العراق ومحور المقاومة: مسار الخطاب السياسي بين 2003 و2025

 

شهد الخطاب السياسي بشقيه الرسمي والعام في العراق منذ عام 2003 سلسلة من التحولات التي تعكس طبيعة البيئة الداخلية المليئة بالتحديات، فضلًا عن التفاعلات الإقليمية المعقدة التي تؤطر السلوك السياسي للدولة. ففي مرحلة ما بعد سقوط نظام صدام حسين، أسهمت ترتيبات العملية السياسية القائمة على المحاصصة الطائفية، إلى جانب الانفلات الأمني وتنامي دور الفصائل المسلحة، في تعزيز الروابط بين بعض القوى الشيعية العراقية وفاعلين إقليميين على غرار حزب الله اللبناني. غير أن العقد الأخير شهد بداية تحول لافت في اتجاهات الخطاب الخارجي العراقي، مدفوعًا بضغوط دولية متصاعدة، وتغير أولويات الاقتصاد الوطني، وتنامي الحاجة إلى إعادة تموضع ضمن بيئة إقليمية أكثر تقلبًا؛ وهو ما انعكس بصورة مباشرة على مقاربة بغداد للجماعات المسلحة غير الدوليّة المرتبطة بإيران، بما فيها حزب الله اللبناني وجماعة الحوثيين.

وتزامنًا مع اتساع نطاق الحرب في اليمن وتصاعد دور الحوثيين واستخدامهم لأساليب صنّفتها دول خليجية وغربية ضمن خانة "الأعمال الإرهابية"، برز في الخطاب السياسي العراقي تحول نوعي تمثل في ميل بعض النخب السياسية والدوائر الحكومية إلى توصيف بعض ممارسات الحوثيين باعتبارها "أفعالًا إرهابية"، أو على الأقل تبنّي نهج يقوم على تجنّب الإسناد العلني المباشر لهم. وعليه، يتتبع هذا التقرير مسار هذا التحول، ويحلل دوافعه الداخلية والخارجية، ويقارن بين أنماط التعاطي العراقي مع كل من حزب الله والحوثيين، وصولًا إلى استنتاج دلالاته بالنسبة لاتجاهات السياسة الخارجية العراقية وإعادة تشكّل الهوية السياسية للدولة.

 

أولاً: الإطار المفاهيمي والمنهجي:

 

يعتمد التقرير على عدد من المفاهيم النظرية:

 

الخطاب السياسي باعتباره بنية لغوية تُنتج مواقف رسمية وشعبية، وتعبر عن هوية الدولة ومصالحها. (Fairclough, 2015)

 

الفواعل غير الدوليّة / الميليشيات: تنظيمات مسلحة لها جذور سياسية/طائفية، وتمارس فعلاً عسكريًا أو شبه حكومي، لكنها خارج البنية الرسمية للدولة. (Byman, 2013)

 

تصنيفات الإرهاب: تتراوح بين إرادة سياسية وضغوط إقليمية/دولية؛ فالدول قد تدرج جماعة ما في قوائم الإرهاب لأغراض دبلوماسية واستراتيجية. (Henne, 2019)

 

منهجيًا، يعتمد التقرير على تحليل الخطابات الرسمية (بيانات وزارة الخارجية، تصريحات وزراء، نشرات رسمية) والمواقف الصادرة عن فصائل مسلحة عراقية، بالإضافة إلى مراجعة ما نشرته الصحافة الدولية والإقليمية حول خطوات رسمية مثل تجميد أصول أو تصنيفات إرهابية، إضافة إلى تحولات في علاقات العراق الخارجية.

