسيا، بما يعني صراحة تخلي واشنطن عن ضم أوكرانيا لعضوية الحلف (3).

 

كل ما سبق يثير تساؤلات حول إمكانية تفعيل المادة الخامسة من ميثاق الحلف الخاصة بالدفاع المشترك، في حال وقوع اعتداء خارجي على إحدى الدول الأعضاء.

 

صعود اليمين ومستقبل الاتحاد الأوروبي.

 

أظهرت الوثيقة موقفًا سلبيًا تجاه أوروبا، متهمة إياها بالضعف الاقتصادي، والاعتماد المفرط على السياسات الليبرالية، وانخفاض القدرة على الدفاع عن النفس.

 

هذه الرؤية الجديدة لم تقتصر على النقد الاقتصادي والسياسي فحسب، بل وصفت أوروبا بأنها تهديد حضاري محتمل، وأنها تواجه خطر "الاندثار الحضاري"، حيث إنه بعد عقدين ستتحول بعض دول القارة إلى دول ذات أغلبية غير أوروبية، نتيجة تدفق حركات الهجرة.

 

هذه السردية تكاد تتطابق مع "نظرية الاستبدال العظيم" التي تتبناها أحزاب اليمين المتطرف الأوروبية.

 

في هذا الصدد، أشارت الوثيقة صراحة إلى نية الولايات المتحدة دعم الأحزاب القومية في أوروبا، والتي تصفها "بالمقاومة"، منتقدة السياسات التي تتبعها الحكومات الأوروبية في تقييد نشاط هذه الأحزاب (4).

 

هذا النهج سيفتح الباب أمام صعود أحزاب أقصى اليمين، التي تتخذ موقفًا عدائيًا من اللاجئين، مثل حزب البديل من أجل ألمانيا، والجبهة الوطنية الفرنسية، والإصلاح البريطاني.

 

بعض من هذه الأحزاب أيضًا يدعو إلى الخروج من الاتحاد الأوروبي، بدعوى أنه يقوض السيادة الوطنية، ويفرض سياسات الهجرة وقيمًا ثقافية تتعارض مع الهوية الوطنية.

 

يمكن أن يؤدي صعود اليمين المدعوم جزئيًا من "واشنطن" إلى تقويض سياسات الاتحاد الأوروبي، وتعزيز الخطاب المعادي للهجرة وحقوق الأقليات، وخلق توترات بين الدول الأعضاء، لذا فإن صعود هذه الأحزاب قد يؤدي إلى إعادة ترتيب خريطة القوى داخل أوروبا، وتعزيز الانقسامات السياسية، وهو ما يخلق ديناميكيات جديدة يصعب التنبؤ بنتائجها، قد تؤدي في النهاية إلى إنهاء تجربة التكامل الأوروبي.

 

التداعيات الاقتصادية.

 

منذ انتهاء الحرب الباردة بسقوط الاتحاد السوفيتي، أهملت الدول الأوروبية الجانب الدفاعي، يقينًا منها بانتهاء الخطر الروسي إلى الأبد، واعتقادًا بديمومة المظلة الدفاعية الأمريكية، لكن مع إعادة واشنطن ترتيب أولوياتها، وكذلك عودة الخطر الروسي، سيتعين على الدول الأوروبية تحويل جزء كبير من مواردها الاقتصادية من الرفاه إلى الإنفاق الدفاعي، وهذا بدوره سيضغط على موازنات بعض الدول الأوروبية، التي تعاني بالفعل من عجز مالي.

 

أبرزت الوثيقة أيضًا البعد الاقتصادي في العلاقات الأمريكية عبر الأطلسي، فسياسات الاتحاد الأوروبي تضع حواجز غير جمركية أمام الشركات الأمريكية، خاصة تلك العاملة في المجال التكنولوجي، حيث تفرض عليها الضرائب، وحماية البيانات، وقوانين المنافسة.

 

من المنظور الأوروبي، تهدف هذه السياسات إلى حماية المستهلك، وضمان المنافسة العادلة، وتحقيق قدر من السيادة الرقمية، إلا أن الاختلاف في الرؤى يعكس فجوة أعمق بين النموذجين الاقتصاديين الأمريكي والأوروبي.

 

هذا التباين قد يؤدي إلى تصاعد التوترات الاقتصادية، وفتح المجال أمام ضغوط أمريكية لتخفيف التشريعات الأوروبية، وربما ربط الملفات الاقتصادية بقضايا أمنية.

 

ختامًا.