 

ثانيًا: الخلفية النظرية والسياسية "حزب الله – الحوثيين":

 

1. دور حزب الله والحوثيين في سياق "محور المقاومة":

 

يُعد كل من حزب الله اللبناني وجماعة الحوثيين فاعلين أساسيين داخل البنية الإقليمية لما يُعرف بـ"محور المقاومة"، وهو إطار غير رسمي يضم مجموعة من الحركات والميليشيات المدعومة من إيران، ويتأسس على خطاب مناهض للوجود الأمريكي والإسرائيلي في الشرق الأوسط. فمنذ تأسيس حزب الله عام 1982، تبلور ارتباطه الأيديولوجي والعملياتي مع فيلق الحرس الثوري الإيراني عبر منظومة من الدعم العسكري والمالي والإعلامي، مكّنته من التحول من حركة مقاومة محلية إلى لاعب إقليمي يمتلك قدرات عابرة للحدود (Norton, 2021). وقد أسهم هذا الارتباط في إدماج الحزب ضمن شبكة واسعة من الفاعلين المسلحين المرتبطين بطهران، بما جعل دوره محوريًا في هندسة توازنات "محور المقاومة". (Alfoneh, 2012)

وبعد الغزو الأمريكي للعراق عام 2003، برز حزب الله كطرف مؤثر في مسارات تشكل الفصائل الشيعية العراقية، إذ تشير تقارير بحثية إلى انخراط وحدات متخصصة من الحزب في تدريب وتوجيه فصائل مسلحة عراقية، أصبح بعضها لاحقًا جزءًا بنيويًا من قوات الحشد الشعبي (Levitt, 2020). ويعكس ذلك انتقال الحزب من نمط "الدعم التضامني" إلى نمط "التفعيل العملياتي" داخل دوائر الصراع الإقليمي، عبر توفير الخبرات العسكرية وبناء شبكات التحالف. (Mansour, 2018)

 

أما الحوثيون (أنصار الله)، فقد شهد دورهم تحولًا جذريًا منذ اندلاع حروب صعدة (2004–2010)، حيث انتقلوا من حركة احتجاج محلية إلى فاعل مسلح يمتلك سيطرة إقليمية في شمال اليمن. وتصاعد هذا الدور بصورة جوهرية مع اندلاع الحرب اليمنية عام 2015، لتصبح الجماعة جزءًا من معادلة صراع إقليمي معقدة تتداخل فيها الأبعاد الطائفية والجيوسياسية والأمنية (اليماني، 2019). وقد ساعدت الشبكات الإقليمية المرتبطة بإيران في تعزيز قدرات الحوثيين العسكرية، بما في ذلك تطوير منظومات الصواريخ والطائرات المسيرة. (Brandt, 2017)

 

وفي السنوات الأخيرة، شهدت المنطقة توسعًا في التنسيق العملياتي بين الحوثيين وبعض الفصائل العراقية المنضوية ضمن محور المقاومة، حيث أعلنت فصائل عراقية والحوثيون عن عمليات متزامنة أو "متكاملة" ضد أهداف إسرائيلية أو مرتبطة بها، خصوصًا بعد الحرب في غزة عام 2023. ويُظهر هذا التحول انتقال المحور من التعاون السياسي إلى تفعيل بنية عملياتية مشتركة عابرة للجغرافيا (صنعاء، 2024). ويشير ذلك إلى تحول محور المقاومة إلى شبكة ذات طابع شبكي-عملياتي، تتبادل فيها الفصائل الخبرات والمعلومات وتنسق استجاباتها العسكرية تجاه خصوم مشتركين. (Knights & Malik, 2024)

 

2. التحول في وضع العراق بعد عام 2003

 

شهد العراق بعد عام 2003 تحولًا جذريًا في بنيته السياسية والأمنية، بحيث أصبح ساحة مفتوحة لإعادة تشكيل موازين النفوذ الإقليمي والدولي. فقد أدى انهيار مؤسسات الدولة عقب الغزو الأمريكي إلى خلق فراغ استراتيجي مكّن قوى إقليمية، وفي مقدمتها إيران، إلى جانب الولايات المتحدة، من تعزيز حضورها المباشر وغير المباشر في عملية صنع القرار العراقي. وتشير تقارير بحثية صادرة عن مؤسسات دولية إلى أن العراق بات، منذ ذلك التاريخ، مجالًا تنافسيًا بين واشنطن وطهران، وأن هذا التنافس لعب دورًا بنيويًا في رسم توجهات السياسة الخارجية العراقية وتحديد أولوياتها الأمنية (Konrad Adenauer Stiftung, 2022).

 

وفي مرحلة ما بعد هزيمة تنظيم داعش بين عامي 2017 و2020، أعادت الدولة العراقية تأكيد قدر معين من سيادتها من خلال استعادة السيطرة على معظم الأراضي وتفعيل مؤسساتها الدفاعية. غير أن التحدي الأبرز ظل متمثلًا في بقاء الميليشيات شبه المستقلة داخل إطار "قوات الحشد الشعبي"، التي اكتسبت شرعية قانونية لكنها حافظت على مستويات متفاوتة من الارتباط بقوى خارجية، مما حدّ من قدرة الدولة على احتكار العنف وخلق توازنات معقدة داخل النظام السياسي (الهاشمي، 2020).

 

وانطلاقًا من هذا السياق، يمكن تفسير تطور لهجة الخطاب السياسي العراقي تجاه فاعلين إقليميين مثل حزب الله اللبناني أو جماعة الحوثيين باعتباره انعكاسًا لمعادلات القوى الداخلية والصراع الإقليمي على النفوذ، أكثر من كونه قائمًا على روابط أيديولوجية أو انتماءات مذهبية. فصانعو القرار العراقي غالبًا ما يصوغون مواقفهم الخارجية ضمن حدود توازن حساس بين ضغوط داخلية (مرتبطة بالتحالفات السياسية والميليشيات) وضغوط خارجية (مرتبطة بالعلاقات مع إيران والولايات المتحدة ودول الجوار). وسيتم الشرح تفصيلاً في العنصر التالي.

 

ثالثًا: مسار الخطاب العراقي تجاه حزب الله والحوثيين (2003–2024)

 

أ- مرحلة التعاطف والانفتاح (2003–2014)

 

اتسم الخطاب السياسي العراقي تجاه حزب الله بدرجة من الانفتاح والتعاطف، نتيجة تصاعد نفوذ الفصائل الشيعية بعد 2003 وسعيها لبناء شبكات دعم إقليمي. (الهاشمي، 2020)

 

ساد خطاب غير تصادمي تجنّب توصيف حزب الله كتنظيم إرهابي، مع الإشارة إليه في بعض الدوائر باعتباره فاعلاً مقاومًا لإسرائيل. (Levitt, 2020)

 

كان حضور الحوثيين في الخطاب العراقي هامشيًا، إذ لم تكن الأزمة اليمنية قد اكتسبت بُعدها الإقليمي اللاحق، كما كانت بغداد منشغلة بتحديات الأمن الداخلي. (Mansour, 2019)

 

ب- مرحلة الحذر وإعادة التموضع بعد صعود "داعش" (2014–2017)

 

مع تفكك الدولة أمام تمدّد تنظيم داعش، حافظ الخطاب العراقي على مقاربة براغماتية تجاه حزب الله، خاصة بعد مشاركته في تقديم دعم استشاري لبعض فصائل الحشد الشعبي. (Mansour, 2019)

 

تراجع الاهتمام بالحوثيين بسبب أولوية الحرب ضد الإرهاب وإعادة بناء الدولة العراقية.

 

الخطاب العراقي في هذه المرحلة كان أكثر حذرًا بسبب حساسية العلاقة مع الولايات المتحدة والتحالف الدولي. (Knights & Malik, 2024)

 

ج- مرحلة التوازن الحذر بعد هزيمة داعش (2017–2020)

 

أعادت الدولة العراقية التأكيد على سيادتها بعد دحر داعش، ما أدى إلى تبني خطاب أكثر توازنًا تجاه حزب الله، قائم على عدم تبني مواقف تصادمية أو داعمة بشكل مباشر. (Mansour, 2019)

 

الخطاب تجاه الحوثيين بدأ يتنامى تدريجيًا مع تصاعد الحرب اليمنية، لكنه ظل محكومًا باعتبارات عدم الرغبة في التورط في صراعات إقليمية. (صنعاء، 2024)

 

برزت لغة دبلوماسية محايدة تركّز على "الحوار" و"الحلول السياسية" دون اصطفاف معلن.

 

د- مرحلة إعادة صياغة الخطاب في ظل الضغط الدولي والإقليمي (2020–2024)

 

ازدادت الضغوط الأمريكية والخليجية على بغداد لضبط خطابها تجاه فواعل محور المقاومة، مما دفعها لتبني خطاب رسمي أكثر تمايزًا وتحفظًا تجاه حزب الله.