 

يشير مجمل التحولات الواردة في وثيقة الأمن القومي الأمريكي لعام 2025 إلى إعادة تعريف شاملة لمكانة أوروبا في الاستراتيجية الأمريكية، حيث لم تعد القارة تعامل باعتبارها حليفًا استراتيجيًا ثابتًا، كما كان عليه الحال منذ نهاية الحرب العالمية الثانية، بل باتت تدرج ضمن نطاق التهديدات غير التقليدية المرتبطة بالهشاشة السياسية والاختلال الديمغرافي والاعتماد الأمني والاقتصادي المزمن على واشنطن.

 

هذا التحول أتى مدفوعًا بإعادة توجيه الموارد الأمريكية نحو الداخل والمجال الحيوي المباشر على حساب الالتزامات العابرة للأطلسي.

 

في المقابل، تضع هذه الرؤية أوروبا أمام مفترق طرق تاريخي، فإما أن تتجه نحو تعزيز استقلالها الاستراتيجي، وإعادة بناء قدراتها الدفاعية والاقتصادية، أو تستمر في حالة الارتهان الأمني والسياسي، بما يفاقم الانقسامات الداخلية، ويهدد مشروع التكامل الأوروبي ذاته.

 

وبناء عليه، فإن المرحلة القادمة مرشحة لإعادة تشكيل عميقة للنظام الأوروبي، في ظل تراجع الضمانات الأمريكية، وتصاعد التحديات الداخلية، وتداخل الأمن بالاقتصاد والأيديولوجيا في بيئة دولية تتسم بقدر متزايد من عدم اليقين.

 

 

Bastet Center Report: Europe and the Threat of the 2025 U.S. National Security Strategy

The White House issued the 2025 National Security Strategy on Friday, 5 December, a document that reflects significant shifts in the American vision of the world, presented in a 33-page paper.
 

The strategy addresses several key pillars, foremost among them preserving U.S. deterrent power through modernizing defense capabilities so they can confront threats—whether conventional or unconventional, such as cyberattacks. It also emphasizes energy security and critical industries, in a way that reduces reliance on external sources in strategic sectors such as rare earth minerals, pharmaceuticals, and energy.
This strategy revives the 1823 “James Monroe” principle (attributed to former U.S. President James Monroe), with the aim of curbing external influence and prioritizing the Western Hemisphere—namely South America and Mexico—to protect the United States from growing influence by certain external powers, irregular migration, drug trafficking, and transnational crime.
 

Unlike previous decades in which Russia was treated as a direct security threat, the new strategy does not clearly place Russia at the top of the primary threats. Instead, the document signals Washington’s desire to restore stability in U.S.–Russian relations, presenting this as part of an effort to manage major conflicts rather than sustain continuous escalation.
 

The document also includes sharp criticisms of European liberalism and the restriction of nationalist parties, noting that Europe today faces the risk of a “great extinction,” threatening European identity in the coming years.
These elements have raised European concerns, as European interests have come into tangible conflict with those of the United States for the first time since the end of World War II.
 

Europe: From Strategic Ally to Potential Threat
The document adopts a critical tone toward Europe that exceeds, in its intensity, the language used to describe Chinese or Russian threats. Europe is now portrayed as an arena of ideological, cultural, and demographic struggle that directly affects U.S. national security.
 

The strategy also points to what it describes as the decline of European powers and their inability to shoulder the burdens of collective security, given their heavy dependence on the U.S. umbrella to safeguard their national security—whether through NATO or through indirect U.S. military support. This chronic dependence has weakened Europe’s defensive readiness and reduced its capacity for self-deterrence, turning it from an equal partner into a long-term strategic burden.
 

In the same context, the document criticizes the European Union’s political and economic structure, arguing that the European liberal model suffers from bureaucratic rigidity, declining productivity, and a lack of political will to take decisive decisions related to security, migration, and defense spending.
The strategy links these problems to what it considers a gradual loss of social cohesion within European societies.
The document gives particular attention to migration and demographic change, presenting these phenomena as internal pressure factors that threaten political stability and cultural identity in a number of European states (1).
This raises questions about the implications of the new U.S. approach for European powers.
 

The Future of NATO
NATO was founded in 1949 in the context of the Cold War to counter the Soviet threat, at a time when European and American perspectives converged on that objective—an approach that did not disappear with regard to Russia. Previous U.S. National Security Strategies frequently described Russia as a direct and central security threat, particularly after its annexation of Crimea in 2014, as it was treated as a power seeking to undermine the rules-based international order and to use military force and hybrid warfare to redraw maps of influence in Eastern Europe.
 