 

بدأت الحكومة العراقية - خاصة بعد عام 2021 - في توظيف لغة أكثر مؤسسية تتجنب دعم أي فاعل غير دولتي خارج الحدود، استجابة لمتطلبات السيادة والعلاقات الإقليمية.

 

أما تجاه الحوثيين، فقد أصبح الخطاب أكثر وضوحًا، خاصة مع تنامي العمليات العابرة للحدود التي نفذتها الجماعة، حيث ركز العراق على وحدة اليمن ورفض التصعيد، دون منح الجماعة أي شرعية مباشرة. (Brandt, 2017)

 

نهاية 2023–2024 شهدت بدايات تحول أكبر في اللهجة نتيجة الضغوط الدولية ضد محاور المقاومة بعد الحرب في غزة، ما شجع العراق على لغة أكثر حيادية وضبطًا. (Knights & Malik, 2024)

 

رابعاً: التحول الأبرز في عام 2025: مسار التصنيف (التراجع كمنظمات إرهابية):

 

1. قرار التجميد وإدراج حزب الله والحوثيين (1 ديسمبر 2025)

 

شهد العراق في مطلع ديسمبر 2025 تحولًا غير مسبوق في خطابه المؤسسي تجاه فواعل "محور المقاومة"، إذ أعلنت لجنة حكومية مختصة بمكافحة الإرهاب تجميد أصول 24 كيانًا من بينها حزب الله اللبناني وجماعة الحوثيين، في خطوة وصفتها وسائل الإعلام بأنها الأكثر جرأة منذ 2003. (Iraqi News, 2025) (Al-Monitor, 2025)

 

2. الاستناد إلى الإطار التشريعي لمكافحة غسل الأموال وتمويل الإرهاب

 

استند القرار إلى أحكام قانون مكافحة غسل الأموال وتمويل الإرهاب العراقي لعام 2015، بما يعكس محاولة إضفاء غطاء قانوني على خطوة ذات طابع سياسي حساس، وربط الخطاب العراقي بقواعد الامتثال المالي الدولي. (Voice of Emirates, 2025)

 

3. ردود الفعل البرلمانية والحزبية الرافضة

 

أثار القرار موجة اعتراض واسعة داخل البرلمان العراقي، خصوصًا من القوى السياسية المرتبطة بمحور إيران، والتي اعتبرت التصنيف "خضوعًا لضغوط غربية" و"خيانة لنهج المقاومة"، ما كشف حجم الانقسام داخل مؤسسات الدولة تجاه تحديد هوية الخصوم والحلفاء إقليميًا. (L’Orient Today, 2025)

 

4. التراجع السريع وإعلان "خطأ النشر"

 

أعلنت اللجنة الحكومية أن إدراج بعض الأسماء -ومنها حزب الله والحوثيون- كان "نتيجة خطأ في النشر قبل اكتمال المراجعة"، معلنة إزالة هذه الكيانات من القائمة مع اعتذار رسمي من رئاسة الوزراء، في مؤشر على هشاشة القرار وغياب توافق مؤسسي حوله. (Rudaw, 2025) (Xinhua, 2025)

 

5. ارتباك إداري على مستوى رئاسة الجمهورية

 

أصدرت رئاسة الجمهورية بيانًا تفيد فيه بأنها لم تُبلّغ مسبقًا بالقرار، وأنها علمت به عبر وسائل الإعلام ومنصات التواصل الاجتماعي، وهو ما أظهر مستوى عميقًا من الارتباك الإداري والتضارب بين مؤسسات الدولة التنفيذية. (Kurdistan24, 2025)

 

6. الدلالة التحليلية: لحظة مفصلية فاشلة في مسار الخطاب العراقي

 

تمثل هذه الحادثة أهم محاولة رسمية منذ 2003 لإعادة تعريف موقف العراق من حزب الله والحوثيين، ولو بشكل مؤقت. إذ عكست ازدواجية الخطاب العراقي بين ضغوط الامتثال للقواعد الدولية لمكافحة الإرهاب، وبين موازين القوى الداخلية التي تمنع أي قطيعة مع الفواعل المرتبطة بإيران. وبذلك، شكلت الواقعة نموذجًا صارخًا لحالة التوازن الهش في السياسة العراقية بين الالتزامات الخارجية وبُنى النفوذ المحلية.

 

خامساً: دلالات التحول على سياسة بغداد وهويتها السياسية

 

1. هشاشة التنسيق داخل مؤسسات الدولة

 

تكشف حادثة تصنيف حزب الله والحوثيين كمنظمات إرهابية عن ارتباك إداري وبيروقراطي داخلي، إذ تم نشر القرار في الجريدة الرسمية دون علم أعلى المستويات في رئاسة الجمهورية، ما يعكس ضعف التنسيق بين مؤسسات الدولة العراقية المختلفة. (Kurdistan24, 2025)

 

2. التذبذب في السياسة القصيرة المدى تجاه فواعل محور المقاومة

 

يوضح القرار المتراجع أن بغداد تواجه صعوبة في تبني سياسة ثابتة تجاه الفصائل المرتبطة بمحور المقاومة، ما قد يؤدي إلى ضغوط داخلية متجددة أو إعادة ضبط لهجة الخطاب وفق السياق الإقليمي. (Knights & Malik, 2024)

 

3. صراع هوية الدولة العراقية على المدى المتوسط

 

يشير التذبذب في الخطاب إلى وجود صراع مستمر بين:

 

الدولة السيادية التي تسعى للتميّز عن الفصائل والفاعلين الخارجيين.

 

الانتماء الطائفي/المذهبي الذي يعزز روابط سياسية وعسكرية مع جماعات مثل حزب الله والحوثيين.

هذا الصراع يعكس التحديات الجوهرية في صياغة سياسات عراقية مستقلة.

 

4. العراق كجسر بين المصالح الدولية والإقليمية

 

التذبذب في الخطاب يعكس الأزمة الاستراتيجية للعراق في موقعه الجغرافي والسياسي كوسيط بين مصالح دولية (الولايات المتحدة ودول الخليج) ومصالح إقليمية (إيران)، وهو ما يفرض ضغوطًا متبادلة على صنع القرار العراقي.

 

سادسًا: سيناريوهات مستقبلية:

 

من المتوقع أن يظل الخطاب السياسي العراقي تجاه حزب الله والحوثيين متأثرًا بمزيج من الضغوط الإقليمية والدولية والاعتبارات الداخلية، مما يفرز عدة سيناريوهات محتملة. أولها، استمرار اعتماد خطاب حيادي ومؤسسي يراعي التوازن بين الالتزامات الدولية والسيادة الوطنية، مع تجنب أي دعم مباشر للفواعل غير الدوليّة، وهو ما يعزز مكانة العراق كوسيط إقليمي محتمل (Knights & Malik, 2024). ثانيها، احتمال تبني سياسة أكثر مرونة تجاه بعض الفصائل في إطار تفاهمات داخلية، خاصة إذا تزايد الضغط من الميليشيات والفصائل السياسية المرتبطة بمحور إيران، ما قد يؤدي إلى خطاب مزدوج أو متذبذب يعكس التوازنات الداخلية (Mansour, 2018). ثالثًا، تعزيز التعاون مع المجتمع الدولي والإقليمي في مكافحة الإرهاب وتمويل الجماعات المسلحة، مع توظيف التشريعات الوطنية لتعزيز الامتثال المالي والقانوني، ما قد يمكن بغداد من بناء مصداقية في إدارة صراعات المنطقة دون الاصطفاف الأيديولوجي المباشر (Henne, 2019).

 

خاتمة:

 

يُظهر تحليل تطور الخطاب السياسي العراقي تجاه كل من حزب الله والحوثيين أن التحول ليس لحظيًا بل هو عملية تراكمية محكومة بثلاثة محددات: إعادة تشكيل النظام السياسي العراقي داخليًا، تغير التوازنات الإقليمية، والضغوط الدولية المرتبطة بإيران في المقام الأول. وبينما شهد خطاب بغداد تجاه حزب الله تراجعًا تدريجيًا في درجات الدعم اللفظي، فإن خطابها تجاه الحوثيين اتخذ منحى أكثر حدة، وصل إلى حد توصيف بعض أعمالهم بالإرهابية. يعكس هذا التحول نزوعًا منهجيًا نحو تبني خطاب الدولة "الحكومة المركزية" لا خطاب المحاور، بما يدعم محاولات بغداد لاستعادة مكانتها كوسيط إقليمي وفاعل مستقل في بنية الأمن الإقليمي.