This characterization reached its peak in the 2022 strategy, which considered Russia the greatest military danger to European security—prompting a reinforced U.S. presence in the continent, expanded NATO deterrence capabilities, and broad military support to Ukraine.
 

Today, however, paths appear to be intersecting among traditional allies. The 2025 National Security Strategy represents a relative break with that approach: Russia is no longer presented as the first or existential threat to U.S. national security, but rather as a regional power whose behavior can be contained through conflict management and a reduction in the scope of confrontation.
This shift reflects a growing American awareness of the costs of long-term military engagement in Europe, compared to the priority of protecting the U.S. domestic arena and redirecting resources toward economic security and the immediate vital sphere (2).
 

With the strategy describing South America as a priority sphere of influence, in addition to the “America First” principle, it is expected that Washington will more actively mobilize its military capabilities toward that region in the coming period. This could lead to the withdrawal of part of the NATO forces stationed in Europe to serve that purpose—something the strategy hinted at by calling on allies, especially Europeans within NATO, to assume greater responsibilities in collective security, including increased defense spending.
The strategy also indicated that it does not seek NATO’s eastward expansion toward Russia, which explicitly means Washington abandoning Ukraine’s accession to NATO membership (3).
All of this raises questions about the feasibility of activating Article 5 of the Alliance’s charter on collective defense in the event of an external attack on one of the member states.
 

The Rise of the Right and the Future of the European Union
The document adopts a negative posture toward Europe, accusing it of economic weakness, excessive reliance on liberal policies, and diminished capacity for self-defense.
 

This new view goes beyond economic and political critique to describe Europe as a potential civilizational threat, facing the risk of “civilizational extinction,” arguing that within two decades some European states will become non-European-majority countries due to migration flows.
This narrative closely aligns with the “Great Replacement” theory adopted by Europe’s far-right parties.
 

In this regard, the document explicitly points to the United States’ intention to support nationalist parties in Europe—describing them as “the resistance”—and criticizes European governments’ policies restricting these parties’ activity (4).
 

This approach would open the door to the rise of far-right parties that hold hostile positions toward refugees, such as Alternative for Germany, France’s National Front, and Reform UK.
 

Some of these parties also call for leaving the European Union, arguing that it undermines national sovereignty and imposes migration policies and cultural values that conflict with national identity.
 

The rise of the right—partially supported by “Washington”—could undermine EU policies, reinforce anti-immigration and anti-minority-rights rhetoric, and create tensions among member states. Accordingly, the ascent of these parties may redraw the balance of power within Europe and deepen political divisions, creating new dynamics whose outcomes are difficult to predict and that could ultimately end the European integration project.
 

Economic Implications
Since the end of the Cold War with the collapse of the Soviet Union, European states neglected the defense dimension, convinced that the Russian threat had ended forever and believing in the permanence of the U.S. defense umbrella. But as Washington reorders its priorities—and as the Russian threat returns—European states will have to shift a large portion of their economic resources from welfare to defense spending. This, in turn, will pressure the budgets of some European countries already suffering from fiscal deficits.
 

The document also highlights the economic dimension in transatlantic U.S.–Europe relations. EU policies impose non-tariff barriers on American companies, especially in the technology sector, through taxation, data protection, and competition laws.
 

From the European perspective, these policies aim to protect consumers, ensure fair competition, and secure a measure of digital sovereignty. However, the divergence in perspectives reflects a deeper gap between the American and European economic models.
 

This divergence may lead to escalating economic tensions, open the door to U.S. pressure to loosen European regulations, and potentially link economic files to security issues.
 

Conclusion
Overall, the shifts contained in the 2025 U.S. National Security Strategy point to a comprehensive redefinition of Europe’s place in U.S. strategy. Europe is no longer treated as a fixed strategic ally—as it has been since the end of World War II—but is increasingly placed within the scope of non-traditional threats associated with political fragility, demographic imbalance, and chronic security and economic dependence on Washington.
This shift is driven by the redirection of U.S. resources toward the domestic arena and the immediate vital sphere, at the expense of transatlantic commitments.
In return, this vision places Europe at a historic crossroads: either it moves toward strengthening its strategic autonomy and rebuilding its defensive and economic capabilities, or it remains in a state of security and political dependency—deepening internal divisions and threatening the European integration project itself.
 

Accordingly, the next phase is likely to witness a profound reshaping of the European order amid declining U.S. guarantees, rising internal challenges, and the entanglement of security, economics, and ideology in an international environment characterized by growing uncertainty.