Since 2003, Iraqi political discourse—both official and public—has undergone a series of transformations reflecting a domestic environment marked by persistent challenges, as well as complex regional interactions that frame state political behavior. In the post–Saddam Hussein era, the political-process arrangements built on sectarian power-sharing (muhasasa), alongside security breakdowns and the growing role of armed factions, reinforced ties between certain Iraqi Shiite forces and regional actors such as Lebanon’s Hezbollah. Over the past decade, however, a notable shift has emerged in Iraq’s external discourse, driven by escalating international pressure, changing national economic priorities, and a growing need to reposition within an increasingly volatile regional environment. This shift has directly affected Baghdad’s approach to Iran-linked non-state armed groups, including Hezbollah and the Houthi movement.
In parallel with the expansion of the war in Yemen, the Houthis’ rising role, and their adoption of methods classified by Gulf and Western states as “terrorist acts,” Iraqi political discourse witnessed a qualitative change. This was reflected in a tendency among some political elites and governmental circles to describe certain Houthi practices as “terrorist acts,” or at minimum to adopt an approach of avoiding explicit public endorsement. Accordingly, this report traces the course of that transformation, analyzes its domestic and external drivers, and compares Iraqi patterns of engagement with Hezbollah and the Houthis—ultimately drawing conclusions about what these shifts imply for Iraqi foreign policy trends and the re-formation of the state’s political identity.

First: Conceptual and Methodological Framework
The report draws on several theoretical concepts:
Political discourse as a linguistic structure that produces official and popular positions, and expresses state identity and interests.
Non-state actors / militias: armed organizations with political/sectarian roots that exercise military or quasi-governmental activity, yet operate outside the state’s formal structure.
Terrorism designations: ranging between political will and regional/international pressures; states may list a group as “terrorist” for diplomatic and strategic purposes.
Methodologically, the report relies on analysis of official discourse (Foreign Ministry statements, ministerial remarks, official bulletins) and positions issued by Iraqi armed factions, in addition to reviewing international and regional press coverage of formal steps such as asset freezes or terrorism listings, as well as shifts in Iraq’s external relations.

Second: Theoretical and Political Background—“Hezbollah and the Houthis”
1. The role of Hezbollah and the Houthis within the “Axis of Resistance”
Both Lebanon’s Hezbollah and the Houthi movement (Ansar Allah) are key actors within the regional structure commonly referred to as the “Axis of Resistance”—an informal framework comprising a set of Iran-backed movements and militias, grounded in discourse opposing American and Israeli presence in the Middle East. Since Hezbollah’s establishment in 1982, its ideological and operational linkage to Iran’s Islamic Revolutionary Guard Corps has crystallized through military, financial, and media support. This enabled Hezbollah to evolve from a local resistance movement into a regional actor with cross-border capabilities. This linkage also integrated the party into a wider network of armed actors tied to Tehran, making its role central to shaping the Axis of Resistance’s balance of power.
After the U.S. invasion of Iraq in 2003, Hezbollah emerged as an influential party in the formation trajectories of Iraqi Shiite factions. Research reports indicate that specialized Hezbollah units engaged in training and guiding Iraqi armed factions, some of which later became structurally embedded within the Popular Mobilization Forces (PMF). This reflects Hezbollah’s shift from a “solidarity support” mode to an “operational activation” mode within regional conflict arenas, by providing military expertise and building alliance networks.
As for the Houthis (Ansar Allah), their role underwent a profound transformation since the Saada wars (2004–2010), moving from a local protest movement to an armed actor with territorial control in northern Yemen. This role intensified significantly with the eruption of the Yemen war in 2015, making the group part of a complex regional conflict equation in which sectarian, geopolitical, and security dimensions intersect. Iran-linked regional networks contributed to strengthening Houthi military capabilities, including the development of missile and drone systems.
In recent years, the region has witnessed expanded operational coordination between the Houthis and certain Iraqi factions aligned with the Axis of Resistance.
